Joining IMO’s Executive Council...<br />
What's next for the UAE?<br />
It is pleasant to work hard in order to achieve your<br />
goals. Winning the IMO’s Executive Council as a category<br />
B member is one of the UAE’s immense achievements,<br />
but is this enough?<br />
Of course not, this achievement is another milestone<br />
in the UAE’s journey to become one of the preeminent<br />
countries in the world. During this journey, we always<br />
need to look back and evaluate our achievements as the<br />
IMO’s Executive Council membership puts a huge responsibility<br />
on the UAE and opens up new opportunities ahead<br />
of the country.<br />
One of the factors that we need to consider in order to<br />
continue our journey to become one of the world’s leading<br />
countries in the maritime sector is developing our marine<br />
infrastructure and ensuring that we have the best maritime<br />
facilities in all sectors.<br />
The Quality of Port Infrastructure Index, currently being<br />
executed by the Federal Transport Authority for Land<br />
and Maritime represents a remarkable achievement in this<br />
field, because it will be a unit to measure the effectiveness<br />
and efficiency of our ports and marine facilities. Therefore,<br />
we will be able to develop them, because the rules of<br />
management have taught us that everything that can be<br />
measured can be developed.<br />
We look forward to motivating the national companies<br />
concerned with ensuring the safety of assets in order to<br />
restructure their operational plans to invest in this Index<br />
and contribute to it and to support the Federal Authority<br />
in following up with the results of this Index and to be the<br />
executive part in this field.<br />
Another important thing that the UAE’s maritime entities<br />
should consider is launching a national center for<br />
maritime information and knowledge, as information is the<br />
key pillar in developing the economy. I hope that all entities<br />
will adopt the culture of disclosure and to share data;<br />
in order to build a maritime economy based on knowledge.<br />
We at <strong>Marasi</strong> News will be one of the major supporters to<br />
establish a maritime knowledge center.<br />
ماذا بعد االنضمام للمكتب التنفيذي للمنظمة<br />
البحرية الدولية؟<br />
عندما أراقب ما تنجزه اإلمارات يف كافة قطاعاتها وفعالياتها<br />
االقتصادية والتنموية؛ يحضرين قول الشاعر:<br />
وإذا كانت النفوس كباراً<br />
تعبت يف مرادها األجسام<br />
وكم هو جميل هذا التعب الذي يبذله صاحب الهمة على طريق<br />
الصعود إىل القمة، ويمثل انضمام اإلمارات إىل عضوية المكتب<br />
التنفيذي للمنظمة البحرية الدولية عن الفئة ب إحدى القمم التي<br />
ترتقيها الدولة، ولكن هل هي ذروة القمم؟<br />
بطبيعة الحال ال، فقد كانت تلك الرحلة بمثابة الخطوة األوىل<br />
الرامية لكي تكون اإلمارات أفضل دول العالم، ويجدر بنا أن نراجع<br />
مشوارنا عند المحطات الهامة، ومنها بطبيعة الحال عضوية الدولة<br />
يف أهم منظمة عالمية يف القطاع البحري، إذ تتحمل اإلمارات اآلن<br />
مسؤوليات كما تتاح لها فرص لها لم تكن كما يف السابق.<br />
األمر األول الذي يتوجب علينا مراجعته كي نواصل مشوارنا<br />
لنكون أفضل دول العالم يف القطاع المالحي هو تطوير البنية التحتية<br />
المالحية وضمان امتالكنا ألرىق المرافق المالحية يف كافة القطاعات،<br />
ولعل مؤشر جودة البنية التحتية للموائن الذي يتم تنفيذه حالياً من<br />
قبل الهيئة االتحادية للمواصالت البرية والبحرية يمثل إنجازاً بارزاً<br />
يف هذا المجال، ألنه سيكون وحدة قياس مستوى وكفاءة موانئنا<br />
ومرافقنا البحرية، وبالتايل سنتمكن من تطويرها، ألن قواعد اإلدارة<br />
تعلمنا أن كل ما يمكن قياسه يمكن تطويره.<br />
ونتطلع إىل تفعيل دور الشركات الوطنية المعنية بضمان سالمة<br />
األصول، كي تعيد بناء خططها التشغيلية الستثمار هذا المؤشر بل<br />
والمساهمة فيه، ولتكون رادفاً يدعم الهيئة االتحادية يف متابعة نتائج<br />
هذا المؤشر، ولتكون ذراعاً تنفيذياً لها يف هذا المضمار.<br />
األمر اآلخر الهام الذي يجب على تجمع المالحة اإلمارايت أن يبادر<br />
بإنشائه هو إطالق مركز وطني للمعلومات والمعرفة المالحية، ألن<br />
المعلومات هي مفتاح تطوير االقتصاد، وأتمنى من كل مؤسسة<br />
أن تتبنى ثقافة اإلفصاح وتفرج عما تملكه من بيانات؛ من أجل بناء<br />
اقتصاد مالحي قائم على المعرفة، ونحن يف مراسي نيوز سنكون<br />
من أهم الداعمين إلنشاء هذا المركز المعلومايت المالحي.<br />

٪10.1 نمو ومناولة 70 مليون حاوية نمطية لدبي العالمية عام 2017<br />
أعلنت موائن ديب العالمية قيامها بمناولة 70.1 مليون حاوية نمطية<br />
خالل عام 2017، مسجلة زيادة سنوية يف أحجام المناولة اإلجمالية<br />
على أساس التقارير المحاسبية بنسبة %10.1، فيما بلغت الزيادة<br />
على أساس المقارنة المثلية %9.7 متفوقة بذلك على توقعات<br />
»دروري« لنمو أحجام المناولة بنسبة %6.0 لعام 2017.<br />
ويف الربع الرابع من العام 2017 سجلت محفظة أعمال المجموعة<br />
العالمية نمواً سنوياً بنسبة %10.3 على أساس التقارير المحاسبية<br />
و %9.9 على أساس المقارنة المثلية، وقام إقليم اإلمارات بمناولة<br />
15.4 مليون حاوية نمطية يف عام 2017 بنسبة نمو سنوية بلغت %4.<br />
أما المحطات الموحدة التابعة لموائن ديب العالمية فقد قامت<br />
بمناولة 36.5 العام الماضي، محققة نمواً سنوياً بلغ %24.7 على<br />
أساس التقارير المحاسبية، و %6.2 على أساس المقارنة المثلية.<br />
ودعم نمو األحجام الموحدة على أساس التقارير المحاسبية يف<br />
منطقة آسيا والمحيط الهادئ وشبه القارة الهندية تعزيز عملياتنا<br />
يف »بوسان« يف كوريا الجنوبية يف ديسمبر 2016.<br />
DP World handles record cargo volume of 70 million TEU, posts 10.1% growth<br />
DP World handled record 70.1 million TEUs of cargo<br />
across its global portfolio of container terminals during<br />
2017, registering a growth in its gross container volumes<br />
by 10.1 percent year-on-year, and 9.7 percent on a likefor-like<br />
basis, ahead of Drewry Maritime’s global container<br />
throughput growth estimate of six percent for 2017.<br />
During the fourth quarter, the global portfolio grew 10.3<br />
percent year-on-year on a reported basis, and 9.9 percent<br />
on a like-for-like basis with consistent performance across<br />
all three DP World regions, and particularly due to strong<br />
contributions from its terminals in Europe, Americas and<br />
Middle East & Africa. Its UAE terminal handled 15.4 million<br />
TEUs of cargo in 2017, up by four percent year-onyear.<br />
At a consolidated level, DP World terminals handled<br />
36.5 million TEUs of cargo in 2017, registering a jump of<br />
24.7 percent on a reported basis, and up by 6.2 percent<br />
year-on-year on a like-for-like basis.<br />
It’s reported consolidated volume in the Asia Pacific and<br />
the Indian Subcontinent was boosted by the consolidation<br />
of Pusan (South Korea) during December 2016.<br />
Emirates Maritime Arbitration Centre<br />
met with Abu Dhabi Ship Building<br />
The Emirates Maritime Arbitration Centre (EMAC)<br />
met with Abu Dhabi Ship Building Company as part of<br />
its awareness roadshow to demonstrate its obligation<br />
towards providing a trusted global standard in maritime<br />
arbitration and mediation.<br />
At the start of 2018, EMAC announced its plans to<br />
take to the UAE’s maritime majors with the goal of detailing<br />
how its services benefit the industry by simply<br />
including the EMAC model clause into future contracts.<br />
مركز اإلمارات للتحكيم البحري يبحث التعاون<br />
مع شركة أبوظبي لبناء السفن<br />
عقَد مركز اإلمارات للتحكيم البحري اجتماعاً مع شركة أبوظبي<br />
لبناء السفن لبحث سبل التعاون، بهدف زيادة الوعي حول خدمات<br />
المركز يف مجال التحكيم والوساطة البحرية التي تحظى بالموثوقية<br />
والمعايير العالمية.<br />
وقد أعلن المركز عن خطته التي أطلقها مطلع العام 2018<br />
لدعم القطاع البحري يف المنطقة، من خالل تضمين بند التحكيم<br />
النموذجي الخاص بالمركز يف العقود المستقبلية، والعمل المتواصل<br />
على استعراض فوائد الخدمات التي يقدمها المركز لحل المنازعات<br />
البحرية، وأهميتها لجميع أصحاب المصلحة.<br />

Abu Dhabi Ship Building<br />
records its second highest<br />
profit in its history<br />
Abu Dhabi Ship Building PJSC (ADSB) has released its<br />
financial results for the financial year ended 31 December<br />
2017. Overall, 2017 was another positive year for ADSB,<br />
as the company surpassed targets, re-branded its market<br />
position, and continued to build on the momentum from<br />
all operational segments. In his statement, Dr. Al Mazrouei<br />
called attention to the even more improved financial<br />
position of the company, including increased gross profit<br />
(from AED 256.1 million in 2016 to AED 277.1 million<br />
in 2017), and increased net profit (from AED 61.3 million<br />
in 2016 to AED 104.8 million in 2017). These results<br />
were mainly driven by the increased scope of the awarded<br />
Marine Support Services contract, which covers a period<br />
of three years (until January 2020), and cost efficiencies<br />
within existing Ship Build projects.<br />
Pursuing further achievements, ADSB has handed over<br />
the second vessel “Hmeem” which belongs to The Critical<br />
Infrastructure & Coastal Protection Authority to the<br />
Armed Forces.<br />
Abu Dhabi Ports announced the launch of the first<br />
Port Digital Innovation Lab, as part of its commitment<br />
to innovation, through providing a platform for creative<br />
minds in the UAE to develop innovative solutions and<br />
technological applications to meet trade and industry<br />
needs. The lab is located at Maqta Gateway, an Abu<br />
Dhabi Ports subsidiary, the developer and operator of<br />
the first port community system in the emirate.<br />

"أبوظبي لبناء السفن" تسجل ثاني أعلى األرباح السنوية في تاريخها<br />
أعلنت شركة أبوظبي لبناء السفن عن نتائجها المالية للسنة<br />
المنتهية يف 31 ديسمبر 2017 م. وأرفقت تقرير نتائجها مع بيان<br />
الرئيس التنفيذي للشركة سعادة الدكتور خالد المزروعي، الذي<br />
ألقى من خالله الضوء على اإلنجازات الناجحة ألعمال الشركة خالل<br />
السنة المنصرمة.<br />
وأشار الدكتور المزروعي يف بيانه إىل تحسن الوضع المايل للشركة،<br />
بما يف ذلك ارتفاع إجمايل الربح )من 256.1 مليون درهم يف عام<br />
2016 إىل 277.1 مليون درهم يف عام 2017(، وزيادة صايف األرباح<br />
)من 61.3 مليون درهم يف 2016 إىل 104.8 مليون درهم يف عام<br />
2017(. وضمن إنجازاتها المتواصلة، سلَّمت شركة أبوظبي لبناء<br />
السفن السفينة الثانية "حميم" للقوات المسلحة والخاصة بجهاز<br />
حماية المنشآت الحيوية والسواحل. وتعد "حميم" ثاين سفينة تقوم<br />
بتسليمها شركة أبوظبي لبناء السفن لصالح جهاز حماية المنشآت<br />
الحيوية والسواحل يف إطار مشروع "أريلة" الذي تضمن إنشاء<br />
سفينتين متطورتين بطول 67 متراً والذي تم تدشين نسختها األوىل<br />
على هامش معرضي أيدكس ونافدكس فبراير 2017.<br />

Tasneef appoints Al Maskari as Chief Executive Officer<br />

of its new Chief Executive<br />
Officer (CEO), Eng. Saeed Al Maskari,<br />
effective from 10 January 2018.<br />
Combining his Engineering degree,<br />
with more than 30 years of professional<br />
experience in UAE Navy, Eng.<br />
Al Maskari brings to his new role,<br />
leadership, inspiration, operational<br />
experience, technical background<br />
and passion for this organization.<br />
Al Maskari said, “I am honoured<br />
to be appointed as the new CEO<br />
of Tasneef. With the support of its<br />
esteemed team of multinational talents<br />

تعيين المسكري رئيساً تنفيذياً لهيئة اإلمارات للتصنيف "تصنيف"<br />
أعلنت هيئة اإلمارات للتصنيف "تصنيف"،<br />
أول هيئة تصنيف عربية معتمدة، عن تعيين<br />
المهندس سعيد المسكري بمنصب الرئيس<br />
التنفيذي الجديد للهيئة إعتباراً من 10 يناير<br />
من العام الجاري.<br />
وقد رحبت هيئة اإلمارات للتصنيف<br />
بانضمام المهندس سعيد المسكري ضمن<br />
فريقها المهني، مُ تطلّعة إىل دعمه وتعاونه<br />
يف توجيه وقيادة أعمال الهيئة المستقبلية،<br />
فضالً عن ابتكار وإبداع أعمال فريدة تركّز<br />
على تقديم أفضل الخدمات يف المنطقة.<br />
ويتمتع المسكري يف تويل منصبه الجديد<br />
بتخصصه الهندسي، مع أكثر من 30 عاماً<br />
من الخبرة المهنية يف قطاع القوات البحرية<br />

Container Terminal in 2017<br />
Gulf Stevedoring (GSCCO), which is part of the<br />
Gulftainer group of companies, has recorded a strong<br />
performance at the Jubail Container Terminal (JCT)<br />
in Saudi Arabia, registering a container volume of over<br />

of Evergreen Marine Corporation’s (EMC’s) 14,424-TEU<br />
EMC Taurus. The 369-metre-long vessel completed 813<br />

وقد شهد أغسطس 2017 أعلى مستوى من حركة المناولة<br />
الشهرية لمحطة حاويات الجبيل حتى اآلن بواقع 79,074 وحدة<br />
نمطية، وبزيادة ملفتة بلغت 33% عن شهر يوليو 2017، ما<br />
يجعله من أفضل األشهر أداءً بالنسبة للمحطة. ومع دخول مصانع<br />
البتروكيماويات يف الجبيل اآلن مرحلة التشغيل الكامل، ستشهد<br />
موائن هذه المدينة الساحلية زيادة مستمرة يف حجم نشاطها.<br />
وكانت محطة حاويات الجبيل قد استقبلت يف نوفمبر 2017<br />
أكبر سفينة حاويات تصل إىل ميناء الجبيل حتى تاريخه، وهي<br />
سفينة "توروس" التابعة لشركة "إيفرجرين مارين كوربوريشن"،<br />
بحمولتها البالغة 14,242 وحدة نمطية، والبالغ طولها 369 متراً،<br />
حيث قامت السفينة يف زيارتها األوىل للمحطة بتفريغ 813 حاوية.<br />

Duqm Refinery signs deals with EPC contractors<br />
Duqm Refinery announced the signing<br />
of three major contracts with engineering,<br />
construction and procurement<br />
(EPC) contractors for the construction<br />
of the 230,000 barrels per day refinery<br />
in Duqm.<br />
The contracts have been awarded by<br />
Duqm Refinery and Petrochemical Industries<br />
Co, a joint venture between<br />
Oman Oil Co and Kuwait Petroleum International.<br />
The initial mobilisation of<br />
both Duqm Refinery and the contractor<br />
personnel is scheduled to commence in<br />
the third quarter of 2018.<br />

Bahri announced that it has received<br />
a new VLCC that was named<br />
(Lawhah). The newly received VLCC<br />
is one of the 5 VLCCs that were<br />
financed by Standard Chartered<br />

Bank of Abu Dhabi and Bank Albilad<br />
according to Bahri announcement.<br />
The financial impact of the new<br />
VLCC is expected to be in the first<br />

كشف وزير النفط الكويتي بخيت الرشيدي أن شركة البترول الكويتية العالمية قد<br />
أبرمت اتفاقا تتملك بموجبه 50 بالمئة من مشروع مصفاة ومجمع بتروكيماويات الدقم<br />
يف سلطنة عمان.<br />
وقال الوزير إن توقيع االتفاق يأيت “اعتماد مشروع إنشاء مصفاة الدقم بالمشاركة بين<br />
شركة النفط العمانية وشركة البترول الكويتية العالمية التابعة لمؤسسة البترول الكويتية”.<br />
وتراهن الحكومة العمانية على مساهمة مصفاة الدقم، التي تقام على مساحة 9 ماليين<br />
متر مربع يف منطقة الدقم االقتصادية جنوب البالد، يف إعطاء زخم جديد للميناء، الذي تطمح<br />
أن يصبح محطة لوجستية عالمية بسبب موقعه االستراتيجي على بحر العرب.<br />

autonomous ships in Zhuhai, Guangdong.<br />
The test-bed, around 770 square kilometers (300<br />
square miles), is expected to be the country’s main base<br />
for research into autonomous ship technology, including<br />
obstacle avoidance technology, over the coming three<br />
to five years. The project is being undertaken by the<br />
Zhuhai government, China Classification Society (CCS),<br />
Wuhan University of Technology and Zhuhai Yunzhou<br />
Intelligence Technology.<br />

Nauticor's LNG Bunker<br />
Operation<br />
Nauticor has conducted the largest-ever LNG bunkering<br />
operation in Germany in the Elbehafen in Brunsbüttel.<br />
The hopper dredger "Scheldt River" received 85 tons<br />
of the environmentally-friendly fuel in a truck-to-ship operation.<br />
Additional LNG bunker operations for "Scheldt<br />
River" are already scheduled for the Elbehafen.<br />
Elbehafen Brunsbüttel, part of Brunsbüttel Ports<br />
GmbH, has established itself once again as an appropriate<br />
location for liquefied natural gas (LNG) bunker<br />
operations. The DEME Group’s Belgian-flagged hopper<br />
dredger "Scheldt River" has been supplied with LNG by<br />
Nauticor GmbH & Co. KG. The 116-meter-long dredging<br />
vessel received a total of 85 tons of LNG from 5 trucks.<br />

BP has awarded Sparrows Group<br />
a three-year contract to manage<br />
crane operations and maintenance<br />
on two FPSOs offshore Angola.<br />
The contract covers four cranes<br />
on the Greater Plutonio and PSVM<br />
vessels in respectively blocks 18<br />
and 31, 160 km (99.4 mi) northwest<br />
of Luanda.<br />
Sparrows operated two bases in<br />
Angola at Talatona and Malonga,<br />
and began working with BP in the<br />
region in 2006.<br />
Under the new award it will provide<br />
crane operators, maintenance,<br />
repair and refurbishment, comprehensive<br />

DP World signs agreement with Jammu and<br />
Kashmir at World Government Summit<br />
The government of Dubai, global trade enabler DP World and the government<br />
of Jammu and Kashmir have signed a Memorandum of Understanding<br />
(MoU) to explore opportunities to develop trade infrastructure in the Indian<br />
state.<br />
The agreement will see discussions take place on a multi-modal logistics<br />
park and hub in Jammu, comprising warehouses and specialised storage<br />
solutions that will also encourage inter-modal transfer of containers, bulk<br />

Axe design, which provides a lower resistance and excellent sea keeping<br />

The decision making factor for a new boat is surely more than only the purchase<br />
price. We are convinced that the operational and maintenance cost of the<br />
boats is significant lower, as these boats are built according to the highest<br />
shipbuilding standards and only A-brand materials and equipment are used. The<br />
Damen boats have proven to be safe, reliable and providing the most uptime.<br />
This surely helps us to secure further projects for the vessels.<br />
We are supporting our clients throughout the lifetime of the vessels. There are<br />
many Damen vessels of 40 + years in operation. We provided full support from<br />
our shipyard and service hub in the UAE.<br />
How long does it take Damen to build the vessels and<br />
in which shipyard did the manufacturing take place?<br />

It took us around 12 months to build the vessel at our shipyards in Vietnam. We<br />
build all kind of boats on speculation and therefore could deliver the first vessel<br />
within 2 months from contract. These boats are constructed in series and the<br />
next boats are available with a very short delivery time.<br />

Maqta Gateway and its main facilities?<br />
Established in 2016, Maqta Gateway<br />
LLC is a wholly owned subsidiary<br />
of Abu Dhabi Ports and is a central<br />
pillar of the company’s strategy to be<br />
a leader in the development of integrated,<br />
digital, global trade. Maqta<br />
Gateway is the developer and operator<br />
of the first Port Community<br />
System in the United Arab Emirates;<br />
Maqta PCS (mPCS), facilitating the<br />
exchange of goods and the movement<br />
of people, and contributing to<br />
the sustainable development of Abu<br />
Dhabi.<br />

(mPCS) standardizes and secure all<br />
the information exchange among<br />
port stakeholders, customers and<br />
governmental authority entities;<br />
providing a single window to all port<br />

How many services does Maqta<br />
Gateway provide?<br />
Maqta PCS has exceeded 116 services,<br />
which expand beyond from the<br />
seaside operations to the yard side<br />
operations, to the gate side, landside<br />
and all the way into the industrial<br />
zone and the free zone of KIZAD as<br />
well. We also provide smart services<br />
through our recently launched mobile<br />
application called “Manara” which<br />
especially designed for registered users<br />
on the Maqta Port Community<br />
System, enabling them to get realtime<br />
updates of the status of their<br />
shipments as they reach their destination.<br />
We are very proud to announce that<br />
we recorded more than 3.6 million<br />
transactions in the system since its inception"<br />
To what extent Maqta Gateway<br />
does facilitate the maritime trade<br />
in Abu Dhabi?<br />
We have started measuring the<br />
impact of Maqta Gateway since our<br />
initial operations with our stakeholders<br />
in order to see how the system<br />
can add a value to the whole supply<br />
chain and to the whole trade process<br />
of importing and exporting. We<br />
found out that during 2016, for a<br />
limited number of services and customers,<br />
we managed to save more<br />
than 217,000 hours of workload<br />
in order to speed up the trade. We<br />
have also made a very recognizable<br />
progress with mega shipping lines<br />
such as MAERSK LINE that has fully<br />
adapted our services which shows<br />
how IT and smart technology can<br />
improve and facilitate our entire life<br />
not only in the maritime sector.<br />
Since its inception, how many<br />
transactions were conducted and<br />
recorded vessel entries through<br />
Maqta Gateway and what is the<br />
value of them?<br />
We are very proud to announce<br />
that we recorded more than 3.6 million<br />
transactions in the system since<br />
its inception. In addition, we are serving<br />
100% of the shipping agents in<br />
Abu Dhabi as well as importers and<br />
exporters who are logging to the system.<br />
We have logged more the than<br />
38,000 vessel trips to the system<br />
and now it has become mandated<br />
for any vessel to come to any commercial<br />
port in Abu Dhabi to log into<br />
Maqta Gateway and to finish all the<br />
processes though it.<br />

Maqta Gateway has recently<br />
announced achieving complete<br />
digitalization, how did that add<br />
value to your services and benefit<br />
your clients?<br />
The complete digitalization has<br />
added a lot of visibility and transparency<br />
to our services. We are delighted<br />
to provide our customers with<br />
a wide range of digital services by<br />
adding new services to address the<br />
growing trends of General Cargo and<br />
RORO volumes. Today the complete<br />
digitalization of vessel management<br />
and operations has made this possible<br />
through our Port Community<br />
System.<br />
Maqta Gateway has signed in China<br />
a cooperation agreement with<br />
LOGINK, what are the main outcome<br />
of such agreement and how<br />
would that benefit your clients?<br />
We are excited to be the first company<br />
in the Middle East to sign this<br />
agreement. The agreement with<br />
LOGINK will better utilize information<br />
exists in our port community system,<br />
Maqta PCS, and those exists in China<br />
LOGINK system to better serve our<br />
customers. Under the agreement,<br />
logistics information will be shared<br />
between Maqta PCS, and LOGINK<br />
System, which in turn will provide visibility<br />
of nine ports in China. Our intent<br />
is expand our network of reach<br />
to access accurate and reliable shipping<br />
information to better optimize<br />
our logistics services.<br />

Innovation Lab, Can you please<br />
tell us more details about its main<br />

Innovation lies at the heart of Abu<br />
Dhabi Ports. We are delighted to announce,<br />
here, during the UAE Innovation<br />
Month, the launch of the Port<br />
Digital Innovation Lab as the next<br />
step in digitalising trade. This is the<br />
first Port Digital Innovation Lab in<br />
the Middle East and it promises to<br />
fulfil the need for studying emerging<br />
technologies and developing new<br />
solutions by young, inspired creators<br />
and innovators that can then be<br />
practically applied to real-life trade<br />
and market situations.<br />
You are also a president of Abu<br />
Dhabi Ports’ Women’s Committee,<br />
can you tell us about its main goals<br />
and how does it empower women in<br />
maritime?<br />
Actually, I’m very proud to be the<br />
first Chairwoman of Abu Dhabi Ports'<br />
Women's Committee which aims to<br />
reinforce, enable and engage women<br />
in the maritime sector and wider local<br />
community. In a male-dominated<br />
industry, it is vital that we ensure<br />
women are motivated, empowered,<br />
and have access to the same opportunities<br />
available for men. I’m pleased<br />
to work with my female counterparts<br />
on finding creative ways for empowering<br />

تتبع حركة الشحنات عن طريق معلومات<br />

vessels, Jack Up rigs or drilling platforms<br />
without leaving the Kingdom<br />
of Saudi Arabia's waters. Dammam<br />
Shipyard is fully equipped to support<br />

Association of Classification<br />
Societies) Classed floating docks.”<br />
Huge facilities and excellent services<br />
Ship repair is at the core of Dammam<br />
Shipyards activity. Ranging<br />
from steelwork fabrication and ship<br />
conversion through to routine or unplanned<br />
mechanical, electrical and<br />

D.W.T in Dock no. 1 and Lifting capacity<br />
of 10,000 D.W.T in Dock no.2.<br />
Al Balwi clarified, “Dammam Shipyard<br />
work closely with all the International<br />
classification societies that are based<br />
in Dammam and Jeddah with a 24/7<br />
access to our facilities. We also have<br />
a specialized expertise in overhauling<br />
offshore platforms, including the repair<br />
and upgrading of jack-up drilling<br />
rigs, and the upgrading of semi-submersible<br />
rigs for deep-water drilling.”<br />
He added: “At Dammam Shipyard<br />
we are providing all the services that<br />
any other shipyard is providing, but<br />
what makes us different is that we<br />
have a mobile team that consists of<br />
250 personnel ready to travel anywhere<br />
not only inside the Kingdom<br />
but around the eastern and western<br />
costs to provide repair and maintenance<br />
services wherever the client or<br />
the ships are based.”<br />
Maintaining high quality services<br />
In such a challenging market that<br />
has affected the whole Oil, Gas and<br />
the associated sectors, Dammam<br />
Shipyard has managed the cost effectively<br />
without comprising its high<br />
quality services. Al Balwi further explained:<br />
“We are in a very critical period;<br />
however I believe that Saudi Arabia<br />
is in better situation compared to<br />
other countries that are producing oil<br />
and gas. I think that Saudi Aramco<br />
is still spending on Capex and still<br />
expanding its fleet which will have a<br />
positive impact on us. Furthermore,<br />
the Kingdom of Saudi Arabia is currently<br />
focusing more on developing<br />
and empowering the local products<br />
with more emphasis on providing the<br />
maintenance and repairing services<br />
to the fleet operating in the Kingdom<br />
locally rather than outsourcing these<br />
services from outside.”<br />
He added: “The current market developments<br />
in the country has a very<br />
positive impact on us, however, we<br />
still have to develop our systems, enhance<br />
our procedures and ensure the<br />
availability of highly qualified management,<br />
as well as to exert our ultimate<br />
efforts to improve our services<br />
and expand our facilities.”<br />

"يوفر حوض ميناء الدمام خدمات إصالح<br />
السفن، وأبراج ومنصات الحفر، دون أن تغادر<br />
مياه المملكة العربية السعودية، حيث إن<br />
الحوض مجهز بشكل كامل لدعم قطاعات<br />
النقل البحري، والنفط والغاز باالستعانة<br />
بحوضين عائمين مصنفين من الجمعية<br />
الدولية لهيئات التصنيف".<br />

تقع عمليات إصالح السفن ضمن جوهر<br />
أنشطة حوض ميناء الدمام التي تتراوح<br />

Gulf Navigation’s constant efforts<br />
and strategic plans have encouraged<br />

raise their stake in order to increase<br />
their returns. The capital increase to<br />
reach AED 1 billion has been processed<br />
through the “Rights Issue”<br />
that started on February 11 and will<br />
end by February 22.<br />
Increasing the company’s fleet to<br />
reinforce growth<br />
Furthermore, the company has<br />
emphasized that the financial returns<br />
from “Rights Issue” will be<br />
used to support its strategic plans<br />
to increase its fleet to 20 vessels by<br />
2020 aiming to meet the increasing<br />
demand for shipping petroleum and<br />
petrochemical products that was declared<br />
by a number of the leading oil<br />
majors in the region such as ADNOC<br />
and Saudi Aramco.<br />
Moreover, “Gulf Navigation Holding<br />
PJSC” was able to select a number<br />
of internationally recognized and<br />
award winning maritime professionals<br />
to join the company. In 2017, it<br />
launched several strategic partnerships,<br />
such as the partnership with<br />
Polimar Turkish Holding specialized<br />
in providing integrated marine services<br />
and supplying materials for<br />

strategic partnership with Ali & Sons<br />
Marine Engineering Factory which<br />
will create new opportunities for Gulf<br />

أعلنت شركة الخليج للمالحة القابضة<br />
)ش.م.ع( عن نتائجها المالية األولية لعام<br />
2017 محققة زيادة يف إجمايل أرباحها بنسبة<br />
7٪ عن عام 2016، حيث بلغ إجمايل أرباحها<br />
49 مليون درهم إمارايت. وتأيت هذه النتائج<br />
مؤكدة كفاءة الخطط االستراتيجية والرؤية<br />
التي أطلقتها الشركة لتكون من أكبر مزودي<br />
الخدمات البحرية المتكاملة يف المنطقة.<br />
وبهذا اإلعالن تكون األرباح اإلجمالية<br />
للخليج للمالحة لعام 2017 قد بلغت 49<br />
مليون درهم إمارايت وبزيادة قدرها %7 عن<br />
إجمايل األرباح التي تم تحقيقها يف العام<br />
2016 والتي بلغت قيمتها 45.8 مليون درهم<br />
إمارايت. والجدير بالذكر أن الشركة حققت<br />
إنجازات كبيرة يف عدة محاور مختلفة حيث<br />
تمكنت خالل عام 2016 وبنجاح منقطع<br />
النظير من تسديد وإعادة جدولة لكافة<br />
الديون المالية إضافة إىل معالجة القضايا<br />
القانونية العالقة والتي كانت قد احتجزت لها<br />
مخصصات مالية مسبقاً األمر الذي انعكس<br />
باإليجاب على صايف األرباح لعام 2016 والتي<br />
بلغت 136,573 مليون درهم إمارايت مقابل<br />
40.7 مليون درهم إمارايت لعام 2017 نتيجة<br />
إلعادة تلك المخصصات إىل حسابات الشركة.<br />
كما عملت الشركة على ضم ناقلتي<br />
بتروكيماويات جديدتين إىل أسطولها، ما<br />
ساعد يف رفع قيمة أصولها مع نهاية 2017<br />
بنسبة ٪12 لتصل إىل 1,076 مليار درهم<br />
إمارايت مقابل 959 مليون درهم إمارايت<br />
عام 2016 بزيادة قدرها 117 مليون درهم<br />
إمارايت، مما سيساهم بشكل كبير يف زيادة<br />
العوائد من خدمات الشحن البحري للمواد<br />
البتروكيماوية والمشتقات البترولية، إضافة<br />
إىل توسيع نطاق األسواق التي تقدم خدماتها<br />
لها. ومن جهة أخرى تمكنّت المجموعة<br />
من خفض نفقاتها التشغيلية بما يعادل<br />
5.5 مليون درهم إمارايت خالل عام 2017<br />

Since you started your company<br />
in 1984, what are your landmark<br />
achievements?<br />
We have been in the shipbuilding<br />
industry since 1984 utilizing state of<br />
the art engineering solutions and advanced<br />
shipbuilding technologies. We<br />
are dedicated to deliver built to order<br />
ships ensuring high levels of customer<br />
satisfaction, whilst maintaining<br />
competitive advantage in product<br />
value and price.<br />
I would say that we have been successfully<br />
consolidating our brandname<br />
which leads to more progress<br />
and stability in the market. This is<br />
the most important accomplishment<br />
that enabled us to have a diversified<br />
portfolio of a well-known quality<br />
products in terms of design and<br />

Another landmark achievement occurred<br />
last year when we won a major<br />
contract to design, construct and<br />
deliver four crew boats and six pilot<br />
boats for Kuwait Oil Company (KOC).<br />

Delaying in schedules and exceeding<br />
the contracts deadlines are considered<br />
as common drawbacks in<br />
the shipbuilding market. However,<br />

which we call it "Assembly Line<br />
Development". We start by doing the<br />
planning with the customer ahead<br />

properly. Secondly, we managed to<br />
train our team to work around the<br />
clock. We keep in our warehouse most<br />
of the materials that we need for<br />

start the designing and building phases,<br />
we carefully understand the purpose<br />
of building our ships. Then we<br />
analyze its operational plans and how<br />
can we make it effective and efficient<br />
to the ship owner, especially from the<br />
fuel consumption aspect. We also<br />
consider sea keeping features and<br />
crew comfort. Overall, the methodology<br />
we implement protects us from<br />
losing control on deadlines and keeps<br />
our project profitable, and this is the<br />

“UZMAR Shipping Ltd” is the first<br />
privately owned pilotage and towage<br />
company in Turkey. In 1984, the<br />
company started with providing Port<br />
services to various private ports and<br />
harbors on the Aegean Sea in Turkey.<br />
In 1996, the company started to build<br />
workboats to fulfil their own requirements<br />
then they have continued to<br />
grow to start exporting internationally<br />
using Robert Allan Ltd compact<br />
tug designs. After this remarkable<br />
success, in 2007 the company established<br />
a modern shipbuilding facility<br />
at Kocaeli Free Zone “KOSBAŞ” near<br />
Istanbul equipped with the most recent<br />
shipbuilding technologies. Today<br />
the shipbuilding facility is referred to<br />
as “UZMAR Workboat and Tug Factory”.<br />
Remarkable projects<br />
The company succeeded in offering<br />
and delivering high quality products<br />
and services to the international<br />
market from their shipbuilding facility<br />
based in Turkey. To further discuss<br />
the company’s achievement, we have<br />
exclusively met Mr. Ural Kavaklioglu,<br />
the Senior Contract and Project<br />
Manager who elaborated more on<br />
the company’s recent projects, saying:<br />
“We have successfully built and<br />
delivered more than 100 tug boats<br />
worldwide, such as Europe, Australia<br />
and the Middle East. We have also delivered<br />
4 tugboats to the Abu Dhabi<br />
National Oil Company (ADNOC) as<br />
well as, more than 5 various service<br />
vessels to Abu Dhabi Ports, in addition<br />
to other global leading operators<br />
in the industry such as SMIT, where<br />

He added, “We have also finalized<br />
a new build in the series of six tugs<br />
of the Robert Allan Design named<br />
as “RAstar 3200”. This vessel has a<br />
number of unique features that we<br />
are proud to have built. Her main services<br />
will be terminal activities, escort<br />
duties, ship assist, and towage duties<br />
and soon it will be rocking the Australian<br />
waters.”<br />
Long term business agreements<br />
“UZMAR” focuses on building long<br />
term business agreements with its<br />
clients. To know how the company<br />
achieves this, Kavaklioglu further<br />
clarified: “We don’t look at making<br />
deals for single projects, our strategy<br />
aims at winning long term business<br />
deals with our clients. Normally<br />
our business agreements starts with<br />
5 years and lasts for more than 10<br />
years. This because of the number of<br />
the unique services that we provide.<br />
After the expiry of the warranty, we<br />
offer long term service agreements<br />
for our products. We know the lifecycle<br />
and the maintenance period of<br />
the tug boats that we build. We also<br />
offer fleet management services as<br />
well as a “Buy Back” warranty to our<br />
clients after 5 years of use.”<br />
Maintaining customers loyalty<br />
Maintaining customer’s loyalty is<br />
one of the most important factors<br />
in the success of each business. Kavaklioglu<br />
elaborated more on the<br />
company’s strategy to maintain customer’s<br />
loyalty, saying: “Mainly, what<br />
keeps our customers coming back<br />
is the high quality of our products<br />
which we achieve by using cutting<br />
edge technologies in our industry.<br />
Furthermore, we have integrated operating<br />
systems that are more convenient<br />
for our clients, we keep up<br />
with deadlines and offer our services<br />
with the most competitive prices<br />
compared to other service providers.<br />
We can also send our teams and the<br />
required products to build the vessels<br />
in other countries.”<br />
In-house design and engineering<br />
“UZMAR” and the Canadian “Robert<br />
Allan” successfully maintained<br />
long term agreement to design tug<br />
and workboat since 1996. Kavaklioglu<br />
clarified, “Our basic designs are<br />
done by “Robert Allen”. However, we<br />
have our in-house design and engineering<br />
team who prepare full production<br />
drawings and produce virtual<br />
3D model of every vessel in order<br />
to ensure that every machinery and<br />
building component is correctly installed<br />
and functioning and that future<br />
maintenance can be carried out<br />
efficiently by the tug crew.”<br />

قاطرات بحرية من تصاميم شركة "روبرت<br />
آالن" تحت اسم )راستار (، 3200 وتتميز<br />
هذه السفينة بعدد من الخواص الفريدة<br />
التي تجعلنا فخور ين ببنائها، وتتمثل<br />
خدماتها الرئيسة يف عمليات المحطات<br />
البحرية، ومهام مرافقة ومساعدة وسحب<br />
السفن، وستبحر هذه السفن إىل المياه<br />
األسترالية قريباً".<br />
اتفاقيات تجارية طويلة األمد<br />
تركز "أوزمار" على عقد اتفاقيات تجارية<br />
طويلة األمد مع عمالئها، وحول هذا األمر<br />
يقول كافاكليوغلو: "نحن ال نبحث عن إبرام<br />
صفقات لمشروعات منفردة، إنما تهدف<br />
استراتيجيتنا إىل عقد صفقات تجارية طويلة<br />
األمد مع عمالئنا. وعادة ما تبدأ االتفاقيات<br />
التي نبرمها بخمس سنوات ثم تستمر ألكثر<br />
من عشر سنوات بفضل الخدمات الفريدة<br />
التي نقدمها. وبعد انتهاء فترة الضمان، نوفر<br />
اتفاقيات خدمة طويلة األمد لمنتجاتنا، حيث<br />
إننا نعرف دورة حياة القوارب التي نقوم<br />
ببنائها وفترة صيانتها، كما نقدم خدمات<br />
إلدارة األساطيل البحرية، وكذلك ضمان<br />
"إعادة الشراء" لعمالئنا بعد خمس سنوات<br />
من االستخدام".<br />
الحفاظ على العمالء<br />
يعد الحفاظ على العمالء أحد أهم عوامل<br />
نجاح أي شركة. وحول استراتيجية الشركة<br />
للحفاظ على والء عمالئها يقول كافاكليوغلو:<br />
"يف المقام األول، األمر الذي يجعلنا نحتفظ<br />
بوالء عمالئنا هو الجودة العالية لمنتجاتنا<br />
والتي نحققها بفضل أحدث التقنيات<br />
التي نستخدمها يف عملياتنا. وعالوة على<br />
ذلك، لدينا أنظمة تشغيل متكاملة تالئم<br />
عمالئنا بشكل أكبر، كما نحرص على الوفاء<br />
بالمواعيد النهائية وتقديم خدماتنا بأسعار<br />
تنافسية مقارنة مع مقدمي الخدمات<br />

أبرمت "أوزمار" اتفاقاً طويل األمد<br />
مع شركة "روبرت آالن" الكندية منذ عام<br />
1996، لتصميم الزوارق والقاطرات البحرية.<br />
وأوضح كافاكليوغلو: "يتم إجراء التصميمات<br />
األساسية بواسطة شركة "روبرت آالن". ولكن<br />
لدينا فريق داخلي للتصميم والهندسة يقوم<br />
بإعداد رسومات اإلنتاج بشكل كامل وتطوير<br />
نموذج ثاليث األبعاد لكل سفينة من أجل<br />
ضمان تثبيت جميع المعدات والمكونات<br />
بشكل صحيح، وإجراء عمليات الصيانة<br />

تعد شركة "أوزمار" للشحن أول شركة<br />
قطاع خاص تعمل يف مجال اإلرشاد والقطر<br />
البحري يف تركيا. يف عام 1984، بدأت<br />
الشركة بتقديم خدمات الموائن لعدد من<br />
المرائف والموائن الخاصة على بحر إيجة<br />
يف تركيا. ويف عام 1996، بدأت الشركة يف<br />
بناء الزوارق متعددة االستخدامات لتلبية<br />
متطلباتها الخاصة، ثم توسعت حتى بدأت<br />
يف التصدير الخارجي باستخدام تصاميم<br />
شركة روبرت آالن لزوارق القطر البحرية.<br />
وبعد هذا النجاح المتميز، أسست الشركة<br />
يف عام 2007 منشأة حديثة لبناء السفن<br />
يف منطقة "قوجه ايلي" الحرة )KOSBAŞ(<br />
بالقرب من إسطنبول، مجهزة بأحدث<br />
تقنيات بناء السفن. واليوم، باتت منشأة<br />
بناء السفن تعرف باسم مصنع "أوزمار"<br />

MAHARAT Programme<br />
prepares a new generation of<br />
Kuwaiti seafarers<br />

Kuwait Oil Tankers Company<br />
(KOTC) was founded over 60 years<br />
ago as a private-sector initiative led<br />
by business leaders from well-established<br />
families of Noukhaza (old term<br />
in Arabian Gulf countries for a ship<br />
captain). In the olden days, the Noukhaza<br />
had to learn everything about<br />
the sea, stars, and pearl hunting by<br />
heart. This heritage was carried over<br />
by the company’s founders and is reflected<br />
on its work approach. KOTC<br />
has launched unique initiatives in the<br />
maritime industry to prepare a generation<br />
of Kuwaitis to be the captains<br />
who lead the Kuwaiti tankers as they<br />
navigate the world as part of an integrated<br />
system established by Kuwait<br />
for the optimal investment of oil revenues.<br />
<strong>Marasi</strong> News had this interview<br />
with Eng. Ali Shihab, Deputy CEO<br />
for Fleet Operations at KOTC. He<br />
was one of the first engineers to<br />
graduate this successful programme.<br />
Shihab highlighted KOTC’s leading<br />
experience in providing training and<br />
scholarships.<br />
Before you tell us about the details<br />
of your competency management<br />
training initiatives, what is the<br />
vision behind this programme?<br />
Kuwait Oil Tankers Company<br />
(KOTC) was established by a group<br />
of industry leaders who realised early<br />
50 JANUARY - FEBRUARY 2018
the strategic opportunity of the oil<br />
wealth for the State of Kuwait and<br />
its people, and investment opportunities<br />
beyond being a mere crude<br />
oil well. The vision was for the people<br />
of Kuwait to own the complete<br />
oil economy cycle; from exploration<br />
and drilling to extract oil, until the<br />
petrol pump. Numerous government<br />
and private investments inside and<br />
outside Kuwait were launched, where<br />
Kuwait owned many oil refineries,<br />
fuel distribution networks, petrol<br />
stations, and of course tankers that<br />
carry it from the well to the final consumer.<br />
The company’s founders were also<br />
convinced that all these assets and<br />
capabilities cannot achieve strategic<br />
value without qualified Kuwaitis<br />
who are capable of fully operating<br />
and managing these assets and infrastructure.<br />
This was the driver for<br />
launching several initiatives for training<br />
and competency management.<br />
What are the main segments of<br />
your training and competency<br />
management initiative?<br />
Our training initiative consists of<br />
four main programmes: Scholarships<br />
for Kuwaiti students, the Competency<br />
Management System (MA-<br />
HARAT), Maritime Resource Management<br />
Training, and the Training<br />
Courses. KOTC is the first company<br />
in the Middle East to use a Fleet<br />
Competency Management System<br />
and the only company in the world<br />
Eng. Ali Shihab, Deputy CEO for Fleet<br />

to use the system for Ratings as well<br />
as Officers.<br />
What is the objective of this programme<br />
in developing your staff?<br />
The MAHARAT (Arabic for ‘skills’<br />
and is an acronym for Managing<br />
Assessment, Honouring Achievement<br />
Reliability And Training) system<br />
identifies competency gaps and<br />
training needs. This allows KOTC to<br />
improve the skills, knowledge and<br />
professionalism of our ships’ staff.<br />
The Maharat system has been designed<br />
with a number of objectives.<br />
KOTC is the first company in the<br />
Middle East to implement a Fleet Competency<br />
Management System and the only company<br />
in the world to use the system for Ratings as<br />
well as Officers"<br />
These include ensuring compliance<br />
with top industry standards, TOTS,<br />
SIGTTO and classification; enabling<br />
real-time comparison on employee<br />
performance to help enhance seafarer<br />
skills, thus reducing the risk of<br />
accidents; and increasing productivity<br />
of staff through more focused<br />
training. Maharat has also succeeded<br />
in eliminating the variance in staff’s<br />
skills and knowledge although they<br />
all have the same academic credentials,<br />
thus improving teamwork and<br />
harmony.<br />
What about the Scholarship Programme?<br />
The company decided that it would<br />
be better to invest in Kuwaiti students<br />
after they complete their<br />
school education. I was one of those<br />
students who received a scholarship<br />
and graduated in marine engineering.<br />
This is better than getting graduates<br />
from outside the field and training<br />
them to enter the maritime sector.<br />
KOTC’s scholarship programme<br />
started in 1979. Between 1979 and<br />

Captain Salem felt that he was<br />

KOTC’s engineers to the tanker’s control<br />
tower by building a fully-equipped safety<br />
room to manage the ship in case it is high<br />

1999 a total of 113 Kuwaitis received<br />
scholarship, successfully completing<br />
their studies, serving in the<br />
ranks of Master & Chief Engineer<br />
and progressing to senior positions<br />
in Head Office.<br />
Today, we are proud that we have<br />
29 Kuwaiti officers working onboard<br />
our vessels; 14 of them graduated<br />
from KOTC’s Scholarship scheme.<br />
KOTC has also 23 marine students<br />
studying in UK. By 2020, we expect<br />
to have around 102 Kuwaiti officers<br />
working onboard our fleet. We are<br />
proud of the high level of professionalism<br />
demonstrated by graduates of<br />
the Scholarship Programme. They<br />
learn discipline and professionalism<br />
and spend years in field work in the<br />
middle of the sea, graduating with a<br />
world-class level of professionalism,<br />
while demonstrating patriotism, loyalty<br />
and national belonging.<br />

He managed to sail to safety thanks<br />
to the modifications done by KOTC’s<br />
engineers to the tanker’s control<br />
tower by building a fully-equipped<br />
safety room to manage the ship in<br />
case it is high jacked. He also operated<br />
giant water pumps forming a<br />
waterfall that prevented the pirates<br />
from climbing onto the surface of the<br />
tanker, in addition to manoeuvring<br />
skills during sailing. All these measures<br />
helped him avoid being high<br />
jacked. During his experience facing<br />
the pirates, Captain Salem felt that<br />
he was defending a piece of Kuwaiti<br />
land floating on water.<br />

Giving an example of the excellence<br />
of KOTC’s scholarship programme<br />
graduates, Captain Ahmed<br />
Salem told us about his experience<br />
in 2008 when his tanker Al Jabriya<br />
was attacked by pirates who hijacked<br />
the ship in front of him and the one<br />
behind after him but he refused to<br />
surrender. Despite the confusion of<br />
the crew and the lack of equipment<br />
or weapons on the tanker at the time<br />

ال يمكن أن تحقق قيمتها االستراتيجية من<br />
دون توفير العنصر البشري الوطني الذي<br />
يكون قادراً على تشغيل تلك األصول<br />
والبنى التحتية بالكامل، من هنا انطلقت<br />
عدة مبادرات يف للتأهيل والتدريب وإدارة<br />

"مهارات" الخاص باألسطول، وهي أيضاً<br />
الشركة الوحيدة على مستوى العالم التي<br />
تستخدم هذا النظام لجميع العاملين على<br />
متن السفن باإلضافة إىل الضباط البحريين.<br />
وما هي الغاية التي يحققها هذا البرنامج<br />

برنامج "مهارات" في شركة ناقالت النفط الكويتية<br />
من أجل بناء جيل جديد من نواخذة البحر الكويتيين<br />
تأسست شركة نفط الكويت منذ ما يزيد عن 60 عاماً كمبادرة من القطاع الخاص، قادها رواد أعمال ينحدرون من أعرق عائالت<br />
"النواخذة"، وهو المصطلح الشعبي الكويتي الذي يطلقه أهل الكويت والخليج العريب على قبطان السفينة وقائدها، وكان يتوجب<br />
على النوخذة يف ذلك الوقت أن يحفظ يف قلبه البحر وما فوقه من نجوم يستدل بها، وما تحته من مكامن لصيد اللؤلؤ. هذا اإلرث<br />
الذي حمله المؤسسون انعكس على منهجية عمل الشركة التي أطلقت مبادرات فريدة من نوعها على مستوى الصناعة البحرية يف<br />
تأهيل جيل كامل من أبناء الكويت ليكونوا النواخذة الجدد الذي يقودون ناقالت الكويت وهي تجوب العالم، ضمن منظومة متكاملة<br />
أنشأتها الدولة الستثمار الموارد النفطية بالشكل األمثل.<br />

تأسست شركة ناقالت النفط الكويتية<br />
من قبل كوكبة من رواد الصناعة الذين<br />
انتبهوا مبكراً إىل الفرصة االستراتيجية<br />
التي تمثلها الثروة النفطية بالنسبة لدولة<br />
الكويت وشعبها، واآلفاق الواسعة التي<br />
يمكن استثمارها لتحقق هذه الثروة عوائد<br />
أبعد من مجرد اعتبارنا بئراً للنفط الخام،<br />
فكانت الرؤية يف أن يمتلك أبناء الكويت<br />
دورة االقتصاد النفطي كاملة؛ من أول<br />

أمر آخر مهم نجم برنامج "مهارات" يف<br />
تحقيقه هو إزالة التباين يف مهارات ومعارف<br />
طاقم السفن على الرغم من حصولهم جميعاً<br />
على ذات الشهادات األكاديمية، وبذلك تحسن<br />
مستوى عمل الفريق والتناغم فيما بين<br />
أعضائه.<br />
ماذا بخصوص برنامج البعثات الدراسية؟<br />
ارتأت الشركة أنه من األفضل أن نستثمر يف<br />
عناصر وطنية بمجرد إنهائها للتعليم المدرسي،<br />
وأنا أحد هؤالء الطالب الذين حصلوا على منحة<br />
دراسية لنتخرج يف مجاالت الهندسة البحرية<br />
بشكل أكاديمي متكامل، بدالً من استقطاب<br />
خريجين من خارج المجال والعمل على<br />
تأهيلهم لدخول القطاع البحري.<br />
وقد بدأ برنامج المنح الدراسية الخاص<br />
بشركة ناقالت النفط الكويتية عام 1979،<br />
ويف الفترة ما بين عام 1979 وحتى عام<br />
1999 التحق بهذا البرنامج 113 مبتعثاً<br />
من الدارسين الكويتيين، الذين استكملوا<br />
دراساتهم بنجاح وعملوا برتب مهندس أول<br />
ورئيس مهندسين ويف طر يقهم إىل تقلد<br />
مناصب تحمل المسؤولية يف المقر الرئيس.<br />
ونفخر اليوم أن لدينا 29 ضابطاً بحرياً<br />
كويتياً يعملون على متن سفننا، تخرج 14<br />
منهم عن طريق برنامج المنح الدراسية<br />
الخاص بشركة ناقالت النفط الكويتية، كما<br />
أن لدى شركة ناقالت النفط الكويتية 23 طالباً<br />
يف المجال البحري يدرسون حالياً يف المملكة<br />
المتحدة، ونتطلع بحلول عام 2020 أن يكون<br />
لدينا ما يقارب 102 ضابطاً بحرياً كويتياً<br />
يعملون على متن أسطولنا. ونفخر بحمد<br />
هللا بالمستوى المهني العايل الذي يبديه<br />
خريجو برنامج البعثات الدراسية، إذ نكرس<br />
فيهم االنضباط والمهنية، ويقضون سنوات يف<br />
العمل الميداين وسط البحر، ليتخرجوا بكفاءة<br />
من مستوى عالمي، يف ذات الوقت الذي<br />
يتميزون به بالوالء واالنتماء الوطني الخالص.<br />

الكويتية، يحدثنا القبطان أحمد سالم عن<br />
تجربته يف العام 2008 عندما تعرضت ناقلته<br />
"الجابرية" لهجوم من القراصنة ضمن حملة<br />
تمكنوا فيها من اختطاف السفينة التي قبله<br />
والسفينة التي بعده، لكنه رفض االستسالم<br />
لهم، وعلى الرغم من االرتباك الكبير الذي<br />
تعرض له الطاقم، وعدم توافر تجهيزات<br />
وأسلحة يف الناقلة يف ذلك الوقت لمواجهة<br />
أكثر من ٨ قوارب سريعة وقارب بوم كبير،<br />
إال أنه تمكن بإصراره وثباته ومن خالل بعض<br />
التعديالت التي كان مهندسو الشركة قد قاموا<br />
بإجرائها على برج التحكم عبر بناء غرفة أمان<br />
مجهزة بالكامل إلدارة السفينة حال اختطافها،<br />
وتشغيل مضخات عمالقة للمياه شكلت<br />
شالالً ساتراً منع القراصنة من تسلق سطح<br />
الناقلة، إضافة إىل المناورة أثناء القيادة، كل<br />
تلك اإلجراءات مكنته من تفادي تعرض<br />
الناقلة لالختطاف، وكان شعور القبطان سالم<br />
أثناء تلك التجربة بأنه وهو يواجه القراصنة<br />
إنما يدافع عن قطعة من أرض الكويت تعوم<br />
فوق الماء.<br />

To what extent do the current rapid<br />
changes influence the shipping operations?<br />

Shipping has been considered as<br />
the backbone of global trade for<br />
a long time. This status quo of the<br />
shipping industry was never challenged<br />
at least in terms of the volume<br />
of goods that it carried for a<br />
large part of the 20th century. With<br />
regards to the total value of global<br />
trade in recent times, shipping had a<br />
slight role to play especially when it<br />
came to technology trade – that is<br />
the value that got created through<br />
the use of digital platforms.<br />
Today the world is again witnessing<br />
a massive paradigm shift in how the<br />
global trade flows. The traditional<br />
supply chains are being disrupted.<br />
The traditional business models of<br />
how goods moved from one place to<br />
the other are being challenged. The<br />
questions that the shipping industry<br />
is faced with today are two pronged<br />
– One: how will the future supply<br />
chains look like with respect to the<br />

ole of shipping and Two: how these<br />
rapid changes would impact the operations<br />
of the shipping industry<br />
which has been considered the bastion<br />
of traditions.<br />
To what extent additive manufacturing<br />
affects our current business<br />
models<br />
Today, we are no longer just talking<br />
about a cost arbitrage on production<br />
between geographies but more<br />
importantly, the way technological<br />
advancements like additive manufacturing<br />
impact our current business<br />
models. Why do we need to maintain<br />
a certain level of spares inventory<br />
when we could possibly “manufacture<br />
them” on demand with the same<br />
level of assurance and quality?<br />
The data revolution would also impact<br />
the way intellectual property<br />
is managed around proprietary designs,<br />
contracting models especially<br />
with the impending advancements<br />
in the open ledger technology. Further<br />
with all the changes happening<br />
around, there is a demand for greater<br />
transparency and assurance from a<br />
multitude of stakeholders involved in<br />
businesses.<br />
It is critical that stakeholders in<br />
businesses don’t just react to these<br />
changes happening around them but<br />
start proactively exploring the impact<br />
of these trends on their businesses.<br />
Let’s explore one such trend – additive<br />
manufacturing (AM) and its<br />
potential impact on the marine industry.<br />
Additive Manufacturing revolutionizes<br />
marine industry<br />
AM has the potential to revolutionize<br />
marine industry in many ways.<br />
Designers would be able to optimize<br />
by rapid prototyping, using AM to<br />
quickly produce parts and iterate new<br />
concepts and ideas, creating a better<br />
performing or more suitable part<br />
faster. They will also be able to simplify<br />
complex parts, by creating single<br />
parts where before they needed<br />
to combine a series of them; also by<br />
manufacturing parts with different<br />
materials. Additionally, they can produce<br />
lighter and stronger parts for<br />
users to benefit, simple structures<br />
could be made lighter, and complex<br />
structures could be made simpler,<br />
and then lighter.<br />
The future of AM for marine is<br />
open and the range and spread and<br />
depth of adoption of this technology<br />
will hinge around technological advances<br />
that could be prototyped and<br />
then certified safe, assured on quality<br />
and performance. Many stakeholders<br />
play a key part in making marine<br />
industry transform alongside AM<br />
technology. As LR we will continue<br />
playing a key technology qualification<br />
role along with an assurance role of<br />
this very exciting technology for the<br />
whole society and multiple sectors.<br />
As a step in this direction, LR in<br />
conjunction with TWI, released their<br />
jointly produced framework in 2017,<br />
now called "Guidance Notes for the<br />
Certification of Metallic Parts made<br />
by Additive Manufacturing."<br />
The framework is aimed at helping<br />
manufacturers and end users of<br />
equipment and components achieve<br />
quality-driven and safe adoption of<br />
AM technology. The updated issuance<br />
of these guidance notes reflects<br />
a more user-friendly approach to<br />
manufacturing certification, breaking<br />
down the approach into 5 key<br />
areas: design, materials, manufacturing,<br />
post-processing and inspection<br />
and testing. The scope of technologies<br />
and processes has also been<br />
extended to reflect industry trends,<br />
and now includes wire-arc additive<br />
manufacturing (WAAM), a process<br />
commonly used for larger-scale parts<br />
and production in shorter amounts<br />
of time. Laser powder bed fusion<br />
and laser metal deposition processes<br />
are also addressed with extended information<br />
and detail based on realworld<br />
expertise.<br />
It is domains like these where LR<br />
sees itself as an active independent<br />
stakeholder playing a key role in providing<br />
the much needed assurance<br />
and de risking some of the aspects<br />
of these upcoming technologies in a<br />
fast paced global ecosystem.<br />

Arctics: is it a future<br />
transport route?<br />

It is hardly possible to overestimate<br />
strategic and economic importance<br />
of transport routes (both by sea and<br />
land) laying through the territories of<br />
individual countries. In strategies of<br />
developing the economies of a number<br />
of countries, among other goals,<br />
the tasks of creating and developing<br />
transport infrastructure are laid. International<br />
projects are being created<br />
as for example, the economic belt<br />
of the silk route.<br />
Geography of countries may or<br />
may not facilitate such cooperation.<br />
But there are unique geographical<br />
positions of the country that can<br />
help solve problems not only to expand<br />
trade cooperation and increase<br />
trade flows, but also in general the<br />
development of entire territories. For<br />
Russia, such a unique project is the<br />
development of the Russian Arctic<br />
and its near-Arctic territories. But<br />
the socio-economic development of<br />
these territories is impossible without<br />
the reliable functioning of the<br />
Arctic maritime transport system.<br />
The Arctic is unique in its bioresources,<br />
it is called the "weather kitchen",<br />
it is a mineral deposit and for these<br />
reasons is attractive for many countries<br />
with unregulated territories.<br />
The development of the richest<br />
natural resources and the interest in<br />
developing them from the rapidly developing<br />
countries of the Asia-Pacific<br />
region makes the Far Eastern transport<br />
direction promising for Russia.<br />
Typically, the Arctic is understood<br />
as the northern polar region adjacent<br />
to the North Pole and bounded by<br />
the Arctic Circle (66 degrees 33 minutes<br />
N). This polar region includes<br />
land and sea spaces and airspace<br />
above them. The territory of the Arctic<br />
zone extends to 27 million km2<br />
and is divided into five sectors of responsibility<br />
between the US, Russia,<br />
Norway, Canada and Denmark. Land<br />
areas are under the sovereignty of<br />
the respective Arctic state. The marine<br />
part of the Arctic zone of Russia<br />
extends to seven seas - the Barents<br />
Sea, the Kara Sea, the Laptev<br />
Sea, the East Siberian, the Chukchi<br />
and the Bering seas. Russia declared<br />
claims to all the sea areas, including<br />
the straits - Vilkitsky, Shokalsky,<br />
Dmitry Laptev and Sannikov, which<br />
make up the Northern Sea Route<br />
(NSR), as historical.<br />
About 90% of the total area of<br />
Russia's shelf, which is 5.2 - 6.2 million<br />
km2, falls on the perspective oil<br />
and gas bearing areas. The Timan-<br />
Pechora, Yeniseisko-Laptevskaya,<br />
Barents-Kara, Indigiro-Chukotka oil<br />
and gas bearing provinces, as well as<br />
the Yuzhno-Yamal, Lena-Anabar and<br />
Anadyr oil and gas regions contain<br />
huge forecasted oil and gas reserves.<br />
The Northern Sea Route (NSR) is a<br />
waterborne northern transport artery,<br />
the potential of which, according<br />
to today's opinion, is only used by<br />
10%.<br />
The latest forecasts for the<br />
planned volumes of cargo transpor-<br />

tation along the routes of the Northern<br />
Sea Route for 2020 and 2030<br />
are significantly higher than those<br />
shown in the figure above. For example,<br />
according to the forecasts of<br />
Rosmorrechflot by 2020, the volume<br />
of shipments will be 44 million tons,<br />
and by 2030 it will increase to 70 million<br />
tons. According to the baseline<br />
scenario, from the Ministry of Industry<br />
and the Ministry of Natural Resources,<br />
the cargo flow through the<br />
Northern Sea Route may reach 72<br />
million tons by 2030, and in the future<br />
can grow up to 100-105 million<br />
tons. The total capacity of terminals<br />
in the seaports of Sabetta, Chaika,<br />
Tanalau, Arinay and a number of others<br />
is projected to be more than 117<br />
million tons per year. Such capacity<br />
will allow to ensure year-round movement<br />
of cargoes on the NSR.<br />
The volume of cargo transportation<br />
along the Northern Sea Route<br />
by the results of 2017 amounted to<br />
10.7 million tons, and in comparison<br />
with 2016 increased by 42.6%. 9.7<br />
million tons of cargo were transported<br />
by sea vessels, 797.2 thousand<br />
tons of river vessels were transported,<br />
194,400 tons were transported<br />
by transit vessels. It is expected that<br />
the bulk of cargo will later be associated<br />
with transportation of energy<br />
resources - liquefied natural gas<br />
(LNG) ), oil, coal, metals. Since the<br />
launch of the Yamal LNG LNG plant<br />
in December 2017, 5 LNG shipments<br />
have been sent from the Sabetta<br />
port by tanker gas carriers.<br />
China's step in Arctics<br />
Stable interest from China on the<br />
use of NSR in gas supplies is noteworthy.<br />
Commenting on the Chinese<br />
initiative of the Polar Silk Road in the<br />
Arctic, Vitaly Monkevich, president<br />
of the Russian-Asian Union of Industrialists<br />
and Entrepreneurs, said<br />
that the activity of Chinese carriers<br />
on the Yamal LNG project in 2018<br />
will grow at times. In 2017, China put<br />

days at sea<br />
As per average operational cost<br />
a day for Suezmax in average<br />
can be saved 200 000 usd/trip<br />
several transit cargo ships on the<br />
route. The way from the Asia-Pacific<br />
region to Europe along the Northern<br />
Sea Route by Chinese vessels took<br />
from seven to nine days, which is ten<br />
days shorter than the route through<br />
the Suez Canal. Accordingly, we can<br />
expect an increase in the activity of<br />
transit traffic from China to Europe,<br />
since the NSR presumes caravan<br />
tracking of ships - along with the<br />
tankers will go cargo ships. Thus, this<br />
year will see a further increase in the<br />
volume of transit cargo by the NSR.<br />
Russian icebreakers' fleet<br />
The ice fleet of Russia is 140 years<br />
old. Today, 44 ice-breakers are keeping<br />
watch, 5 of them are nuclear and<br />
39 diesel. Russia is the only country<br />
that has a fleet of nuclear icebreakers.<br />
The first five places in the rating<br />
of the ten largest icebreakers of the<br />
world were occupied by Russian icebreakers.<br />
For example, the icebreaker<br />
Yamal ranks second in the rating (laid<br />
in 1986), overcomes the ice thickness<br />
to 3 meters at a speed of 1-2 knots.<br />
In Russia, a unique experience in the<br />
construction of special equipment<br />
for the Arctic latitudes has been accumulated<br />
at the shipyards of the<br />
United Building Corporation (USC).<br />
OSK unites about 40 shipbuilding<br />
and ship repair yards, leading design<br />
bureaus and other enterprises and<br />
sets the development vector for the<br />
entire industry.<br />
In early February this year in St.<br />
Petersburg, Russia the ceremony of<br />
awarding the name of the new vessel<br />
PJSC Sovcomflot - "Yevgeny Primakov"<br />
took place. "Evgeni Primakov" is<br />
a state-of-the-art icebreaking vessel.<br />
It is built at the shipyard "Arctech<br />
Helsinki Shipyard", Finland. "Evgeni<br />
Primakov" is completing a series of<br />
4 ice-class ships built in Helsinki for<br />
the largest Russian shipping company<br />
Sovcomflot in order to service<br />
the oil and gas production platforms<br />
of the Sakhalin-2 project in the Far<br />
East. Thus, if there is a sufficient<br />
number of icebreaker escorts and<br />
parameters, the Northern Sea Route<br />
can become year-round in the wiring<br />
of ships, profitable for both transit<br />
and cabotage.<br />
Providing the Northern Sea Route<br />
is Russia's strategic task, the outcome<br />
of which will depend not only<br />
on the attractiveness of its oil and<br />
gas bearing near-Arctic territories<br />
(there are less risky territories), but<br />
also on its transit status.<br />

The Sulfur Cap and its<br />
impact on the industry<br />
The implementation of the 2020 global sulfur cap presents numerous<br />
compliance options for owners of newbuildings and existing tonnage<br />

The January 1 2020 deadline for<br />
compliance with the revision of IMO<br />
Marpol Annex VI presents multiple<br />
challenges for shipowners. These<br />
include availability of compliant lowsulfur<br />
fuel, technology retrofit issues,<br />
future-proofing against further regulation<br />
and even disruption to shipping<br />
operations.<br />
What we can be sure of is that the<br />
IMO has sent a clear signal: the 2020<br />
deadline is not negotiable. Of course,<br />
it does not have the responsibility of<br />
ensuring the required grade of fuel is<br />
available, but member states will act<br />
to ensure that supplies are in place<br />
and that penalties are levied for noncompliance<br />
in a consistent manner<br />
across the globe.<br />
Some industry organisations have<br />
gone further, calling for the banning<br />
of high sulfur fuel oil (HSFO) with<br />
exemptions only for ships that are<br />
fitted with scrubbers.<br />
The extent of availability and pricing<br />
of HSFO after January 2020 are<br />
unclear at this stage and the International<br />
Standards Organization has indicated<br />
that it will not be ready with<br />
an update of the ISO 8217 Bunker<br />
Fuel Standard for the 0.5% sulfur<br />
compliant fuel by the deadline.<br />
There have been warnings from<br />
some oil majors that the blending of<br />
HSFO with distillate fuel, envisioned<br />
as a means to produce the LSFO,<br />
may lead to fuel incompatibility is-<br />

sues and engine problems caused by<br />
high levels of catalytic fines.<br />
Others worry that because there<br />
is no specification or experience yet<br />
for the LSFO the industry expects to<br />
use, that there will be a risk of trade<br />
disruption if insufficient supplies are<br />
available.<br />
What’s needed from shipowners?<br />
We’re seeing a number of owners<br />
considering adopting low sulfur fuel<br />
and some who have opted for LNG<br />
as fuel or scrubbers, but critical to<br />
decision-making is an evaluation that<br />
considers the available technical options<br />
and economics of each.<br />
So far, approximately 100 vessels<br />
are on order with LNG as a propulsion<br />
fuel, and 100 are already in operation.<br />
According to industry estimates<br />
between 200 and 300 scrubber systems<br />
have been ordered or are already<br />
in operation mainly for ferries<br />
and cruise ships, which operate for<br />
a high percentage of time inside an<br />
Emissions Control Area, where sulfur<br />
limits are even lower. Hence the<br />
majority of the 50-60,000 ships that<br />
will be subject to the global cap will<br />
likely have to bunker LSFO before<br />
January 1, 2020.<br />
Before shipowners can choose their<br />
2020 compliance solution, they must<br />
understand the available options for<br />
their fleet, their trading patterns and<br />

future operations. This is relevant for<br />
new construction projects as well as<br />
for all ships in operation.<br />
For newbuildings that are also intending<br />
to operate inside an ECA, the<br />
situation is compounded by the IMO<br />
Tier III NOx emission requirements.<br />
It will be necessary to install a main<br />
engine that is Tier III compliant (as<br />
some engines are when operating<br />
in gas mode) or design these vessels<br />
with NOx abatement technology<br />
such as Exhaust Gas Recirculation or<br />
Selective Catalytic Reduction systems<br />
for main and auxiliary engines.<br />
ABS emphasizes the Techno-Economic<br />
Evaluation<br />
ABS believes that key to supporting<br />
owners during the transition to<br />
low sulfur shipping is techno-economic<br />
evaluation, a unique decision<br />
support process that identifies technical<br />
feasibility and key parameters<br />
such as life cycle costs, net savings,<br />
payback period and rate of return on<br />
investment.<br />
The ABS Techno-Economic Evaluation<br />
considers ship design, equipment<br />
details, trading routes, fuel cost<br />
trends and fleet analysis to establish<br />
a base trading case and alternative<br />
technology and fuel scenarios. This<br />
information can assist owners to<br />
make a meaningful comparison between<br />
the options and select their<br />
preferred solution for retrofitting or<br />
new construction projects.<br />
ABS has published guidance to<br />
help owners understand the steps<br />
they will need to take to implement<br />
exhaust gas scrubbers onboard ship<br />
as well as an Advisory to the 2020<br />
sulfur cap itself. In addition ABS offers<br />
the ‘LNG or Scrubber ready’ notation<br />
concept for newbuilds, which<br />
allows an owner to prepare a vessel<br />
for implementing LNG or scrubber<br />
options at a later date.<br />
For compliance-minded shipowners,<br />
the 2020 sulfur cap is a fact of<br />
life, not a matter of debate. The industry’s<br />
response will be critical to<br />
defining the future of cleaner shipping<br />
and ultimately moving it towards<br />
the next environmental challenge.<br />

هناك تحذيرات من بعض شركات البترول<br />
الكبرى بأن مزج الوقود عايل الكبريت مع<br />
الوقود المقطر، وهي إحدى طرق إنتاج وقود<br />
منخفض الكبريت، قد يؤدي إىل مشكالت<br />
من حيث عدم توافق الوقود مع المحركات<br />
نتيجة احتوائه على مستويات عالية من<br />
المواد الحفازة.<br />
والبعض اآلخر قلق من مخاطر تؤثر<br />
على قطاع التجارة إذا لم تتوافر إمدادات<br />
كافية، نظراً لعدم وجود مواصفات أو خبرات<br />

ما هو المطلوب من مالك السفن؟<br />
يدرس عدد من مالك السفن اعتماد<br />
الوقود منخفض الكبريت، والبعض اآلخر<br />
الغاز الطبيعي المسال، بينما سيلجأ البعض<br />
إىل تركيب أجهزة غسيل الغاز. ولكن من<br />
المهم اتخاذ القرار بناءً على عملية تقييم<br />
تأخذ يف االعتبار الخيارات التقنية المتاحة<br />
والجانب االقتصادي لكل منها.<br />
حتى اآلن، قدمت ما يقرب من 100<br />
سفينة طلبات للتحول إىل استخدام الغاز<br />
الطبيعي المسال كوقود، وهناك 100 سفينة<br />
تعمل بالفعل بالغاز المسال. ووفقا لتقديرات<br />
الصناعة، هناك ما بين 200 و300 نظام<br />
غسيل الغاز تم طلبها أو قد تم تركيبها<br />
بالفعل بشكل رئيس يف العبارات والسفن<br />
السياحية التي تعمل معظم األوقات داخل<br />
مناطق التحكم يف االنبعاثات )ECA( حيث<br />
النسبة المحددة النبعاثات الكبريت أقل.<br />
وستضطر الغالبية العظمى من السفن<br />
التي يتراوح عددها بين 60-50 ألف سفينة<br />
والتي ستشملها المعايير الجديدة للحد من<br />
انبعاثات الكبريت، إىل أن تعمل بالوقود<br />
منخفض الكبريت قبل األول من قبل األول<br />
من يناير 2020.<br />
وقبل أن يتمكن مالك السفن من اختيار<br />
الحلول المناسبة لهم لالمتثال للقرار بحلول<br />
عام 2020، عليهم فهم الخيارات المتاحة<br />
أمامهم وأنماط التجارة والعمليات الخاصة<br />
بهم يف المستقبل. وينطبق ذلك على السفن<br />
العاملة وتلك التي يتم بناؤها حالياً.<br />
وبالنسبة للسفن الجديدة التي تعتزم<br />
العمل داخل مناطق التحكم يف االنبعاثات،<br />
فإن الوضع يزداد تعقيداً بسبب متطلبات<br />
ضبط االنبعاثات الصادرة عن المنظمة البحرية<br />
الدولية من المستوى الثالث بالنسبة ألكاسيد<br />
النيتروجين، حيث سيكون من الضروري<br />
تركيب محرك رئيسي متوافق مع المستوى<br />
الثالث )مثل بعض المحركات عندما تعمل<br />
يف وضع الغاز( أو أن يتم تهيئة هذه السفن<br />
بتقنيات للحد من أكاسيد النيتروجين مثل<br />
إعادة تدوير غاز العادم أو أنظمة التحفيز<br />
االنتقايئ لتحويل أكاسيد النيتروجين إىل غاز<br />
نيتروجين وماء، وينطبق ذلك على المحركات<br />
الرئيسية واالحتياطية.<br />
"أي يب إس" تؤكد على أهمية التقييم<br />
التقني االقتصادي<br />
تؤكد هيئة التصنيف األمريكية "أي يب<br />
إس" أن عملية التقييم التقني االقتصادي<br />
ضرورية لمساعدة مالك السفن خالل عملية<br />
التحول إىل الوقود منخفض الكبريت، وذلك<br />
لدعم اتخاذ القرار وتحديد الجدوى التقنية<br />
وتحديد العوامل الرئيسية مثل تكاليف دورة<br />
الحياة والوفورات الصافية وفترة االسترداد<br />
ومعدل العائد على االستثمار.<br />
تتضمن عملية التقييم التقني االقتصادي<br />
عدة عوامل تشمل تصميم السفينة،<br />
وتفاصيل المعدات، وطرق التجارة، والتوجهات<br />
يف تكاليف الوقود، وتحليل بيانات األسطول،<br />
وذلك إلعداد دراسة الحالة األساسية ووضع<br />
سينار يوهات بديلة للتقنيات والوقود<br />
المستخدم. ومن شأن هذه المعلومات أن<br />
تساعد مالك السفن على إجراء مقارنات<br />
دقيقة بين الخيارات المتاحة واتخاذ قرارات<br />
مدروسة الختيار الحلول المناسبة سواء<br />
إلعادة تأهيل السفن أو بالنسبة لمشروعات<br />
بناء السفن الجديدة.<br />

األمر المؤكد هو أن المنظمة البحرية<br />
الدولية قد أرسلت إشارة واضحة مفادها أن<br />
الموعد النهايئ يف 2020 غير قابل للنقاش.<br />
وبالطبع ال تتحمل المنظمة مسؤولية ضمان<br />
توافر نوعية الوقود المطلوبة، ولكن الدول<br />
األعضاء ستعمل على ضمان توافر اإلمدادات،<br />
وفرض عقوبات على عدم االمتثال بطريقة<br />
متسقة يف جميع أنحاء العالم.<br />

The oil and gas billionaire who never signs on a bank check!<br />
Dr. Ravi Kumar Mehrotra: A Sofi man empowered<br />
me to end up owning a 1.5 billion dollars<br />
Ravi Kumar Mehrotra started his working life with a passion<br />
for the sea that he has never lost. Leaving his home<br />
in Kanpur in the heart of India he travelled the 1000km to<br />
study Marine Engineering in Calcutta, graduating in 1964<br />
and then joining the Shipping Corporation of India (SCI) in<br />
the same year. He had no idea at that time how that decision<br />
would shape the rest of his life and that of his future<br />
family. Recognising his unique blend of technical knowledge<br />
and entrepreneurship, Ravi was selected by the then<br />
managing agents of SCI to join the initial team that successfully<br />
grew the SCI fleet from a few vessels to a fleet<br />
of 150 by 1974. Business was now in his blood, and his<br />
knowledge had been growing over the years with increasing<br />
responsibility as a technical manager and involvement<br />
in ship acquisitions and commercial management.<br />
On day an Iranian sofi man met Dr. Ravi coincidentally<br />
advising him to start his own business and never sign any<br />
cheque book!!<br />
Ravi’s skills were now apparent and when the Iranian<br />
and Indian Governments decided in 1974 to set up a<br />
joint national shipping line called, Iran-O-Hind (IOH) as<br />
a 51/49% joint venture, he was seen as having the ideal<br />
set of skills. He was selected as the candidate to lead<br />
the venture. Starting with a shipping company with no<br />
ships, he led the acquisition of bulk carriers focussed on<br />
the iron ore trade but widened his areas of interest to<br />
include tankers and refrigerated cargoes over a nine year<br />
period. This was a difficult period of change in Iran and<br />
Ravi learnt the need to keep close to the changing winds<br />
of politics as both a threat and opportunity. This experience<br />
has left him with a driving passion for reading and<br />
the desire to look for opportunity in the complex world of<br />
socio-political led economic change.<br />
A unique individual with self-made success does not go<br />
unnoticed. From 1984 Ravi had always been a prominent<br />
member of the London shipping scene and renowned for<br />
his hospitality to the world-wide shipping community. The<br />

Queen recognised him for this contribution to the UK<br />
and he was awarded a CBE in 2006. Looking back on his<br />
achievements however is not part of the character of Ravi<br />
and despite being over 70 years old he decided in 2013,<br />
that the future of the Foresight Group lay in expanding<br />
the Drilling division, so he moved to Dubai to be sure he<br />
was close to the action and his local Drilling and Shipping<br />
team. That inspired him to order new rigs from China and<br />
the confidence to declare to the family that his vison was<br />
for the Foresight Group was to maintain its reputation<br />
and operations for 100 years which would take the Group<br />
to a centenary celebration in 2084. With the third generation<br />
of the Mehrotra family being introduced to the<br />
business the foundation is being built to make that vison<br />
a reality.<br />

الدكتور رافي كومار مهروترا: كلمات رجل صوفي<br />
جعلتني أمتلك ثروة تزيد على مليار ونصف دوالر<br />
عبر مسيرة حياته المليئة باإلثارة والمواقف المفاجأة، نجح الدكتور<br />
رايف كومار مهروترا يف بناء امبراطورية من األعمال التجارية الناجحة<br />
التي بدأت بقطاع الشحن وإدارة السفن، لتتوسع إىل مجاالت تجارة<br />
التجزئة وخدمات الضيافة والمطاعم.<br />
كانت البداية عندما قرر أن يكون مختلفاً عن بايق أفراد أسرته<br />
الذين يمتهنون جميعهم الطب وما يرتبط به من تخصصات، ما<br />
جعله يضج من الحديث عن الداء والدواء طوال اليوم، ليقرر أنه يريد<br />
أن يختار تخصصاً بعيداً كل البعد عن الطب، فتوجه إىل الهندسة<br />
البحرية، التي عشقها ووجد فيها ويف محيطاتها آفاقاً مليئة بالمغامرة.<br />
تدرج يف العمل الوظيفي إىل جانب تدرجه يف التحصيل األكاديمي،<br />
ليجمع بين العمل التطبيقي والعلمي يف الوقت ذاته، إىل أن جاءه<br />
عرض للعمل يف إيران، كمدير لشركة شحن بحري ناشئة عبر شراكة<br />
بين شاه إيران آنذاك، والحكومة الهندية، على أن يكون رأس مالها<br />
15 مليون دوالر يتم دفعه عن بدء عمل الشركة.<br />
إال أن شاه إيران لسبب ما قرر تقسيط دفعات رأس المال، لتصبح<br />
الدفعة األوىل يف الشركة مليوين دوالر، وسرعان ما عاجلته األحداث<br />
لتطيح به الثورة، ويجد الدكتور رايف نفسه على رأس شركة ليس<br />
فيها رأس مال.<br />
كان القرار بأن تغلق الشركة ويعود إىل بلده، ولكنه قرر مواجهة<br />
التحدي وعدم القبول بالفشل، لتكون هذه المرحلة هي أهم خبرة<br />
يف حياته، ويتعلم منها كيف يدير شركة شحن بحري من ال شيء.<br />
األحداث المتوالية بعد الثورة اإليرانية دفعت مهروترا إىل تحويل<br />
كل مالمح األزمة فيها إىل فرصة، وبالفعل تمكن من تحقيق أرباح<br />
استثنائية يف ظروف كان الجميع فيها يتعرض للخسارة واإلفالس.<br />
الدكتور رايف مهروترا وكيتاك ليم رئيس المنظمة البحرية الدولية<br />
وخالل إقامته يف إيران التقى بشكل عابر برجل صويف، لكن<br />
كلماته كان لها األثر يف تغيير حياة مهروترا إىل األبد، إذ قال له اترك<br />
عملك وانطلق لتؤسس شركتك الخاصة، وحذره من أن يوقع على<br />
أي شيك يف حياته، ألنه إذا وقع على الشيك سيتعلق قلبه بالمال<br />
ويشوش عليه تركيزه يف تنمية أعماله.<br />
وبالفعل، وأثناء تحقيقه لذروة نجاحه الوظيفي قرر االستقالة،<br />
ليتوجه إىل لندن ويؤسس شركته يف مجال خدمات الحفر والتنقيب<br />
عن البترول، ولم يكن يملك رأس المال الالزم لتأسيس شركته، إال<br />
المهارة التي اكتسبها من أزمة عدم إتمام الشاه لتسديد رأس مال<br />
الشركة التي كان يعمل بها يف إيران.<br />
وبالفعل نجح يف بناء شركته التي جعل فيها اإلنسان أوالً، فاهتم<br />
بتكريس ثقافة الجودة والسالمة وحماية البيئة لتصبح أشبه بعقيدة<br />
يحملها كل الموظفين الذين يملؤهم الحماس والوالء للشركة، هذه<br />
الروح تحولت إىل كفاءة يف أداء الشركة لتصل القدرة التشغيلية<br />
لمنصات الحفر إىل ٪99، وهذا المستوى العايل من كفاءة العمل<br />
سمح لشركة الدكتور مهروتو بأن تنافس يف السوق خالل فترة أزمة<br />
أسعار البترول، ألن شركته ال تعاين من تكاليف هدر وقت العمل كما<br />
تعاين منها الشركات المنافسة، وبالتايل أصبح قادراً على المنافسة<br />
بشكل أكبر ألن نفقاته التشغيلية أقل بكثير من أي منافس يمكن<br />
أن يحاول حرق األسعار أو المقايضة على الجودة، وهذا هو السر<br />
الذي تمكن من خالله الدكتور رايف من تحقيق الصدارة، وليكون له<br />

be possible to request the court to<br />
appoint an expert with a view to investigating<br />
status and details of the<br />
corporate debtor.<br />
The case study below demonstrates<br />
that if a party is struggling<br />
with identifying assets for the purposes<br />
of starting attachment proceedings,<br />
it may be possible to utilize<br />
the attachment proceedings in court<br />
for the purposes of asset investigation.<br />

the claimant contracted to carry out<br />

The problem of debt recovery in<br />
the United Arab Emirates (“UAE”)<br />
remains of high interest to our clients<br />
both locally and abroad. In this<br />
article we want to highlight the tools<br />
that are available for deft recovery if<br />
you are prepared to put time and effort<br />
in it.<br />
Any debt collection process should<br />
start with the asset investigation exercise<br />
where you identify the debtor’s<br />
assets. If you skip this step, the creditor<br />
risks wasting significant amount<br />
of time and costs in court or arbitration<br />
if the debtor does not have any<br />
assets which can be seized to satisfy<br />
the debt.<br />
The easiest information to get hold<br />
of is that which is publicly available.<br />
Unfortunately, in the UAE very little<br />
information is open to the public.<br />
By far the most prudent approach is<br />
to obtain as much as information as<br />
possible about your counterparty at<br />
the time when you enter into contract<br />
with them or during performance<br />
of the contract.<br />
Struggling with identifying assets<br />
Typically, the asset investigation<br />
exercise precedes the any judicial<br />
procedure for obtaining security over<br />
these assets. In the UAE, there is no<br />
mechanism for pre-action disclosure<br />

ant. Acting in breach of contract, the<br />
defendant sought to suspend work<br />
on the projects, and attempted to<br />
reduce the agreed work scope and<br />
price. The claimant has incurred significant<br />
expenses in performance of<br />
the contract. As a result, the claimant<br />
has a claim against the defendant<br />
in the amount of over USD 45 million.<br />
The defendant was a free zone<br />
company based in a small office in<br />
Sharjah. It did not have any obvious<br />
assets, but the claimant suspected<br />
that substantial amounts of funds<br />
go through the defendant’s bank account<br />
in Dubai.<br />
Legal recommendations<br />
A good place to start most of the<br />
recovery actions is to send a letter<br />
of demand attaching a statement of<br />
account. The defendant has not responded<br />
to this letter. The next step<br />
in this case was to send a legal notice,<br />
which is a duly signed and notarized<br />
document that demonstrates to the<br />
debtor that the creditor has initiated<br />
official means to collect the debt.<br />
As a next step, the claimant applied<br />
for an order for precautionary seizure<br />
(attachment) of the defendant’s assets.<br />
This action can be taken before<br />
or after the first two steps outlined<br />
above. The claimant filed an application<br />
under Article 252 of the CPC in<br />
Sharjah Courts to attach five bank<br />
accounts with five different banks in<br />
the UAE, the physical office of the<br />
defendant and any real estates and<br />
cars owned by the defendant. The<br />
details of the bank accounts were<br />
sourced from the earlier payments<br />
made by the defendant. The claimant<br />
further applied for a court order to<br />
raid the defendant’s offices to record<br />
the contents of the attached office,<br />
which was granted by the Courts.<br />
The Court based its judgment on Article<br />
252(1)(b) of the CPC, ruling that<br />
the defendant is effectively a foreign<br />
company, with foreign shareholders,<br />
and its difficult financial situation<br />
means that there is a real risk of asset<br />
dissipation.<br />
As a result of the raid, a court expert<br />
attended at the defendant’s<br />
offices and recovered substantial<br />
amounts of documents. The documents<br />
have demonstrated that the<br />
defendant has assets which can be<br />
traced to the bank accounts outside<br />
the UAE and also holds shares in another<br />
local company. As a next step,<br />
the defendant was able to file a new<br />
application for attachment of the<br />
shares, profits and dividends of the<br />
defendant’s shares in that subsidiary<br />
and defendant’s parent company.<br />
This case study demonstrates that<br />
the scope for obtaining attachment<br />
in the UAE courts is fairly wide, if<br />
used timely and strategically.<br />

Logistics industry leaders discuss key trends<br />
and market insights at Breakbulk Middle East<br />

A positive outlook on 2018 and beyond<br />
was the key topic tackled during<br />
Breakbulk Middle East at ADNEC,<br />
Abu Dhabi. HE Dr. Abdullah Salem Al<br />
Katheeri, Director General, Federal<br />
Transport Authority – Land & Maritime<br />
(FTA) commented, “Our local<br />
maritime ports offer competitive advantages<br />
matching the world’s leading<br />
maritime centres. We are committed<br />
in offering logistics providers<br />
operating in the UAE with the most<br />
advanced and ideal setting.”<br />
Al Katheeri added, “The UAE is a<br />
key player in driving offshore investment<br />
in the Middle East region, with<br />
a total growth of $170 to $190 billion<br />
between 2014 and 2017. It currently<br />
accounts for an estimated 30 to 35<br />
percent of total regional maritime<br />
sector investment at $66 billion.”<br />
Capt. Mohamed Juma Al Shamisi,<br />
CEO of Abu Dhabi Ports emphasized,<br />
“The maritime and shipping<br />
trade industry accounts for 90% of<br />
the global trade market. The Breakbulk<br />
ME conference came at a very<br />
important time for Abu Dhabi Ports,<br />
the UAE, and the region, which has<br />
become one of the leading markets<br />
for this vital sector.”<br />
Al Shamsi added, “Abu Dhabi Ports<br />
is achieving remarkable performance<br />
in all of its operations, especially in<br />
the general cargo and bulk business.<br />
Last year, it handled 18.628 million<br />
tons, the highest ever record since<br />
its inception in 2006. The CAGR of<br />
general cargo and bulk in the last five<br />
years is 70% and we expect this year<br />
to be a further record year.”<br />
Ideal platform for the logistics<br />
industry<br />

Blamire, Commercial Director clarified,<br />
“Breakbulk Middle East brings<br />
the region’s foremost experts in the<br />
industry together with the leading<br />
shippers, carriers, freight forwarders,<br />
transport specialists and related service<br />
providers here to discuss how to<br />
strengthen the value chain. We look<br />
forward to the third annual conference<br />
next month, which will no doubt<br />

continued development of the industry<br />

The conference witnessed a panel<br />
discussion by leading shippers, car-<br />

Speaking about the importance of<br />
maritime training and education, HRH<br />
Princess Sarah Al Saud, Director of<br />
Maritime Business Development at<br />
AASTMT highlighted the academy’s<br />
role in facing training challenges in<br />
the region. She explained, “Maritime<br />
education and training must be of a<br />
high and consistent quality, throughout<br />
the world. Therefore, the European<br />
Commission accredited both<br />
the educational and maritime training<br />
systems, and certification systems<br />
adopted by the academy. The<br />
recognition of the Academy as an<br />
academic nautical institution in accordance<br />
with the requirements of<br />
the European Union Parliament allows<br />
the Academy graduates to work<br />
on EU vessels.”<br />
Breakbulk possesses future opportunities<br />
Abdulla Bin Damithan, Commercial<br />
Director - UAE Region at DP World<br />
described breakbulk as one of trade’s<br />
"most promising sectors". He also<br />
said that while the sector possesses<br />
its own share of challenges for 2018,<br />
the overall outlook was "encouraging"<br />
and that breakbulk remained a<br />
"source of opportunity for the region.”<br />
To maintain sustainable growth, he<br />
urged industry in the region to "work<br />
together" to promote the industry<br />
and to further simplify the supply<br />
chain. Regionally, Bin Damithan said,<br />
the market was looking at recovery.<br />
Growth in infrastructure investment<br />
in Dubai in particular was being driven<br />
by construction for Expo 2020.<br />
"DP World is preparing to handle an<br />
increase of project cargo in connection<br />
with the Expo," he added.<br />

more imperative for the industry to<br />
come together in order to adapt to<br />
this change. The future belongs to<br />
those who prove to be versatile and<br />
can reorient themselves towards this<br />
new reality. We believe that Breakbulk<br />
Middle East plays an important<br />
role in that and we could not be more<br />
pleased to support the region’s leading<br />
industry platform for networking<br />
and knowledge exchange.”<br />
The third annual conference was<br />
held at ADNEC from 6-7 February<br />
2018 welcoming 70 exhibitors, 30<br />
speakers and 2000 delegates. In addition<br />
to the exhibition, the event offered<br />
a full conference program, educational<br />
seminars, all of which are free<br />
for attendees, as well as networking<br />
opportunities, including luncheons<br />
hosted by leading shippers.<br />

الصناعية، وندوة حول ما إذا كانت منصات<br />
الشحن عبر اإلنترنت تؤدي إىل صناعة<br />
المشاريع الرقمية.<br />
وبالحديث عن أهمية التعليم والتدريب<br />
البحري، سلطت صاحبة السمو الملكي<br />
األميرة سارة آل سعود، مديرة تنمية<br />
األعمال البحرية باألكاديمية العربية للعلوم<br />
والتكنولوجيا والنقل البحري الضوء على دور<br />
األكاديمية يف مواجهة تحديات التدريب يف<br />
المنطقة. وأوضحت: "يجب أن يكون التعليم<br />
والتدريب البحري على أعلى مستوى من<br />
الجودة والكفاءة يف جميع أنحاء العالم. لذلك،<br />
اعتمدت المفوضية األوروبية كالً من أنظمة<br />
التدريب التربوي والبحري، ونظام إصدار<br />
الشهادات المتبعة من قبل األكاديمية، كما<br />
أن االعتراف باألكاديمية كمؤسسة بحرية<br />
أكاديمية بحسب متطلبات برلمان االتحاد<br />
األورويب يسمح لخريجي األكاديمية بالعمل<br />
على سفن االتحاد األورويب ".<br />
يتيح معرض "بريك بالك الشرق األوسط"<br />
فرصاً مستقبلية أمام المنطقة<br />
وصف عبد هللا بن دميثان، المدير<br />
التجاري يف موائن ديب العالمية – اإلمارات<br />
معرض "بريك بالك الشرق األوسط" بأنه<br />
أحد "القطاعات الواعدة" يف مجال التجارة.<br />
وأكد أيضاً أنه وبالرغم من أن القطاع يواجه<br />
مجموعة من التحديات لعام 2018، أال أن<br />
التوقعات العامة كانت "مشجعة" وأن بريك<br />
بالك ال يزال "مصدراً للفرص المتاحة أمام<br />
المنطقة".<br />
وحفاظاً على النمو المستدام، حث بن<br />
دميثان رواد الصناعة يف المنطقة على<br />
"العمل معاً" لتعزيز هذه الصناعة وتبسيط<br />
سلسلة التوريد. وعلى الصعيد اإلقليمي،<br />
أكد بن دميثان على أن السوق يتطلع إىل<br />
إعادة التوازن، كما قال إن تزايد االستثمار يف<br />
البنية التحتية يف ديب على وجه الخصوص<br />
كان مدعوماً ببناء معرض إكسبو 2020.<br />
وأضاف:" تستعد موائن ديب العالمية للتعامل<br />
مع زيادة شحنات المشروع فيما يتعلق<br />
بالمعرض".<br />
وقال محمد جابر، مدير العمليات يف شركة<br />
"أجيليتي اإلمارات" للخدمات اللوجستية:<br />
"تشهد صناعتنا حالياً نقلة نوعية، ويرجع<br />
ذلك إىل التغيرات يف التكنولوجيا والمناطق<br />
الجيوسياسية، ولذلك يجب على جميع رواد<br />
الصناعة توحيد جهودهم من أجل التكيف مع<br />
هذا التغيير. حيث يقف المستقبل أمام الذين<br />
يثبتون أنهم قادرون على التكيف مع جميع<br />
الظروف والتحديات ويمكنهم أن يعيدوا<br />
توجيه أنفسهم فيما يتناسب مع الظروف<br />
الحالية. ونحن نعتقد أن معرض "بريك بالك<br />
الشرق األوسط" يلعب دوراً هاماً يف ذلك،<br />
ويسعدنا أن ندعم منصة الصناعة الرائدة يف<br />

األوسط" الذي عقد يف أدنيك أبوظبي بنظرة<br />
إيجابية لعام ، 2018 حيث علق سعادة<br />
الدكتور عبدهللا سالم الكثيري المدير العام<br />
للهيئة االتحادية للمواصالت البرية والبحرية<br />
قائالً: "توفر موانئنا البحرية المحلية مزايا<br />
تنافسية تتالءم مع المراكز البحرية الرائدة<br />
يف العالم. ونحن ملتزمون بتقديم خدمات<br />
لوجستية يف دولة اإلمارات العربية المتحدة<br />
مع توفير أفضل بيئة للعمل ".<br />
وأضاف الكثيري: "تعد دولة اإلمارات<br />
العربية المتحدة العباً رئيساً يف دفع عجلة<br />
االستثمارات البحر ية يف منطقة الشرق<br />
األوسط، حيث بلغ إجمايل نموها ما بين<br />
170 إىل 190 مليار دوالر بين عامي 2014<br />
و2017، والتي تمثل حالياً ما نسبته 35-30<br />
بالمئة من إجمايل استثمارات القطاع البحري<br />
اإلقليمي والتي تبلغ قيمتها 66 مليار دوالر"<br />
وعلق كابتن جمعة الشامسي، الرئيس<br />
التنفيذي لموائن أبوظبي قائالً: "يمثل قطاع<br />
التجارة البحرية والنقل البحري ما نسبته<br />
90 بالمئة من سوق التجارة العالمي. وقد<br />
جاء معرض "بريك بالك الشرق األوسط" يف<br />
وقت هام جداً لموائن أبوظبي ولدولة اإلمارات<br />
والمنطقة التي أصبحت إحدى األسواق<br />
الرائدة يف هذا القطاع الحيوي".<br />
وأضاف الشامسي: "حققت موائن أبوظبي<br />
أداءً متميزاً يف جميع عملياتها، وخاصة يف<br />
مجال شحن البضائع العامة واألعمال<br />
التجارية بالجملة. وقد قامت موائن أبوظبي<br />
يف العام الماضي بالتعامل مع 18.628<br />
