Exploitation <strong>of</strong> Market Power by a Gas Pipel<strong>in</strong>e<br />

Provided a report to <strong>the</strong> NCC <strong>in</strong> which we developed a number <strong>of</strong> tests for whe<strong>the</strong>r current<br />

transmission prices were evidence <strong>of</strong> <strong>the</strong> exploitation <strong>of</strong> market power by a gas transmission<br />

pipel<strong>in</strong>e. Also provided a sepa<strong>rate</strong> report that applied <strong>the</strong>se tests. This analysis was used to<br />

<strong>in</strong>form <strong>the</strong> NCCs decision on whe<strong>the</strong>r to recommend <strong>the</strong> pipel<strong>in</strong>e <strong>in</strong> question be subject to<br />

regulation under <strong>the</strong> Australian Gas Code.<br />
