ABSTRACT
The possible use of weapons of mass destruction by terrorist groups,
along with climate change and cyber-terrorism are major challenges
to international peace and security in the twenty-first century and thus
are covered by the major national security strategies. Today, no state
can cope alone with these threats but should address them collectively
as part of supranational organizations, supporting and adopting various
measures taken in the regimes and international agreements and
establishing mechanisms of cooperation. In addition to promoting the
universalization of non-proliferation regimes is necessary, at national
level, establishing the measures necessary to prevent and respond to
the use of the nuclear, chemical, biological and radiological weapons by
terrorist groups. These measures cover several areas: modification of
legislation, establishment of national authorities to ensure compliance
with the agreements, informing the scientific community and the
business sector with the creation of a code of conduct, establishment
of networks of alertness and cooperation and coordination among all
stakeholders for their performance in case event of an incident involving
nuclear material, radiological, chemical or biological.
