THE VENEZUELAN NATIONAL EDUCATIVE PROJECT: AN ANALYSIS OF THE<br />

THEORETICAL SPEECH FROM A HABERMASIAN PERSPECTIVE<br />

ABSTRACT<br />

The starting point of this article is the comprehension of the scopes of the<br />

National Educative Project (PEN, 1999) in concurrence with the normative and<br />

planning components that give it an argumentative support; which are the<br />

Constitution of the Bolivarian Republic of Venezuela (1999), the Alternative<br />

Bolivarian Notebook (2007), the document of the Bolivarian Educational System<br />

(2007), the Economic and Social Plan 2001-2007 (2001) and the National<br />

Plan of Science, Technology and Innovation 2005 - 2030 (2005), from the<br />

analysis that the Theory of the Communicative Action makes possible<br />

(Habermas, 1989) towards the interpretation of political theoretical speech of<br />

the Venezuelan State, in an attempt to inquire about the possibilities of inclusive<br />

representation of a diverse alterity (and historically neglected) formed by the<br />

people exclu<strong>de</strong>d and those socially marginal. The PEN would gather, in this<br />

context, the massive aspirations, and it would be tinged with a strong<br />

appearance of nationalistic justice and the ethics of a moralizing speech, that<br />

would operate like a self-sufficient force in or<strong>de</strong>r to i<strong>de</strong>alize a possible<br />

perspective of society.<br />

EL IDEARIO DEL PROYECTO EDUCATIVO NACIONAL. ACCIÓN Y<br />

DISCURSO<br />

(ABORDAJE TEÓRICO)<br />

Usualmente, en el campo <strong>de</strong> la planificación <strong>nacional</strong> y, más aún, en<br />

el segmento <strong>educativo</strong>, suelen encontrarse ofertas dirigidas a la<br />

consolidación <strong>de</strong> un mo<strong>de</strong>lo - patrón político, por medio <strong>de</strong> la reconducción<br />

<strong>de</strong>l tramado sistémico <strong>educativo</strong>, para legitimar la acción discursiva <strong>de</strong><br />

los protagonistas políticos <strong>de</strong>l tiempo histórico correspondiente.
