AnsprechpartnerlnfiirKontakte: SusannaButtaroni, Sprache@)ntegratiotahaus.org Project concePt: lntegration House (founded in 1995) Many people who attempt to take refuge in Austria are viclims of torture, military violence, rape, etc' ror irány'or them, the escape is extremely difficult and full of raoes. This difficult situation is even furtfrer aggravated by fears for, and concem about, their relatives and friends. Due to restrictive ,ágdátioñj in Austriá and the lack of social resources for their integration, many refugees placing iñó¡, nopár in coming to Austria are in for a mountain of new difficulties. Most of these people are in ári"f,¡áry and physically extreme situations and, first of all, need a safe residence status, a home, iooO, tn" ópportunity to r,rork as rarell as extensive advice and support. Hence, the lntegration House does not only raant to be a home, but an "integrative centre" - meeting the needs of its occuPants. By means of the lntegration House poect, hor¡Éver, rae also vrant to appeal to the general public to sieaf up for a new type of integration policy and to people to engage actively in this field. By means oi tn¡s project, r¡,e rnant to influence public opinion and promote a "change of dimate" in this country. we ra¡aht to motivate critical politicians to strive for a modification of the cunent foreigner policy. We r¡ant to foster efforts going beyond the narow limits of a shortsighted "policy of ostracism" and demand that, finally, the needs of the migrants are duly considered. We are r¡rcll arlare of the fact that r le cannot solve existing structural problems by this project. We can only show in an exemplary way which factos are important for social integration and lead off on a small scale r,r¡ithin the framer¡prk of the lntegration House. Basic ideas For the displaced persons coming from the uar zone in the former People's Republic of Yugoslavia and for otñer potiticat refugees, there is a gap betr¡¡een the refugee camps/pensions and 'final ñousing" that is, with a few exceptions, only available on the very expensive free housing market' An ¡ntermédiate stage is missing: a kjnd of "half-ralay house" for refugees. This facility should have a housing standad lying betrarcen refugee camps and final housing, i.e. the sanitary rál¡t¡es should be shared, but each housing unit should have, for instance, a vrashbasin and a kitcháneüe in order to gradually prepare the occupants for their retum to "normal life". During their stay at the lntegration House, they should be offered integration aids and consulting in the most inténsive raay possible. This requires that, on the one hand, uork and training (language @urses, vocational táining courses) can be canied out at the lntegration House itself and that, on the other hand, r¡rc can rely on the jobs offered by the private and public sector. Thus, a sr.¡tficient number of raork permits are a condition for the success of this project. When a refugee family has succeeded in obtaining a new economic basis due to these measures, it should move to a finaÍ home as soon as possible and receive help in tackling problems by using the followup services offered by a club at the lntegration House' The central idea is the creation of an integrative centre, i.e. the residents in the neighbourhood should be involved in the House right from the start; all the consultancy services and support should nát only be available to the occupants but also to the residenls in the neighbourhood. The House sees itself as a pilot project and, after testing the concept in practice, it should serve as an example for other integraiion houies. This House is the first of its kind (with integrative conception) in Europe. Present and future target group ofthe project The House is occupied by de-facto refugees, persons seeking asylum, conventional refugees and other migr:ants.The execui¡ve committee of the association "lntegration House Project" has the right to decide on the acceptance of occupants, and set up an admission board to this effect.
