POUGHKEEPSIE – Dutchess<br />
County lawmakers are<br />
debating whether or not to<br />
ban plastic grocery bags in stores.<br />
The proposal, by Democrat Legislator<br />
Joel Tyner, is aimed at cutting<br />
down on litter and landfilling<br />
of those bags, as well as other protections<br />
of the environment.<br />
Not all legislators support the idea.<br />
Republi<strong>can</strong> Joseph Incoronato has<br />
his concerns.<br />
“You may not agree with the use<br />
of plastic bags, and they do get<br />
into waterways and they litter the<br />

milenios le sobrepasaran<br />
a la generación de los Baby<br />
Boom como la generación viviente<br />
más grande. ¿Cómo está<br />
de preparada su organización<br />
para enfrentar esto?<br />
A continuación hay cuatro<br />
maneras en que usted puede<br />
ayudar a posicionar su organización<br />
para atraer más gente<br />
joven a una carrera en ventas y<br />
solucionar el reto del milenio.<br />
1. Trate al tiempo como una<br />
moneda de valor.<br />
Existen dos dimensiones del<br />
problema para verlo aquí. Primero,<br />

as the largest living generation.<br />
<strong>How</strong> prepared is <strong>your</strong><br />
organization to tackle this?<br />
Here are four ways you <strong>can</strong> help<br />
position <strong>your</strong> organization to attract<br />
more young people to a career<br />
in <strong>sales</strong> and solve the <strong>millennial</strong><br />
challenge.<br />
1. Treat time as a valuable currency.<br />
There are two dimensions of the<br />
problem to look at here. First,<br />
time off <strong>can</strong> be just as valuable<br />
as money. It pays great dividends<br />
back to you because a well rested,<br />
high-energy <strong>sales</strong> performer<br />
is remarkably efficient at getting<br />
things done on the job.<br />
A <strong>sales</strong> director that I know at a<br />
international software company<br />
has done a remarkable job of successfully<br />
motivating his younger<br />
team members by offering them<br />
a mix of time off and some extra<br />
money to invest in what they enjoyed<br />
doing. He’s regularly pleased<br />
with the <strong>sales</strong> results he gets from<br />
his team, just by doing things a<br />
little differently than before.<br />
Second, demonstrate with actions–not<br />
just empty promises–<br />
that you understand the importance<br />
of flexible work hours. If<br />
you’ve long expected <strong>your</strong> staff to<br />
stick to a 9 to 5 schedule, maybe<br />
it’s time you stopped and asked if<br />
it’s time to rethink that old way of<br />
doing business.<br />

by <strong>your</strong> ability to understand<br />
new technology and by <strong>your</strong> openness<br />
to using many platforms to get<br />
the job done. This is a big problem<br />
for organizations that saddle their<br />
staff with legacy IT systems. Remember:<br />
<strong>millennial</strong>s are a highly<br />
connected generation.<br />
They put premium value on employers<br />
who let them use the tools<br />
of their own choosing–tablets versus<br />
desktop computers, or cloudbased<br />
collaborative services versus<br />
stand-alone software, as just<br />
two examples.<br />
3. Commitment and loyalty are<br />
not <strong>millennial</strong> problems: they are<br />
business problems.<br />
Far too often, we hear <strong>sales</strong> leaders<br />
complain that <strong>millennial</strong> hires have<br />
an allergy to commitment and loyalty:<br />
that they leave too soon and<br />
jump from job to job.<br />
That’s not a generational problem.<br />
It’s symptomatic of a deeper problem<br />
in <strong>your</strong> business: of not<br />
knowing how to keep <strong>your</strong> youngest<br />
<strong>sales</strong> performers appropriately<br />
challenged and compensated.<br />
Start by accepting the fact that<br />
ambition and restlessness are important<br />
qualities of being young.<br />
What if you assumed today that<br />
this seller was only going to be in<br />
place for two years? Could you onboard<br />
them quickly and make sure<br />
they were profitable in a shorter<br />

they are. The happier they are, the<br />
better job they do, and the longer<br />
they will stay.<br />
4. Money still matters but in a way<br />
that’s different from before.<br />
Far too often, senior executives put<br />
a cap on <strong>sales</strong> incentive plans for<br />
their junior staff. Why in the world<br />
would you do this? That just turns<br />
off <strong>millennial</strong>s, because they see it<br />
as an arbitrary limit on being compensated<br />
for working hard.<br />
Just as important: rethink the way<br />
you approach bonuses. There was<br />
once a time when inviting a top<br />
achiever to a President’s Club<br />
winner’s circle was thought of as<br />
prestigious. But now, it’s going to<br />
be viewed as something that matters<br />
more to you than it does to<br />
them.<br />
Talk to <strong>your</strong> younger staff. Ask<br />
them what makes them want to<br />
work harder and earn more. <strong>How</strong><br />
do they celebrate achievement<br />
among their peers? Act on the answers<br />
you uncover.<br />
Remember solving the <strong>millennial</strong><br />
challenge is about more than chasing<br />
a demographic. These are the<br />
future leaders of business and the<br />
future top performers in <strong>sales</strong>. You<br />
need them more than they need<br />
you. Solve this and you’re positioned<br />
for steady growth and accelerating<br />
<strong>sales</strong> for years to come.<br />

paradas en Ecuador, Bolivia y<br />
Paraguay.<br />
Esta visita tiene un significado<br />
especial para los surameri<strong>can</strong>os<br />
porque Francisco, nacido Jorge<br />
Mario Bergoglio, es un nativo de<br />
Argentina, y el primer Papa latinoameri<strong>can</strong>o<br />

next week, here are key facts<br />
about his trip:<br />
1. Latin America is home to more<br />
than 425 million Catholics –<br />
nearly 40% of the world’s total<br />
Catholic population. Moreover, in<br />
most South Ameri<strong>can</strong> countries,<br />
at least seven-in-ten adults identify<br />
as Catholic. Indeed, in only one<br />
Spanish- or Portuguese-speaking<br />
country in South America (Uruguay)<br />
do Catholics make up less<br />
than half of the adult population<br />
(42%).<br />
2. South Ameri<strong>can</strong>s have widely<br />
embraced Pope Francis, the<br />
first head of the Catholic Church<br />
elected from the New World. Approximately<br />
two-thirds or more of<br />
adults in every South Ameri<strong>can</strong><br />
country express a favorable opinion<br />
of Francis in a Pew Research<br />
Center survey, including 91%<br />
in his native Argentina. Among<br />
South Ameri<strong>can</strong> Catholics, views<br />
on Francis are even more positive:<br />

Hispanic voters make up a large portion<br />
of the electorate in three battlegrounds<br />

majority next year: Colorado, Florida<br />
and Nevada.<br />

been telling us, the United<br />
States Postal Service<br />
(USPS) has recently started<br />
delivering some mail on Sunday<br />
in what most chalk up to<br />
an effort to stay one step ahead<br />
of United Parcel Service (UPS)<br />
and Federal Express (Fedex).<br />
But while Sunday delivery may<br />
be convenient for consumers,<br />
environmental leaders worry<br />
that adding an extra day causes<br />
an unnecessary waste of fuel<br />
and carbon emissions.<br />
Though this service has been<br />
implemented too recently for<br />
any concrete statistics on its<br />
increase of greenhouse gas<br />
emissions, the USPS has several<br />
other initiatives already<br />
in process that <strong>can</strong>, at the very<br />
least, perhaps help to offset the<br />
environmental impact of this<br />
new increase.<br />
Recycling, one of the familiar<br />
poster-children of the green<br />
movement, has become a true<br />
priority at the USPS in recent<br />
years. In 2012, USPS saved<br />
over 250,000 tons of paper,<br />

fluorescent lamps.<br />
This program recovered approximately<br />
172,000 pounds<br />
of unused pharmaceuticals in<br />
2012. Recyclers <strong>can</strong> save themselves<br />
a trip to the post office to<br />
turn in recycled items by scheduling<br />
a pickup from the trucks<br />
already driving nearby 6-7<br />
days/week. USPS even offers<br />
cash back on some newer electronics<br />
devices.<br />

trying to reduce its environmental<br />
impact is to cut out consumers<br />
trips—and the emissions entailed—to<br />
the post office.<br />
Consumers <strong>can</strong> now print out<br />
pre-paid labels to simply attach<br />
to packages. By scheduling a pickup<br />
from <strong>your</strong> home, the mailman<br />
who passes every day will pick up<br />
<strong>your</strong> package and begin the delivery<br />
process.<br />
Two other important programs <strong>can</strong><br />
help reduce consumers’ environmental<br />
footprint. If you are going<br />
out of town, go to USPS.com and<br />
put <strong>your</strong> mail on hold until you return,<br />
eliminating unnecessary deliveries<br />
to <strong>your</strong> house. And alerting<br />
USPS when you move will also<br />
stop extraneous deliveries to <strong>your</strong><br />
old abode.<br />
While USPS may never be able to<br />
be as green as the beast that is killing<br />
it, e-mail, at least it is making<br />
strides in the right direction, even<br />
if you do get packages on Sundays.<br />

The researchers say their approach<br />
could open the door to a<br />
single, inexpensive blood test to<br />
simultaneously screen for multiple<br />
types of <strong>can</strong>cer—eventually<br />
perhaps more than 100 different<br />
kinds.<br />
“This could lead to technology<br />
that enables earlier detection in individuals<br />
at risk for <strong>can</strong>cer, earlier<br />
detection of recurrences in <strong>can</strong>cer<br />
survivors, and also better and earlier<br />
assessment of how well <strong>can</strong>cer<br />

“What we have done is develop<br />
a new paradigm, a new principle<br />
for detecting any sort of RNA in<br />
blood,” said Nils Walter, professor<br />
of chemistry and biophysics in the<br />
U-M College of Literature, Science,<br />
and the Arts.<br />
Walter and Tewari are the senior<br />
authors of a study on the work published<br />
in Nature Biotechnology.<br />
RNA stands for ribonucleic acid,<br />
a class of molecule whose members<br />
play important roles in building<br />
living things from their DNA<br />
blueprints. For decades, scientists<br />
thought RNA was mainly a messenger:<br />
It ferries genetic information<br />
from DNA to the sites where<br />
cells make proteins—the workhorse<br />
molecules that essentially carry<br />
out the directions encoded in our<br />
genes.<br />
But when scientists finished sequencing<br />
the human genome<br />
around 2003, they learned that 90<br />
percent of it contains directions<br />
for making RNA. And most of that<br />
RNA is not the messenger kind that<br />
helps make proteins.<br />

“The field of biochemistry is about<br />
100 years old,” Walter said. “And<br />
for the longest time, we were focusing<br />
on proteins. It is almost as if<br />
we were studying the wrong thing.<br />
“RNA is profoundly important for<br />
understanding and manipulating<br />
mammalian and human life, yet it<br />
is arguably the least studied genetic<br />
material in the mammalian cell.<br />
We’re just at the beginning of big<br />
discoveries of its functions.”<br />
MicroRNA molecules, for example,<br />
are short strands that <strong>can</strong> bind to the<br />
messenger RNA, intercepting the<br />
dispatch and preventing bits of genetic<br />
code from being put into action.<br />
More than 1,000 varieties exist in<br />
our bodies.<br />
They directly or indirectly control<br />
virtually all major life processes, the<br />
researchers say. Having too little or<br />
too much of a particular microRNA<br />
<strong>can</strong> fuel tumor growth.<br />
Cancerous cells are descendent from<br />
haywire healthy ones, so they have<br />
microRNA in them too. The tiny<br />
strands of genetic material have been<br />
detected in blood before (though not<br />
very efficiently) and scientists have<br />
several hypotheses about how they<br />
get there.<br />
They may be released when a <strong>can</strong>cerous<br />
cell dies and breaks down.<br />
And cells, including <strong>can</strong>cerous ones,<br />
may communicate with one another<br />
through microRNAs they send into<br />
the bloodstream to act as hormones.<br />
Blood-borne microRNAs from both<br />
mechanisms would be the <strong>can</strong>cer<br />
beacons the new technique could<br />
efficiently detect in patients, the researchers<br />
say.<br />
In their experiments, they coated a<br />
glass slide with molecules called “capture<br />
probes” that would grab onto microRNAs<br />
in their vicinity. Then, in<br />
different trials, they dropped onto the<br />
slide samples of solutions containing<br />
five different microRNAs. In one case,<br />
the solution that carried the microR-<br />
NAs was human.<br />

financial product processors<br />
and state tax administrators<br />
to announce a sweeping new<br />
collaborative effort to combat<br />
identity theft refund fraud and<br />
protect the nation’s taxpayers.<br />
The agreement — reached after<br />
the project was originally<br />
announced March 19 — includes<br />
identifying new steps<br />
to validate taxpayer and tax<br />
return information at the time<br />
of filing. The effort will increase<br />
information sharing<br />
between industry and governments.<br />
There will be standardized<br />
sharing of suspected identity<br />
fraud information and<br />
analytics from the tax industry<br />
to identify fraud schemes and<br />
locate indicators of fraud patterns.<br />
And there will be continued<br />
collaborative efforts<br />
going forward.<br />
“This agreement represents<br />
a new era of cooperation and<br />
collaboration among the IRS,<br />
states and the electronic tax<br />
industry that will help combat<br />
identity theft and protect<br />
taxpayers against tax refund<br />
fraud,” IRS Commissioner<br />
John Koskinen said. “We’ve<br />
made tremendous progress,<br />
and we will continue these<br />
efforts. Taxpayers filing their<br />
tax returns next filing season<br />

Koskinen convened a Security<br />
Summit on March 19 with the<br />
chief executive officers and<br />
leaders of private sector firm<br />
and federal and state tax administrators<br />
to discuss emerging<br />
threats on identity theft and<br />
expand existing collaborative<br />
efforts to stop fraud.<br />
Three specialized working<br />
groups were established as<br />
part of the Summit, with<br />
members from the IRS, states<br />
and industry co-chairing and<br />
serving on each team.<br />
During the past 12 weeks, the<br />
teams focused on developing<br />
ways to validate the authenticity<br />
of taxpayers and information<br />
included on tax return<br />
submissions, information sharing<br />
to improve detection and<br />
expand prevention of refund<br />
fraud, and threat assessment<br />
and strategy development to<br />
prevent risks and threats.<br />
The groups agreed to several<br />
important new initiatives in<br />
this unprecedented effort, including:<br />
*Taxpayer authentication.<br />
The industry and government<br />
groups identified numerous<br />
new data elements that <strong>can</strong> be<br />
shared at the time of filing to<br />
help authenticate a taxpayer<br />
and detect identity theft refund<br />
fraud.<br />
The data will be submitted to<br />
the IRS and states with the<br />
tax return transmission for the<br />
2016 filing season. Some of<br />
these issues include, but are<br />
not limited to:<br />
•Reviewing the transmission<br />
of the tax return, including the<br />
improper and or repetitive use<br />
of Internet Protocol numbers,<br />
the Internet ‘address’ from<br />
which the return is originating.<br />
•Reviewing computer device<br />
identification data tied to the<br />
return’s origin.<br />
•Reviewing the time it takes to<br />
complete a tax return, so computer<br />

que no se quedaba a sus misas,<br />

más y lo quieren más. Él siempre<br />

necesitados, pero está cambiando,<br />
ser Papa lo está haciendo crecer y<br />

ASUNCIÓN.-La imagen dio la<br />
vuelta al mundo en pocos minutos.<br />
Anoche, el presidente de Bolivia,<br />
Evo Morales, entregó al papa<br />
Francisco una talla de Cristo con<br />
una peculiaridad: a modo de cruz<br />
estaban nada menos que una hoz y<br />
un martillo.<br />
El “crucifijo comunista” es, desde<br />
entonces, el tema principal en<br />
las redes sociales bolivianas y ha<br />
despertado reacciones de todos los<br />
tipos.<br />
“La cara del Papa lo dice todo.<br />
Evo se hace la burla de la religión<br />
regalando a Francisco un símbolo<br />
comunista con la imagen de Cristo<br />
crucificado”, fue uno de los muchos<br />
mensajes que invadieron Facebook.<br />
Sin embargo, pocos de ellos sabían<br />
la historia detrás del obsequio. El<br />
“crucifijo comunista” es en realidad<br />
una réplica de una talla que<br />
el sacerdote jesuita Luis Espinal<br />
Camps realizó en la década de los<br />
70 para expresar la unión del mundo<br />
cristiano con las ideas marxistas.<br />

capital, podrá salir del país porque la<br />
policía le devolvió el documento el<br />

máxima seguridad de Puente Grande,<br />
