IMO carries out Secretariat functions<br />
in connection w<strong>it</strong>h the Convention on<br />
the Prevention of Marine Pollution by<br />
Dumping of Wastes and Other Matter,<br />
1972 (London Convention). It entered<br />
into force in 1975. The 1996 Protocol to<br />
the London Convention, which entered<br />
into force in 2006, will eventually<br />
supersede the 1972 Convention. The<br />
1996 Protocol prohib<strong>it</strong>s the dumping<br />
of wastes at sea, except for certain<br />
materials on an approved l<strong>is</strong>t.<br />
IMO adopted the <strong>International</strong><br />
Convention on the Control of Harmful<br />
Anti-fouling Systems on Ships (AFS)<br />
in 2001. It prohib<strong>it</strong>s the use of harmful<br />
organotins in anti-fouling paints<br />
used on ships and will establ<strong>is</strong>h a<br />
mechan<strong>is</strong>m to prevent the potential<br />
future use of other harmful substances<br />
in anti-fouling systems. It entered into<br />
force in 2008.<br />
The <strong>International</strong> Convention for the<br />
Control and Management of Ships’<br />
Ballast Water and Sediments was<br />
adopted in 2004, to prevent the<br />
potentially devastating effects of the<br />
spread of invasive harmful aquatic<br />
organ<strong>is</strong>ms carried by ships’ ballast<br />
water.<br />
In May 2009, IMO adopted the Hong<br />
Kong <strong>International</strong> Convention for<br />
the Safe and Environmentally Sound<br />
Recycling of Ships.<br />
