In connection with the certificate, Allegheny Power received an order authorizing the financing of the facilities using the securitization financing mechanism and the resulting environmental control charges on its West Virginia customers. On October 3, 2006, Allegheny Power filed to reopen the proceedings for the purpose of amending the Commission Order for an increased construction costs estimate and for an increase in the maximum amount to be securitized and the resulting environmental control charges. Allegheny Power’s requested amendments are currently being considered, and the Commission has ordered notice be given of the filing to reopen. In a separate proceeding, Allegheny Power filed jointly for both Monongahela Power Company and The Potomac Edison Company a general rate increase with the Commission on July 26, 2006.
