Toxicologia PRINCÍPIO DA PRECAUÇÃO NO GERENCIAMENTO DOS RISCOS PRINCIPLE OF PRECAUTION IN RISK MANAGEMENT INTRODUÇÃO No processo de desenvolvimento das ciências, é comum a renovação dos conceitos, ferramentas, abordagens, fundamentos e outros. Sabe-se bem que há muitas incertezas inerentes às investigações de diversos fenômenos que, entre outros fatores, justificam diversas tentativas de melhorias e avanço na busca do melhor e mais apurado conhecimento. No contexto da Toxicologia, temos um objeto de estudo afetado pelas mais diferentes incertezas: o risco toxicológico. Devido a estas incertezas inerentes ao risco, temos diversas interfaces da Toxicologia com outras áreas do conhecimento diferentes de sua base técnica, tais quais Direito, Economia, Antropologia, Política, entre outras. A humanidade atravessou a história com as diferentes formas de lidar com os riscos, e assim parece ter sido em relação à percepção do risco, dos seus fatores determinantes e da causalidade. Riscos das mais diversas gêneses e contextos (identificação dos alimentos vegetais na natureza, logística das antigas embarcações, invasões, guerras, períodos de escassez, etc.), e que, portanto, podem ter moldado a sociedade da forma como a vemos nos dias de hoje. São diversas as conseqüências das incertezas e da subestimação dos riscos. É vasta a literatura que registra historicamente a ocorrência de efeitos deletérios à saúde humana e ao meio ambiente decorrentes de falhas no controle e uso de produtos químicos em diversos países INTRODUCTION In the process of development of the sciences, the renovation of concepts, tools, approaches, fundamentals and other is common. It is well known that there are a lot of uncertainties inherent to the investigations of several phenomena that, among other factors, justify the various attempts of improvements and progress in the search for better and more accurate knowledge. In the context of Toxicology, we have an object of study affected by the most different uncertainties: the toxicological risk. Due to these uncertainties inherent to risks, we have many interfaces of Toxicology with other areas of knowledge different from its technical basis, such as Law, Economy, Anthropology, Politics, among others. Humanity went through history with different ways to deal with risks and so seems to have been in relation to risk perception, its determinants and causality. Risks of many different genesis and contexts (identification of vegetables for feeding in nature, logistics of ancient ships, invasions, wars, times of shortage, etc.) and that, therefore, may have molded society the way we see it nowadays. The consequences of the uncertainties and underestimation of risks are many. It is vast the literature that historically reports the occurrence of deleterious effects to human health and to the environment, due to failures in the control, management and use of chemical products in many countries and organizations following a series of mistakes. Some of these impacts have extended over generations, both in biological (ex: toxic effects to reproduction and development in certain populations that remain until now) and social-economic level.
