In ihr lernte jedes Mitglied entsprechend seinen<br />
Bedürfnissen <strong>und</strong> Möglichkeiten <strong>und</strong> hatte seinen<br />
Platz in der Gemeinschaft inne (vgl. Kisanji 1996;<br />
Ozoji 1988; Salia-Bao 1989). Die sog. Modernisierung<br />
hatte zahlreiche negative Einflüsse auf solche<br />
traditionellen Kulturen: z.B. litt durch die von<br />
Europäern importierten Schulmodelle auch das<br />
ugandische Bildungssystem, das jetzt die Möglichkeit<br />
bekommen sollte, sich von dieser Tradition zu<br />
befreien <strong>und</strong> sich auf seine eigenen Stärken zu<br />
besinnen. Wenn von lokalen Fachleuten Forderungen<br />
laut werden, sich auch an der sog. traditionellen<br />
Erziehung <strong>und</strong> deren Idealen zu orientieren, sollten<br />
in Form einer echten <strong>und</strong> wahrhaftigen Kooperation<br />
der Kulturen Mittel <strong>und</strong> Wege gef<strong>und</strong>en werden, wie<br />
solche Ideale unter den gegenwärtigen Bedingungen<br />
umsetzbar sein könnten. Inwieweit dies aber im<br />
Kontext weltweiter Verwicklungen möglich ist, sei<br />
dahingestellt.<br />

Abstract: The signing (and ratification) of international<br />
agreements does not automatically lead to implementation.<br />
Inclusion has not become standard practice in education<br />
in all countries and is far from being accepted as a<br />
society standard. The adoption of Inclusion in Uganda<br />
without adequate support and resources means that very<br />
few children with disabilities actually have access to the<br />
school system.<br />
Resumée: La signature de traités internationaux ne suffit<br />
pas pour intégrer l'inclusion comme approche systématique<br />
dans les pratiques éducatives de tous les pays ni<br />
comme valeur de base d'une société. En Ouganda, un zèle<br />
précipité ne tenant pas compte des ressources disponibles<br />
a contribué à ce que jusqu'à présent bien peu d'enfants et<br />
de jeunes gens porteurs de handicaps ont accès au système<br />
scolaire, alors que celui-ci se déclare inclusif.<br />

Resumen: La firma de convenios internacionales no es<br />
suficiente para integrar la Inclusión como parte evidente<br />
de la práctica educativa de todos los países así como<br />
ética social. En Uganda, el empeño precipitado sin acceso<br />
a recursos ha contribuido a una situación, en la cual<br />
por un lado sólo la minoría de los niños y jóvenes con discapacidad<br />
tienen acceso al sistema escolar, aunque por el<br />
otro lado el mismo sistema se declara oficialmente inclusionado.<br />
Ann Lorschiedter hat im Juni 2001 das Studium für<br />
das Lehramt an Sonderschulen in Halle mit dem Ersten<br />
Staatsexamen abgeschlossen; während der Studienzeit<br />
absolvierte sie ein dreimonatiges Praktikum in einer<br />
Institution für Kinder mit <strong>Behinderung</strong>en in Uganda.<br />
