The Scottish Parliament <strong>building</strong> presents <strong>the</strong> design team with a unique opportunity to make a significant<br />

contribution to <strong>the</strong> design <strong>of</strong> a <strong>building</strong> which marks a very significant milestone in <strong>Scotland</strong>’s political history.<br />

(The aim should be to) … reflect <strong>the</strong> aspirations <strong>of</strong> <strong>the</strong> Government and <strong>the</strong> people <strong>of</strong> <strong>Scotland</strong> for this <strong>building</strong>.<br />

The design should respect its historic surroundings, … at <strong>the</strong> same time be a <strong>building</strong> which reflects <strong>the</strong> prevailing<br />

mood at <strong>the</strong> end <strong>of</strong> <strong>the</strong> century and <strong>the</strong> millennium. It will be <strong>the</strong> first landmark <strong>building</strong> <strong>of</strong> <strong>the</strong> new millennium. It<br />

should have a resonance <strong>of</strong> quality, durability and civic importance <strong>of</strong> which <strong>the</strong> Scottish people can be proud.<br />

The views to and from <strong>the</strong> <strong>building</strong> … … must play a role in integrating <strong>the</strong> <strong>building</strong> into <strong>the</strong> wider context …<br />

The Scottish Office is committed to promoting good environmental practice in terms <strong>of</strong> <strong>building</strong> design, construction<br />

<strong>Scotland</strong> as a nation, with a <strong>building</strong> <strong>of</strong> quality and value.<br />
