address. Country-specific mechanisms frequently receive more attention than thematic rapporteurs,<br />

and their reports can have an important impact on the resolutions adopted by the Council. Thus,<br />

although they generally do not deal with individual complaints, it can be valuable for NGOs <strong>to</strong><br />

ensure that they have updated information on the situation of IDPs within the countries about<br />

which they are concerned. The mandates provided <strong>to</strong> the various country-specific mechanisms vary,<br />

with some expressly charged with moni<strong>to</strong>ring and reporting back on human rights violations (e.g.<br />

the mechanisms for Belarus, Cambodia, Cuba, the Democratic People’s Republic of Korea, and the<br />

Democratic Republic of Congo), and others mainly called upon <strong>to</strong> provide technical assistance <strong>to</strong><br />

the country (e.g. the independent experts on Liberia and Somalia). Gradations between these types<br />

of roles are sometimes unclear; the list below therefore provides representative language from recent<br />

resolutions on the scope of each mandate.<br />

Special Rapporteur on the situation of human rights in Belarus<br />

Mandate: Establish direct contacts with the government and with the people of Belarus, with a view<br />

<strong>to</strong> examining the situation of human rights in Belarus and following any progress made <strong>to</strong>wards<br />

the elaboration of a program on human rights education for all sec<strong>to</strong>rs of society, in particular law<br />

enforcement, the judiciary, prison officials and civil society. 10<br />

Independent Expert on the situation of human rights in Burundi<br />

Mandate: Provide backing for the government of Burundi in its efforts <strong>to</strong> improve the human<br />

rights situation, consider the situation of human rights in Burundi, and ensure that the authorities<br />

Special Representative of the Secretary-General for human rights in Cambodia<br />

Mandate: Assist the government of Cambodia in ensuring the protection of the human rights of all<br />
