Video-recorded Decapitations: A seemingly perfect terrorist tactic<br />

(OSINFO) In 2002, Daniel Pearl was kidnapped and be-headed in Pakistan. The<br />
horrific live footage of the decapitation quickly spread on the inter-net,<br />
causing widespread shock and revulsion. A new and effective terrorist<br />
tactic had emerged – which did not require a lot of money, training or<br />
weapons to carry out. Added to that, the internet made it possible to<br />
disseminate the video content widely. A perfect terrorist weapon for the<br />
information age had been invented and it was to be expected that it would<br />
soon spread to Saudi Arabia, Afghanistan, Thai-land, and India. But so far<br />
it has not. Why?<br />

NATO Committed to Reducing Afghan Civilian Deaths<br />

(VOA) U.S. Secretary of State Hillary Clinton said Wednesday NATO allies<br />
are committed to reducing civilian casualties in the Afghan conflict, where<br />
she said most civilian deaths are the work of Taliban insurgents. She spoke<br />
after a warning by Afghan President Hamid Karzai that he might curb NATO<br />
operations because of non-combatant deaths.<br />
Clinton is reaffirming NATO’s commitment to limiting civilian casualties in<br />
Afghan combat operations, while saying the Taliban is responsible for the<br />
“vast majority” of non-combatant deaths and injuries.<br />
The secretary spoke at a joint press event with Brazilian Foreign Minister<br />
Antonio Patriota after a warning by Karzai that NATO would be considered an<br />
“occupying force” in his country if it doesn't halt airstrikes on Afghan<br />
homes.<br />
The issue has long been a major irritant in relations between Karzai and<br />
the NATO-led International Security Assistance Force, ISAF.<br />

Afghan-led Forces Nab Insurgent Facilitator<br />

(DOD) An Afghan-led combined security force captured an Islamic Movement of<br />
Uzbekistan facilitator along with several of his associates yesterday<br />
evening during a security operation in the Mazar-e Sharif district of<br />
Afghanistan’s Balkh province, military officials reported.<br />
The facilitator assisted with the May 28 attack against the Takhar<br />
provincial governor’s palace that killed and wounded Afghan government<br />
officials and Afghan civilians, including the Afghan National Police<br />
commander, and the provincial chief of police. Recent reports indicate that<br />
the facilitator had been in direct contact with Islamic Movement of<br />
