where English is not <strong>the</strong> mo<strong>the</strong>r tongue. In such cases, engagement <strong>in</strong> this exercise<br />

would imply additional workload <strong>for</strong> <strong>the</strong> NRA <strong>in</strong> mak<strong>in</strong>g its reports available <strong>in</strong><br />

English. Specificities <strong>of</strong> <strong>the</strong> collaboration (nature and extent) should be def<strong>in</strong>ed on a<br />

case-by-case basis and should be reflected <strong>in</strong> <strong>the</strong> agreement.<br />

Vacc<strong>in</strong>es that are produced <strong>for</strong> export-only purposes require special consideration and<br />

are not eligible <strong>for</strong> evaluation through <strong>the</strong> streaml<strong>in</strong>ed procedure described <strong>in</strong> section<br />

4.2. In <strong>the</strong>se cases, <strong>the</strong> report <strong>of</strong> <strong>the</strong> assessment is per<strong>for</strong>med <strong>in</strong> accordance with <strong>the</strong><br />

standard prequalification procedure (see section 3).<br />

4.3 Vacc<strong>in</strong>es with positive scientific op<strong>in</strong>ion issued by <strong>the</strong> European<br />

Medic<strong>in</strong>es Agency<br />

WHO is <strong>in</strong>volved at different stages <strong>in</strong> <strong>the</strong> process <strong>of</strong> evaluation <strong>of</strong> vacc<strong>in</strong>es by <strong>the</strong><br />

EMA/CHMP under Article 58 (Regulation EC No. 726/2004). In this context, <strong>the</strong><br />

EMA/CHMP issues a scientific op<strong>in</strong>ion based on evidence <strong>of</strong> quality, safety and<br />

efficacy and tak<strong>in</strong>g <strong>in</strong>to consideration <strong>the</strong> benefit−risk assessment <strong>for</strong> <strong>the</strong> <strong>in</strong>tended<br />

population, which is consistent with WHO's focus on develop<strong>in</strong>g countries.<br />

All vacc<strong>in</strong>e applications submitted <strong>for</strong> evaluation under Article 58, and <strong>in</strong>tended <strong>for</strong><br />

immediate prequalification after a positive scientific op<strong>in</strong>ion, will be assessed through<br />

a streaml<strong>in</strong>ed procedure (see Appendix 4) <strong>in</strong> such a way that <strong>the</strong> time elapsed between<br />

<strong>the</strong> positive scientific op<strong>in</strong>ion and prequalification will be m<strong>in</strong>imized.<br />
