Planning for Outdoor Life!
Catalogue of Ideas for Outdoor Strategies
A strategy for outdoor life is an overall scheme arranged in order of
priority for the best possible planning of future outdoor life.
Independent strategies for outdoor life may help draw attention to
the issue while indicating guidelines for what actually has to be
done. Strategies for outdoor life serve as a kick-off for a public
debate which would include all aspects of outdoor life. This might
encourage politicians to place a higher priority on outdoor life.
In Denmark the legal basis for work with strategies for outdoor life
already exists in the Natural Environment Protection Act. This law
establishes the regional Green Councils as the framework for cooperation
between County Councils and various local organisations.
A strategy for outdoor life is a central issue for the Green Councils.
Citizens can become more directly involved in planning leisure activities
by taking part in planning workshops, user councils and municipal
initiatives for the implementation of Agenda 21. It is also crucial
to actively disseminate information on the feasibility of outdoor
life.
A strategy for outdoor life may be drawn up at any time in relation
to a regional plan and will later serve as an inspiration, forming the
basis for how outdoor life should be handled in regional and municipal
planning. The Ministry of the Environment has urged the
county councils to draw up strategies for outdoor life in connection
with their regional planning.
The likelihood of an outdoor strategy being implemented may be
increased by incorporating it into regional, municipal and local planning.
The actual implementation will often be defined by subplans
for local areas, action plans and the like. This has become common
in certain counties.
A strategy for outdoor life should contain goals and objectives.
Promotion of outdoor life requires political priorities which are
clearly visible in state, county and municipal budgets. If the EU
agricultural support funds could to a greater extent be spent on
management of outdoor resources and leisure activities, this would
greatly benefit outdoor life.
As there are no official guidelines when it comes to drawing up
strategies for outdoor life, the Danish Outdoor Council (Friluftsrådet)
has drawn up the present catalogue of ideas on its own initiative.
The catalogue provides suggestions on how to approach a
number of planning issues. The main emphasis is on planning for
the open countryside, although outdoor activities in towns (municipal
jurisdiction) are also discussed. The catalogue provides different
approaches, checklists, etc. as well as a number of examples of exellent
planning for outdoor life.
