(iii) Natureza do risco, relacionando-o mais ao perigo<br />
(catástrofes, danos para outras gerações);<br />
(iv) Familiaridade e controle em relação ao risco;<br />
(v) Relação entre o nível de conhecimento ou medo<br />
atribuído ao perigo.<br />
Com base nestas propriedades, observa-se a importância<br />
de que o tomador de decisões estabeleça um processo<br />
participativo junto aos trabalhadores ou população<br />
geral nas políticas e ações relacionadas ao risco.<br />
DALY<br />
Um dos parâmetros que visa estimar impactos à saúde<br />
pública é o DALY (Disability-Adjusted Life Year). O DALY<br />
pode ser entendido como a medida da perda de um ano<br />
de vida saudável, que relaciona a diferença entre o status<br />
atual de saúde de uma população e uma situação ideal<br />
de saúde, em que toda a população alcança idade avançada<br />
livre de doença ou incapacidade.<br />
O DALY é calculado como a soma dos anos de vida<br />
perdidos devido à mortalidade precoce e os anos perdidos<br />
devido à incapacidade para casos incidentes da condição<br />
de saúde:<br />
DALY = Years of Life Lost (YLL) + Lost due to Disability<br />
(YLD)<br />
Em que:<br />
YLL = Número de óbitos (N) x Expectativa de vida padrão<br />
na idade do óbito em anos (L)<br />
YLD = Número de casos incidentes (I) x Peso da incapacidade<br />
(DW) x Duração média do caso até remissão ou<br />
morte em anos (L).<br />
A precaução pode ser aplicada tanto nas variáveis,<br />
como na interpretação e tomada de decisão a partir dos<br />
resultados.<br />
Definição de riscos toleráveis<br />
Marszal discute em seu trabalho “Tolerable Risk Guidelines”<br />
a questão da redução dos riscos a níveis toleráveis.<br />
Para o autor, as etapas de criação de critérios de riscos<br />
toleráveis são (i) a análise sociométrica e psicométrica<br />
dos riscos que as pessoas estão passíveis de aceitar e<br />
o motivo desta aceitação, e (ii) a conversão desta análise<br />
qualitativa e subjetiva em valores orientadores.<br />
As bases filosóficas e políticas que definem critérios<br />
para o estabelecimento de riscos considerados toleráveis<br />
ponderam interesses dos diferentes atores envolvidos<br />
(governo, indústria e sociedade), sendo utilizadas em diferentes<br />
níveis, considerando a análise custo-benefício e<br />
razoabilidade. Na abordagem utilizada como exemplo, há<br />

Precaution can be applied both in variables and in<br />
the interpretation and decision making from the results.<br />
Tolerable risks definition<br />
Marszal discusses in his work “Tolerable Risk<br />
Guidelines” the matter of risk reduction to tolerable<br />
levels.<br />
For the author, the stages of creating criteria for<br />
tolerable risks are (i) sociometric and psychometric<br />
analysis of the risks that people are likely to accept and<br />
the reason for this acceptance and (ii) the conversion of<br />
this qualitative and subjective analysis into guiding values.<br />
The philosophical and political bases that define<br />
criteria for the establishment of risks considered<br />
tolerable ponder interests of the different actors involved<br />
(government, industry and society), being used in<br />
different levels, considering the cost-benefit analysis and<br />
reasonableness. In the approach used as an example,<br />
there is also the definition of the level considered<br />
intolerable in any context.<br />
The author presents different ways of expressing<br />
risk (individual risk, risk to society, geographic risk,<br />
probable loss of life, etc.), which present vantages<br />
and disadvantages. He presents a summary of the<br />
governmental and corporative criteria of risk tolerability<br />
in different countries (expressed as individual and<br />
collective risks) and, in the end, he concludes with<br />
a set of assumptions for the establishment of a risk<br />
management program, especially in the definition of the<br />
levels considered tolerable.<br />
Ethical aspects in the definition of acceptable risks<br />
The decision maker often has the power to decide<br />
levels of risk tolerability, by intervening in the security<br />
actions and defining acceptable levels of risk.<br />
So, besides (i) technical review, (ii) economic analysis,<br />
(iii) uncertainty analysis and (iv) risk compensation in<br />
the process of risk assessment, it is very important to<br />
consider the ethical aspects in the determination of risk<br />
acceptability levels.<br />
As, in general, the matters are not definitive and<br />
usually complex (and with inherent uncertainties), the<br />
extreme positions (conservative and pessimistic) are<br />
inadequate. The ethical aspects can work as a basis<br />
for the definition of acceptable risks, also including<br />
the assessment of uncertainties, consensus, equitable<br />
distribution and risk equalization.<br />
Thus, the evaluation of ethical aspects is essential,<br />
with the consideration of democratic preferences,<br />
alternative assessments and the participation of citizens<br />
in the definition of acceptable risks.<br />
