RECOMMENDATIONS
It is recommended that both Martinair and KLM Cityhopper
• Both take care that, in their safety management system, the actual hazards with regard to
safety, occupational health and wellbeing of all functions and working positions are drawn
up, evaluated and confined to a level as low as reasonable achievable.
• Evaluate the need to work near rotating propellers or a running auxiliary power unit on
the ramp.
• Establish an emergency response for smaller accidents.
It is recommended that Martinair
• Define the authorities, responsibilities and restrictions of all contract employees.
• Give complementary training to all contract employees based upon their capacities and
training.
• Introduce a system to ensure that all staff members are fully aware of the authorities,
responsibilities and restrictions of any contract staff who may be working under their
supervision.
It is recommended that KLM Cityhopper
• Extends the evaluation with the necessary measures that safeguard a safe de-icing boot
check, for example by means of placing visual markings on the propeller blades and the
indication of the propeller plane on the fuselage of propeller aircraft.
It is recommended that Amsterdam Airport Schiphol
• Establishes a response plan for smaller scale accidents. In that plan also the coordination
of witness statements should be taken in account.
It is recommended that the Labour Inspectorate
• In their role of supervisor evaluate and raise their knowledge with regard to departure
services personnel to the required standard.
It is recommended that the Joint Aviation Authorities
• Consider introducing safety regulations for departure services.
