The <strong>German</strong> Develop<strong>ment</strong> policy<strong>German</strong>y, in ruins after 1945, made an amazingeconomic and social recovery in littlemore than a decade. In the 1950’s, <strong>German</strong>ystarted to provide develop<strong>ment</strong> assistance.The growing volume and scope of activitiesin November 1961 led to the creation of anindependent cabinet ministry, the FederalMinistry for Economic <strong>Cooperation</strong> and Develop<strong>ment</strong>(BMZ). Besides the practical reasonsbehind this move, the foundation of thenew ministry marked the growing politicalimportance of this area.There are numerous motives for grantingdevelop<strong>ment</strong> assistance. Primarily, the moralobligation towards those who are disadvantagedin our One World. Furthermore, thereare objectives in the common interst of <strong>German</strong>yand its partners such as a long-termprospect for peace and stability based on prosperityof all nations. The latter is of crucialimportance for <strong>German</strong>y´s export-orientedeconomy. The preservation of vital naturalresources is another issue of global significance.<strong>German</strong> develop<strong>ment</strong> policy aims at improvingthe economic and social situation of thedeveloping countries and the deploy<strong>ment</strong> oftheir productive abilities with particularemphasis on the poorest sectors of the population,providing help for self help. In doing so,<strong>German</strong> develop<strong>ment</strong> policy focuses on fivemain conditions conducive to develop<strong>ment</strong>.These criteria influence both the level andthe nature of the cooperation undertaken.They are: Respect for human rights Participation of the population in politicaldecision making processes Rule of law Economy based on social market principles Develop<strong>ment</strong>-oriented policies of thepartner govern<strong>ment</strong>Develop<strong>ment</strong> cooperation programmes aimat addressing causes rather than curing symptoms.To secure effectiveness andsustainability, the programmes must go alongwith the develop<strong>ment</strong> policy of the partnercountry. Hence, as a rule, an official requestforms the basis of any project or programme.Should the request be in line with the generalpolicy of <strong>German</strong> Govern<strong>ment</strong> as wellas with sector strategies and the specificcountry concept - a medium- term strategypaper - a preappraisal-study assesses theproposal in detail. Once the study comes toa positive result, the two govern<strong>ment</strong>s will,in bilateral negotiations, agree upon the jointimple<strong>ment</strong>ation of the project.The develop<strong>ment</strong> policy of the <strong>German</strong> Govern<strong>ment</strong>has four fields of action: Direct bilateral assistance from govern<strong>ment</strong>to govern<strong>ment</strong> Assistance through multilateral organiza-2 <strong>Indonesian</strong> – <strong>German</strong> Develop<strong>ment</strong> <strong>Cooperation</strong>
