RECOMMENDATIONS<br />
It is recommended that both Martinair and KLM Cityhopper<br />
• Both take care that, in their safety management system, the actual hazards with regard to<br />
safety, occ<strong>up</strong>ational health and wellbeing of all functions and working positions are drawn<br />
<strong>up</strong>, evaluated and confined to a level as low as reasonable achievable.<br />
• Evaluate the need to work near rotating propellers or a running auxiliary power unit on<br />
the ramp.<br />
• Establish an emergency response for smaller accidents.<br />
It is recommended that Martinair<br />
• Define the authorities, responsibilities and restrictions of all contract employees.<br />
• Give complementary training to all contract employees based <strong>up</strong>on their capacities and<br />
training.<br />
• Introduce a system to ensure that all staff members are fully aware of the authorities,<br />
responsibilities and restrictions of any contract staff who may be working under their<br />
s<strong>up</strong>ervision.<br />

• Extends the evaluation with the necessary measures that safeguard a safe de-icing boot<br />
check, for example by means of placing visual markings on the propeller blades and the<br />
indication of the propeller plane on the fuselage of propeller aircraft.<br />
It is recommended that Amsterdam Airport Schiphol<br />
• Establishes a response plan for smaller scale accidents. In that plan also the coordination<br />
of witness statements should be taken in account.<br />
It is recommended that the Labour Inspectorate<br />
• In their role of s<strong>up</strong>ervisor evaluate and raise their knowledge with regard to departure<br />
services personnel to the required standard.<br />
It is recommended that the Joint Aviation Authorities<br />
• Consider introducing safety regulations for departure services.
