4.0 Executive Summary of Survey Results The Executive Summary of Survey Results is categorised into ten sections and is based on the detailed data results found later in the report: 1. National Associations of the Deaf 2. Population of Deaf People 3. Legislation and Policies 4. Access to Government Services 5. Access to the Media 6. Status of the Country Sign Language(s) 7. Access to Education 8. Status of Sign Language Interpreting Services 9. Employment 10. General Comments The target members of WFD MCAC who returned completed surveys were: 1. Costa Rican National Association of the Deaf 2. Cuban National Association of the Deaf 3. National Association of the Deaf of the Dominican Republic 4. Salvadorian Association of the Deaf 5. Guatemala Deaf Association 6. Mexican Deaf Federation 7. Nicaraguan National Association of the Deaf 8. National Deaf Association of Panama And non-members who returned surveys were: 1. Support Group for Deaf Persons in Guyana 2. Centre of Assistance for People with Hearing Problems in Haiti 3. Honduras Deaf Association 4. Suriname Association Deaf Only one Ordinary Member of WFD MCAC (Belize) did not return the survey. The Regional Director stated that this organisation may have been temporarily shut down. The Deaf Association in Suriname has a partner organisation in Holland, ‘Dovenschap’, who completed the survey on their behalf. 4.1 Background of the Country Respondents 4.1.1 Classification of Developing Countries/Developed Countries Reference: - Reference: - (http://web.worldbank.org/WBSITE/EXTERNAL/DATASTATISTICS/0,,contentMDK:20420458~menuPK:64133156~pagePK:641331 50~piPK:64133175~theSitePK:239419,00.html) Based on the World Bank’s definition, four classifications were used for this analysis. In the region incorporating Mexico, Central America and the Caribbean, one country is classified as Low Income (Haiti); seven are classified as Low Middle Income (Cuba, El Salvador, Guatemala, Guyana, Honduras, Nicaragua and Suriname) and four as Upper Middle Income (Costa Rica, Dominican Republic, Mexico and Panama). The Project was under the auspices of the Swedish National Association of the Deaf (SDR) and the World Federation of the Deaf (WFD), Page No 12 and funded by the Swedish Agency for International Development Cooperation (Sida) and Swedish Organisations’ of Disabled Persons International Aid Association (Shia).

Based on 12 respondents Twelve country respondents supplied their contact details. It was interesting to note that only two have websites (Costa Rica and Haiti). Mexico’s website is under construction. 4.1.3 Country Respondent Memberships Eleven country respondents provided the number of Deaf members; the largest number of Deaf members is from Cuba, with 9,759 out of a total of 14,910 Deaf members in the entire WFD MCAC region. The lowest number of Deaf members was five in Suriname. Mexico did not supply the number of Deaf members. It is interesting to note that Honduras’ membership base has more hearing people (68%) than Deaf (32%).
