ABSTRACT<br />

The possible use of weapons of mass <strong>de</strong>struction by terrorist groups,<br />

along with climate change and cyber-terrorism are major challenges<br />

to international peace and security in the twenty-first century and thus<br />

are covered by the major national security strategies. Today, no state<br />

can cope alone with these threats but should address them collectively<br />

as part of supranational organizations, supporting and adopting various<br />

measures taken in the regimes and international agreements and<br />

establishing mechanisms of cooperation. In addition to promoting the<br />

universalization of non-proliferation regimes is necessary, at national<br />

level, establishing the measures necessary to prevent and respond to<br />

the use of the nuclear, chemical, biological and radiological weapons by<br />

terrorist groups. These measures cover several areas: modification of<br />

legislation, establishment of national authorities to ensure compliance<br />

with the agreements, informing the scientific community and the<br />

business sector with the creation of a co<strong>de</strong> of conduct, establishment<br />

of networks of alertness and cooperation and coordination among all<br />

stakehol<strong>de</strong>rs for their performance in case event of an inci<strong>de</strong>nt involving<br />

nuclear material, radiological, chemical or biological.<br />
