IMO has always attached the utmost<br />
importance to the training of ships’<br />
personnel. In 1978 the <strong>Organization</strong><br />
convened a conference which adopted<br />
the first ever <strong>International</strong> Convention<br />
on Standards of Training, Certification<br />
and Watchkeeping for Seafarers. The<br />
STCW Convention entered into force<br />
in April 1984. It establ<strong>is</strong>hed, for the<br />
first time, internationally acceptable<br />
minimum standards for crews. It was<br />
rev<strong>is</strong>ed in 1995, giving IMO the power<br />
to aud<strong>it</strong> the admin<strong>is</strong>trative, training<br />
and certification procedures of Parties<br />
to the Convention. The amendments<br />
entered into force in 1997. Following<br />
a comprehensive review, substantive<br />
rev<strong>is</strong>ions to update the STCW<br />
Convention, and <strong>it</strong>s related STCW<br />
Code, were adopted in 2010, at a<br />
Conference held in the Philippines (the<br />
so-called “Manila amendments”).<br />
