Article 10<br />
Funding rates<br />
1. Except in those cases referred to in Regulation (EU) No XXXX/20<strong>12</strong> [New Financial<br />
Regulation], proposals shall be selected through calls for proposals based on the work<br />
programmes referred to in Article 17.<br />
2. In the transport sector, the amount of Union financial aid shall not exceed:<br />
(a) with regard to grants for studies, 50 % of the eligible costs;<br />
(b) with regard to grants for works:<br />
(i) for rail and inland waterways and for road <strong>ne</strong>tworks in the case of Member States<br />
with no railway <strong>ne</strong>twork established in their territory or in the case of a Member<br />
State with an isolated <strong>ne</strong>twork as defi<strong>ne</strong>d in Article 3(qq) of Regulation (EU) No<br />
XXXX/20<strong>12</strong> [TEN-T guideli<strong>ne</strong>s] without long distance rail freight transport,<br />
20 % of the eligible cost; the funding rate may be increased up to 30 % for actions<br />
addressing bottle<strong>ne</strong>cks; the funding rate may be increased up to 40 % for actions<br />
concerning cross-border sections and enhancing rail interoperability actions;<br />
(ii) for inland transport con<strong>ne</strong>ctions to ports and airports, actions to reduce rail noise<br />
including by retrofitting existing rolling stock, as well as development of ports<br />
and multi-modal platforms, 20 % of the eligible cost;<br />
