Letter to the readers<br />
An academic scientific publication is aiming at becoming well-known through the<br />
scientific value of the disseminated ideas. Otherwise there may always exist the risk of its<br />
becoming a mere collection of articles and studies if it does not have a vivid and authentic<br />
dialogue with its readers, be they, sometimes, authors.<br />
The editorial policy of an academic journal does not refer only to establishing the<br />
number of pages for each article and for each volume, to deciding the themes, the<br />
structure and the nature of articles, the frequency of the publication and its relationship<br />
with other publications. It aims at communicating some accomplishments of the publisher<br />
(in our case <strong>George</strong> <strong>Bacovia</strong> University) and even at promoting an exchange of ideas with<br />
the readers - potential authors.<br />
What has happened in the life of our teachers and of the <strong>George</strong> <strong>Bacovia</strong> University<br />
students since the publication of the previous number of the Scientific Bulletin?<br />
What event, out of the many that a public institution under the private law confronts<br />
itself with, would be more relevant for their present and the future readers? In our opinion<br />
the institutional development and the improvement of the educational act quality are the<br />
main concerns of our university management. There is always a permanent preoccupation<br />
for the educational act mission: graduates needed by the labour markets and not only<br />
graduates in search for a job.<br />
The year 2005 was a fruitful one for <strong>George</strong> <strong>Bacovia</strong> University: the Ministry of<br />
Education and Research has approved two new specializations (Social Work and Finance-<br />
Banking) and a new master course (The Management for Health Care Resources). The<br />
final accreditation of two other specializations, as well as the approval for starting off online<br />
courses – all these represent important steps for the recognition of the qualitative level<br />
of our university necessary within the present context. Our intention is to maintain an<br />
intense, restless rhythm of work for the fulfillment of our goals within the highly competitive<br />
institutional structures.<br />
A series of other accomplishments are directly related to the involvement of our<br />
colleagues in international projects and associations, in starting off new co-operations with<br />
universities from Europe and even from outside Europe. <strong>George</strong> <strong>Bacovia</strong> University has<br />
been a SPACE member since 2004. SPACE is an association founded in 1989, by the<br />
Belgian law having the head office in Ghent. The activity within SPACE, a pan European<br />
organization of universities from about 30 countries, is an integrating and of an interacademic<br />
cooperation one. To the suggestion of the <strong>George</strong> <strong>Bacovia</strong> University<br />
representative, it has been agreed with the creation of a Special Working Committee that<br />
should promote the global scientific research. This committee, named ERA – European<br />
Research Area – has suggested that the future SPACE meeting should be doubled by the<br />
organization of a conference within the Annual General Meeting, in March 2007.<br />
SPACE is a very fertile context for debates aiming the European university<br />
management. The members of <strong>George</strong> <strong>Bacovia</strong> academic community have unlimited<br />

courses on different themes, such as European Studies, Business Economics,<br />
Intercultural Communication etc., being granted diplomas that will help them to be<br />
