Article 3<br />
Ge<strong>ne</strong>ral objectives<br />
The CEF shall enable the preparation and implementation of projects of common interest within the<br />
framework of the trans-European <strong>ne</strong>tworks policy in the sectors of e<strong>ne</strong>rgy, transport and<br />
telecommunications. The CEF shall support the implementation of those projects of common<br />
interest aiming at the development and construction of <strong>ne</strong>w infrastructures and services or at the<br />
upgrading 31 of existing infrastructures and services. The following objectives apply to the three<br />
sectors identified in the CEF:<br />
(a) contributing to smart, sustainable and inclusive growth by developing modern and high<br />
performing trans-European <strong>ne</strong>tworks, thus be<strong>ne</strong>fiting the entire European Union in terms of<br />
competitive<strong>ne</strong>ss and economic, social and territorial cohesion within the Single Market and<br />
creating an environment more conducive to private and public investment by appropriately<br />
exploiting sy<strong>ne</strong>rgies across the sectors. The achievement of this objective will be measured by<br />
the volume of public and private investment in projects of common interest, and in particular<br />
the volume of private investments in projects of common interest achieved through the<br />
financial instruments under this Regulation. Special focus will be on the efficient use of<br />
public investment.<br />
(b) contributing to the efforts of the Union to achieve its targets of a 20 % reduction of<br />
greenhouse gas emissions 32 , a 20 % increase in e<strong>ne</strong>rgy efficiency and raising the share of<br />
re<strong>ne</strong>wable e<strong>ne</strong>rgy to 20 % by 2020 33 , while ensuring greater solidarity among Member States.<br />
31 The following text will be added at the end of recital (10): "... through the creation of <strong>ne</strong>w<br />
infrastructure as well as the rehabilitation and upgrading of existing infrastructure".<br />
32 A <strong>ne</strong>w recital will be introduced in order to indicate this possible target and making explicit<br />
the conditions to be fulfilled, taking into account the latest stage of the <strong>ne</strong>gotiations on this<br />
issue.<br />
33 The following text will be added at the end of recital (5): "... by contributing to the 2020<br />
objectives and taking into account the emission reduction objective for 2050."<br />
