CIM (Centre for International Migrationand Develop<strong>ment</strong>)CIM (Centre for International Migration andDevelop<strong>ment</strong>), a joint operation of theDeutsche Gesellschaft fuer TechnischeZusammenarbeit (GTZ) GmbH and the<strong>German</strong> Central Place<strong>ment</strong> Office (ZAV) ofthe Federal Employ<strong>ment</strong> Institute (BA), is ahuman resources provider with a develop<strong>ment</strong>-policymission.On request, CIM will place Integrated Expertswithin an institution in a partner country.CIM experts are “integrated” in that theyare legally and professionally answerable toa local employer, with whom they enter intoa contract of employ<strong>ment</strong> in line with localterms and conditions. This ensures that theemployer retains full initiative and responsibility.The “Integrated Experts” programmedoes not require any prior inter-govern<strong>ment</strong>alnegotiations. It provides rapid and unbureaucraticanswers to immediate staffing andexpertise shortages in partner countries.Indonesia is one of CIM’ s priority countriesin Asia. In 2000 DSE welcomed 493 participantsfrom Indonesia.<strong>Cooperation</strong> between DSE and <strong>Indonesian</strong>partners is based on the priorities of the<strong>Indonesian</strong> National Develop<strong>ment</strong> Programand the prioritiy areas of <strong>Indonesian</strong>-<strong>German</strong>develop<strong>ment</strong> cooperation.
