− confirmation that <strong>the</strong> vacc<strong>in</strong>e meets WHO recommendations;<br />

− stability data to ensure that <strong>the</strong> vacc<strong>in</strong>e meets <strong>the</strong> needs <strong>of</strong> immunization<br />

programmes <strong>in</strong> develop<strong>in</strong>g countries (particularly those with weak cold-<br />

cha<strong>in</strong> systems), and assignment <strong>of</strong> a VVM category;<br />

− cl<strong>in</strong>ical data to ensure that <strong>the</strong> vacc<strong>in</strong>e is suitable <strong>for</strong> <strong>the</strong> target population;<br />

− recommended immunization schedules to ensure compatibility with those<br />

<strong>of</strong> national immunization programmes;<br />

− suitability <strong>of</strong> samples, labels, <strong>in</strong>serts and packag<strong>in</strong>g to meet <strong>the</strong> UN<br />

agencies’ tender requirements;<br />

− packag<strong>in</strong>g <strong>for</strong> <strong>in</strong>ternational shipment and its validation.<br />

The applicant must provide WHO with a copy <strong>of</strong> <strong>the</strong> file submitted to <strong>the</strong> NRA and<br />

relevant sections <strong>of</strong> <strong>the</strong> PSF to cover <strong>in</strong><strong>for</strong>mation required <strong>in</strong> <strong>the</strong> items listed above.<br />

An NRA that does not require renewal <strong>of</strong> <strong>the</strong> licence on a regular basis should have an<br />

alternative mechanism <strong>in</strong> place to conduct ongo<strong>in</strong>g monitor<strong>in</strong>g <strong>of</strong> <strong>the</strong> quality, safety<br />

and efficacy <strong>of</strong> <strong>the</strong> vacc<strong>in</strong>es over which it exercises regulatory oversight. Updated<br />

<strong>in</strong><strong>for</strong>mation on <strong>the</strong>se vacc<strong>in</strong>es should be conveyed to WHO by <strong>the</strong> NRA at def<strong>in</strong>ed<br />

<strong>in</strong>tervals. This <strong>in</strong><strong>for</strong>mation may be used <strong>in</strong> <strong>the</strong> reassessment procedure.<br />

Review <strong>of</strong> NRA test<strong>in</strong>g results and <strong>the</strong>ir trend, if applicable, <strong>in</strong>stead <strong>of</strong><br />

<strong>in</strong>dependently test<strong>in</strong>g consistency <strong>of</strong> f<strong>in</strong>al product characteristics<br />

Vacc<strong>in</strong>es submitted <strong>for</strong> <strong>the</strong> <strong>in</strong>itial evaluation <strong>for</strong> prequalification are categorized by<br />

WHO <strong>in</strong>to one <strong>of</strong> <strong>the</strong> four categories described <strong>in</strong> Appendix 3. Vacc<strong>in</strong>es that meet <strong>the</strong><br />

criteria described under categories I to III <strong>of</strong> <strong>the</strong> table <strong>in</strong> Appendix 3 may be evaluated<br />

by apply<strong>in</strong>g <strong>the</strong> streaml<strong>in</strong>ed procedure.<br />

In this case, WHO will recognize <strong>the</strong> lot release test<strong>in</strong>g per<strong>for</strong>med by <strong>the</strong> selected<br />

NRA/NCL responsible <strong>for</strong> <strong>the</strong> regulatory oversight <strong>of</strong> <strong>the</strong> candidate vacc<strong>in</strong>e. WHO<br />

will review <strong>the</strong> available <strong>in</strong><strong>for</strong>mation (e.g. test<strong>in</strong>g results, raw data, trends if<br />

applicable, and control charts). On <strong>the</strong> basis <strong>of</strong> <strong>the</strong> <strong>in</strong><strong>for</strong>mation provided by <strong>the</strong><br />

NRA/NCL responsible <strong>for</strong> <strong>the</strong> lot release and test<strong>in</strong>g <strong>of</strong> <strong>the</strong> vacc<strong>in</strong>e submitted <strong>for</strong><br />

prequalification, WHO will consider whe<strong>the</strong>r additional <strong>in</strong>dependent test<strong>in</strong>g by<br />
