Objective and rationale 62<br />
The objective of the financial instruments under the Con<strong>ne</strong>cting Europe Facility is to facilitate<br />
infrastructure projects' access to project and corporate financing by using Union funding as<br />
leverageing.<br />
The financial instruments shall help finance economically sustainable priority projects of common<br />
interest with a clear EU added value, and to facilitate greater private sector involvement in the<br />
long-term financing of such economically sustainable projects in the field of transport, e<strong>ne</strong>rgy and<br />
telecommunications, including broadband <strong>ne</strong>tworks.<br />
The financial instruments shall be<strong>ne</strong>fit projects with medium- to long-term financing <strong>ne</strong>eds and<br />
shall produce greater be<strong>ne</strong>fits in terms of market impact, administrative efficiency and resource<br />
utilisation.<br />
They shall provide to infrastructure stakeholders such as financiers, public authorities, infrastructure<br />
managers, construction companies and operators a coherent market oriented toolbox of EU financial<br />
support.<br />
The financial instruments shall consist of<br />
a) an instrument for loans and guarantees facilitated by risk sharing instruments, including<br />
credit enhancement mechanisms to project bonds] ('Debt Instrument') and<br />
b) an instrument for equity ('Equity Instrument'),<br />
which shall help overcome market constraints by improving the financing and/or risk profiles of the<br />
infrastructure investments. This, in turn, shall enhance the access of firms and other be<strong>ne</strong>ficiaries to<br />
loans, guarantees, equity and other forms of private financing.<br />
