In this master project we therefore want to address this topic for Germany and perhaps<br />

some other countries by analyzing the EIA practice. We will start from the following<br />

questions and will come up with a research framework that allows in the end to assess<br />

whether Morgan’s finding as well holds true for Germany and access to information on<br />

EIA can be regarded as a major weakness of the system.<br />

• How can we access environmental impact assessment information?<br />

• How do we know that there is an environmental impact assessment to participate?<br />

• What information is made available?<br />

• What do regulations require?<br />

• What should be available?<br />

• etc.<br />

The overall goal of the second project in the master program is to enable participants to<br />

critically and scientifically study and evaluate the issue of the project. The work will be<br />

conducted in the project group (plenum) and in small student clusters. Main topics are<br />

developed independently by the participants and then discussed in the plenum. Essential<br />

"soft skills" and project management methods will also be developed. The results of the<br />

project will be compiled into a final coherent project report or a journal article in compliance<br />

with the criteria on scientific working/writing. A presentation of project results will take<br />

place in an open university colloquium (“Offenes Haus”) and possibly also in other formats<br />

(conference contribution…).<br />

The project will include a field trip presumably during the week of November 12-16, 2012.<br />

Inhalt The course addresses Environmental Impact Assessment (EIA) of projects and Strategic<br />

Environmental Assessment (SEA) of plans, programs and policies in international and<br />

national contexts. In general, students will be supplied with research materials to facilitate<br />

a comparison of instruments and practice of EIA and SEA.<br />

The course starts with getting to know the roots of EIA and SEA, the legal regulations<br />

and current practice all over the world. Furthermore special focus is on the consideration<br />

of cumulative effects, the application of EIA and SEA offshore and questions of<br />

participation and democratization of EIA/SEA. The course requires active participation<br />

from participants and frequent reading and presentation of case studies and literature.<br />

The linkages to the second course of the module "Impact Mitigation and EU Habitat<br />

Regulation Assessment" are discussed throughout the course.<br />
