1.5 SPECIAL TREATMENT AREAS<br />
ASSUMPTIONS: SPECIAL TREATMENT AREAS<br />
Localized issues, problems, and opportunities will continue to require specific,<br />
individualized treatment to ensure that a solution to problems or realization <strong>of</strong> opportunities<br />
is reflective <strong>of</strong> the needs <strong>of</strong> local residents. The size and complexity <strong>of</strong> <strong>Kern</strong> <strong>County</strong> forces<br />
recognition <strong>of</strong> localized needs. <strong>Use</strong> <strong>of</strong> area and specific plans will continue as basic tools<br />
under State law for addressing local needs.<br />
For the purposes <strong>of</strong> this <strong>General</strong> <strong>Plan</strong>, a “<strong>Land</strong> Project” shall be defined as follows:<br />
1. The subdivision contains 50 or more parcels <strong>of</strong> which any 50 are both (a) not<br />
improved with residential, industrial, commercial, or institutional buildings; and (b)<br />
<strong>of</strong>fered for sale, lease, or financing for purposes other than industrial commercial,<br />
institutional, or commercial agricultural uses.<br />

2. The subdivision is located in an area in which less than 1,500 registered voters<br />
reside within the subdivision or within two miles <strong>of</strong> the proposed project boundary.<br />
and<br />
3. The subdivision does not constitute a community apartment project as defined in<br />
Business and Pr<strong>of</strong>essions Code Section 11004, a project consisting <strong>of</strong><br />
condominiums as defined in Section 783 <strong>of</strong> the Civil Code, or a stock cooperative<br />
as defined in Business and Pr<strong>of</strong>essions Code Section 11003.2.<br />
ISSUES: SPECIAL TREATMENT AREAS<br />
Specific <strong>Plan</strong>s and Rural Community <strong>Plan</strong>s have been prepared in past years for a<br />
number <strong>of</strong> locations in the <strong>County</strong>. There are also small rural communities located<br />
throughout the <strong>County</strong> which would be impractical to address at a <strong>General</strong> <strong>Plan</strong> level <strong>of</strong><br />
detail. The identity and character <strong>of</strong> these communities could easily be damaged by<br />
inappropriate treatment in a <strong>General</strong> <strong>Plan</strong>. Finally, areas have been identified through<br />
analysis <strong>of</strong> data and by identification during public involvement in the plan preparation<br />
process which has the potential for intensified, yet localized, development in the future.<br />
GOALS: SPECIAL TREATMENT AREAS<br />
1. To recognize the validity <strong>of</strong> existing Specific <strong>Plan</strong> and Rural Community <strong>Plan</strong><br />
decisions and to identify areas for which similar detailed planning efforts should be<br />
undertaken in the future so as to best meet the needs and concerns <strong>of</strong> local<br />
residents.<br />
