Department may establish storm water management<br />

requirements less stringent than those set forth in this<br />

section if the <strong>Public</strong> <strong>Works</strong> Department determines that<br />

less protection is needed to protect sensitive resources<br />

and provide reasonable flood protection. However, the<br />

alternative requirements shall not be less stringent than<br />

those requirements promulgated in rules by Wisconsin<br />

Department of Natural Resources under NR 151<br />

Wisconsin Administrative Code.<br />

(h) Permitting Requirements, Procedures and Fees<br />

(1) Permit Required<br />

No responsible party may undertake a land disturbing<br />

construction activity without receiving a postconstruction<br />

runoff permit from the <strong>Public</strong> <strong>Works</strong><br />

Department prior to commencing the proposed activity.<br />

(2) Permit Application and Fees<br />

Unless specifically excluded by this ordinance, any<br />

responsible party desiring a permit shall submit to the<br />

<strong>Public</strong> <strong>Works</strong> Department a permit application made on a<br />

form provided by the <strong>Public</strong> <strong>Works</strong> Department for that<br />

purpose.<br />

(a) Unless otherwise excepted by this ordinance, a permit<br />

application must be accompanied by a storm water<br />

management plan, a maintenance agreement and a<br />

non-refundable permit administration fee.<br />

(b) The storm water management plan shall be prepared<br />

to meet the requirements of Section 6.0603 G. and<br />

Section 6.0603 G. 3. (i.) Stormwater Management Plan,<br />

the maintenance agreement shall be prepared to meet<br />

the requirements of Section 6.0603 G. 3. (j), the<br />

financial guarantee shall meet the requirements of<br />

Section 6.0603 G. 3. (k), and fees shall be those<br />

established by the City Council as set forth in Section<br />

6.0603 G. 3. (l).<br />

(3) Review and Approval of Permit Application<br />

The <strong>Public</strong> <strong>Works</strong> Department shall review any permit<br />

application that is submitted with a storm water<br />

management plan, maintenance agreement, and the<br />

required fee. The following approval procedure shall be<br />

used:<br />

(a) Within 20 business days of the receipt of a complete<br />

permit application, including all items as required by<br />
