Planning <strong>for</strong> Outdoor Life!<br />

Catalogue of Ideas <strong>for</strong> Outdoor Strategies<br />

A strategy <strong>for</strong> outdoor life is an overall scheme arranged in order of<br />

priority <strong>for</strong> the best possible planning of future outdoor life.<br />

Independent strategies <strong>for</strong> outdoor life may help draw attention to<br />

the issue while indicating guidelines <strong>for</strong> what actually has to be<br />

done. Strategies <strong>for</strong> outdoor life serve as a kick-off <strong>for</strong> a public<br />

debate which would include all aspects of outdoor life. This might<br />

encourage politicians to place a higher priority on outdoor life.<br />

In Denmark the legal basis <strong>for</strong> work with strategies <strong>for</strong> outdoor life<br />

already exists in the Natural Environment Protection Act. This law<br />

establishes the regional Green Councils as the framework <strong>for</strong> cooperation<br />

between County Councils and various local organisations.<br />

A strategy <strong>for</strong> outdoor life is a central issue <strong>for</strong> the Green Councils.<br />

Citizens can become more directly involved in planning leisure activities<br />

by taking part in planning workshops, user councils and municipal<br />

initiatives <strong>for</strong> the implementation of Agenda 21. It is also crucial<br />

to actively disseminate in<strong>for</strong>mation on the feasibility of outdoor<br />

life.<br />

A strategy <strong>for</strong> outdoor life may be drawn up at any time in relation<br />

to a regional plan and will later serve as an inspiration, <strong>for</strong>ming the<br />

basis <strong>for</strong> how outdoor life should be handled in regional and municipal<br />

planning. The Ministry of the Environment has urged the<br />

county councils to draw up strategies <strong>for</strong> outdoor life in connection<br />

with their regional planning.<br />

The likelihood of an outdoor strategy being implemented may be<br />

increased by incorporating it into regional, municipal and local planning.<br />

The actual implementation will often be defined by subplans<br />

<strong>for</strong> local areas, action plans and the like. This has become common<br />

in certain counties.<br />

A strategy <strong>for</strong> outdoor life should contain goals and objectives.<br />

Promotion of outdoor life requires political priorities which are<br />

clearly visible in state, county and municipal budgets. If the EU<br />

agricultural support funds could to a greater extent be spent on<br />

management of outdoor resources and leisure activities, this would<br />

greatly benefit outdoor life.<br />

As there are no official guidelines when it comes to drawing up<br />

strategies <strong>for</strong> outdoor life, the Danish Outdoor Council (<strong>Friluftsrådet</strong>)<br />

has drawn up the present catalogue of ideas on its own initiative.<br />

The catalogue provides suggestions on how to approach a<br />

number of planning issues. The main emphasis is on planning <strong>for</strong><br />

the open countryside, although outdoor activities in towns (municipal<br />

jurisdiction) are also discussed. The catalogue provides different<br />

approaches, checklists, etc. as well as a number of examples of exellent<br />

planning <strong>for</strong> outdoor life.
