Abstract<br />

This work represents a financial analysis of the social security system<br />

during the period 1990–2005, using as a reference the rules of the Federal<br />

Constitution of 1988 and the statistical data of the federal government's budget.<br />

The main objective is to verify the financial capacity of the social insurance<br />

system to liquidate the agreed on commitments and expanding for a more<br />

advanced process of universalization of rights. A historical analysis was made on<br />

the birth and evolution of the Brazilian social insurance system, evaluating its<br />

institutions and how it is affected by the national economy’s dynamics. Finally,<br />

an analysis was made on the connection that was created among the liberalorthodox<br />

economical politics used by the country from the years 1990 and the<br />

form of administration of the resources of the social security. The results of that<br />

investigation leads to the conclusion that the social security system is financially<br />

self sustainable, being capable of generating volumous surplus of resources.<br />

However, a large part of its revenues are diverted for applications in other areas<br />

belonging to the fiscal budget allowing the goals of primary surplus to be<br />

accomplished and until surpassed. Unlike what it is usually published, the social<br />

insurance system is not in crisis, nor it needs reforms that seek fiscal<br />

adjustments, because the system has excess of resources. What it needs are<br />

reforms that allow the inclusion of a large population that today find itself<br />

unprotected. The capacity to sustain the system in the future will depend on<br />

economic political changes which implies the growth associated with the<br />

distribution of income.
