department was heavily impacted at the detriment
of all of you. I know that the Minister has decided
to give it back its place, means and a particular attention.
This is a good thing. I want to salute the
Commissioners of the armies and the entire military
and civilian staff of this department. I would
like to encourage them to pursue their mission
at the service of everyone. Without a high-quality
support, no battle can be won. And let us not forget
that this is a lesson that History has taught us, sometimes
cruelly.
Regarding the families, material and social aid
measures and measures for managing human resources
are being put in place. I know that the Plan
Famille, put in place by the minister on my demand,
is starting to bear its fruits. I want the measures
that it comprises to be evaluated throughout
the year to measure its adaptation and efficiency.
We owe each family tailor-made concrete mechanisms
responding to the diversity of each situation:
children, single parents, wounded, transferred
servicemen. We expect no less than the excellence
of our armies. Many progresses have been made
but there is still a long way to go. This is also an
important part of your daily life, your motivation,
what makes up the indispensable conditions to
perform ideally in operations.
This is also what makes the attractiveness of the
profession, which we hold dear.
If we take up all these challenges, if we are careful
to better accompany, train and take care of
everyone, our armies will always be increasingly
attractive. This is a major challenge, I would even
say existential, because an army is only strong if it
knows how to renew itself. The strength of our armies
today is their capacity - My General, you perfectly
said this earlier on - to draw young people
to engagement, to help the army grow, to teach its
values, its many jobs An army is only strong because
of that. An army is only strong if it draws
the youngest people, who are physically strong and
who allow it to renew itself through their talent.
To reach this goal, we must encourage departures
and redevelopment; in some way, we must know
- if you will allow me this fluid mechanism term -
balance inflows and outflows.
This brings us to the issue of military retirement.
I want to be absolutely clear on this point - which
gives rise to a new rustling: yes, the specificities of
the military trade and demands of a model army
will be taken into consideration in coming reforms.
I am making a commitment, before your military
chiefs and before the members of the Supreme
Council of the Military Services, which takes part
in a constructive dialogue with the ministry and
that I wanted to invite today.
I say here solemnly - first of all for some the reform
will not be applicable, as the minister has
said, seeing the delays of the transition - that we
have a human resources challenge: if we want our
armies to remain attractive, we must continue offering
careers that are not too long, we must attract
young people and keep this flexibility that
