department was heavily impacted at the detriment<br />

of <strong>all</strong> of you. I know that the Minister has decided<br />

to give it back its place, means and a particular attention.<br />

This is a good thing. I want to salute the<br />

Commissioners of the armies and the entire military<br />

and civilian staff of this department. I would<br />

like to encourage them to pursue their mission<br />

at the service of everyone. Without a high-quality<br />

support, no battle can be won. And let us not forget<br />

that this is a lesson that History has taught us, sometimes<br />

cruelly.<br />

Regarding the families, material and social aid<br />

measures and measures for managing human resources<br />

are being put in place. I know that the Plan<br />

Famille, put in place by the minister on my demand,<br />

is starting to bear its fruits. I want the measures<br />

that it comprises to be evaluated throughout<br />

the year to measure its adaptation and efficiency.<br />

We owe each family tailor-made concrete mechanisms<br />

responding to the diversity of each situation:<br />

children, single parents, wounded, transferred<br />

servicemen. We expect no less than the excellence<br />

of our armies. Many progresses have been made<br />

but there is still a long way to go. This is also an<br />

important part of your daily life, your motivation,<br />

what makes up the indispensable conditions to<br />

perform ide<strong>all</strong>y in operations.<br />

This is also what makes the attractiveness of the<br />

profession, which we hold dear.<br />

If we take up <strong>all</strong> these ch<strong>all</strong>enges, if we are careful<br />

to better accompany, train and take care of<br />

everyone, our armies will always be increasingly<br />

attractive. This is a major ch<strong>all</strong>enge, I would even<br />

say existential, because an army is only strong if it<br />

knows how to renew itself. The strength of our armies<br />

today is their capacity - My General, you perfectly<br />

said this earlier on - to draw young people<br />

to engagement, to help the army grow, to teach its<br />

values, its many jobs An army is only strong because<br />

of that. An army is only strong if it draws<br />

the youngest people, who are physic<strong>all</strong>y strong and<br />

who <strong>all</strong>ow it to renew itself through their talent.<br />

To reach this goal, we must encourage departures<br />

and redevelopment; in some way, we must know<br />

- if you will <strong>all</strong>ow me this fluid mechanism term -<br />

balance inflows and outflows.<br />

This brings us to the issue of military retirement.<br />

I want to be absolutely clear on this point - which<br />

gives rise to a new rustling: yes, the specificities of<br />

the military trade and demands of a model army<br />

will be taken into consideration in coming reforms.<br />

I am making a commitment, before your military<br />

chiefs and before the members of the Supreme<br />

Council of the Military Services, which takes part<br />

in a constructive dialogue with the ministry and<br />

that I wanted to invite today.<br />

I say here solemnly - first of <strong>all</strong> for some the reform<br />

will not be applicable, as the minister has<br />

said, seeing the delays of the transition - that we<br />

have a human resources ch<strong>all</strong>enge: if we want our<br />

armies to remain attractive, we must continue offering<br />

careers that are not too long, we must attract<br />

young people and keep this flexibility that<br />
