Joining IMO’s Executive Council...
What's next for the UAE?
It is pleasant to work hard in order to achieve your
goals. Winning the IMO’s Executive Council as a category
B member is one of the UAE’s immense achievements,
but is this enough?
Of course not, this achievement is another milestone
in the UAE’s journey to become one of the preeminent
countries in the world. During this journey, we always
need to look back and evaluate our achievements as the
IMO’s Executive Council membership puts a huge responsibility
on the UAE and opens up new opportunities ahead
of the country.
One of the factors that we need to consider in order to
continue our journey to become one of the world’s leading
countries in the maritime sector is developing our marine
infrastructure and ensuring that we have the best maritime
facilities in all sectors.
The Quality of Port Infrastructure Index, currently being
executed by the Federal Transport Authority for Land
and Maritime represents a remarkable achievement in this
field, because it will be a unit to measure the effectiveness
and efficiency of our ports and marine facilities. Therefore,
we will be able to develop them, because the rules of
management have taught us that everything that can be
measured can be developed.
We look forward to motivating the national companies
concerned with ensuring the safety of assets in order to
restructure their operational plans to invest in this Index
and contribute to it and to support the Federal Authority
in following up with the results of this Index and to be the
executive part in this field.
Another important thing that the UAE’s maritime entities
should consider is launching a national center for
maritime information and knowledge, as information is the
key pillar in developing the economy. I hope that all entities
will adopt the culture of disclosure and to share data;
in order to build a maritime economy based on knowledge.
We at Marasi News will be one of the major supporters to
establish a maritime knowledge center.
ماذا بعد االنضمام للمكتب التنفيذي للمنظمة
البحرية الدولية؟
عندما أراقب ما تنجزه اإلمارات يف كافة قطاعاتها وفعالياتها
االقتصادية والتنموية؛ يحضرين قول الشاعر:‏
وإذا كانت النفوس كباراً‏
تعبت يف مرادها األجسام
وكم هو جميل هذا التعب الذي يبذله صاحب الهمة على طريق
الصعود إىل القمة،‏ ويمثل انضمام اإلمارات إىل عضوية المكتب
التنفيذي للمنظمة البحرية الدولية عن الفئة ب إحدى القمم التي
ترتقيها الدولة،‏ ولكن هل هي ذروة القمم؟
بطبيعة الحال ال،‏ فقد كانت تلك الرحلة بمثابة الخطوة األوىل
الرامية لكي تكون اإلمارات أفضل دول العالم،‏ ويجدر بنا أن نراجع
مشوارنا عند المحطات الهامة،‏ ومنها بطبيعة الحال عضوية الدولة
يف أهم منظمة عالمية يف القطاع البحري،‏ إذ تتحمل اإلمارات اآلن
مسؤوليات كما تتاح لها فرص لها لم تكن كما يف السابق.‏
األمر األول الذي يتوجب علينا مراجعته كي نواصل مشوارنا
لنكون أفضل دول العالم يف القطاع المالحي هو تطوير البنية التحتية
المالحية وضمان امتالكنا ألرىق المرافق المالحية يف كافة القطاعات،‏
ولعل مؤشر جودة البنية التحتية للموائن الذي يتم تنفيذه حالياً‏ من
قبل الهيئة االتحادية للمواصالت البرية والبحرية يمثل إنجازاً‏ بارزاً‏
يف هذا المجال،‏ ألنه سيكون وحدة قياس مستوى وكفاءة موانئنا
ومرافقنا البحرية،‏ وبالتايل سنتمكن من تطويرها،‏ ألن قواعد اإلدارة
تعلمنا أن كل ما يمكن قياسه يمكن تطويره.‏
ونتطلع إىل تفعيل دور الشركات الوطنية المعنية بضمان سالمة
األصول،‏ كي تعيد بناء خططها التشغيلية الستثمار هذا المؤشر بل
والمساهمة فيه،‏ ولتكون رادفاً‏ يدعم الهيئة االتحادية يف متابعة نتائج
هذا المؤشر،‏ ولتكون ذراعاً‏ تنفيذياً‏ لها يف هذا المضمار.‏
األمر اآلخر الهام الذي يجب على تجمع المالحة اإلمارايت أن يبادر
بإنشائه هو إطالق مركز وطني للمعلومات والمعرفة المالحية،‏ ألن
المعلومات هي مفتاح تطوير االقتصاد،‏ وأتمنى من كل مؤسسة
أن تتبنى ثقافة اإلفصاح وتفرج عما تملكه من بيانات؛ من أجل بناء
اقتصاد مالحي قائم على المعرفة،‏ ونحن يف مراسي نيوز سنكون
من أهم الداعمين إلنشاء هذا المركز المعلومايت المالحي.‏
