Public Service Commission — Management Summary Report Office of the Commissioners 2006 Accomplishments 1. Eastern Panhandle meetings on growth issues. On June 21st and 22nd, West Virginia Public Service Commission Chairman Jon McKinney and Commissioner Michael Shaw, along with members of the PSC Staff, visited the Eastern Panhandle, including the counties of Berkeley and Jefferson. 2. Strategy to Address Gas Rate Spikes. In the fall of 2005 the entire nation was faced with unprecedented natural gas price spikes. Hurricanes Katrina and Rita wiped out a large portion of the natural gas infrastructure in the Gulf of Mexico and caused already high prices to escalate to over $15 per million Btus by December. The full impact of these high prices would have increased West Virginia natural gas rates by 40 percent - 50 percent. 3. New Software Case Tracking System. In coordination with the Commission’s Information Technology personnel, instituted a new on-line software system for tracking cases, staff responsibilities, and case progress to ensure that the Commissioners render timely decisions. 4. Commenced the Scanning of all Commission filings and Posting on Website. In 2006, the Commission implemented a scanning process whereby all public filings are now available on-line to the general public. The Commission sees this as a teaching tool by which legal practitioners, utilities personnel, and members of the public, and educators can easily research Commission case law, as well as become familiar with Commission procedures. ***The Commission notes that these accomplishments were brought about by the combined effort of employees throughout the Commission’s various divisions, as well as by the Commissioners and their staff.
