by creating a clear and coherent institutional, financial, and legislative<br />
framework; with clearly defined roles, responsibilities, and authority for<br />
land development and planning at all levels.<br />
<strong>Land</strong> Acquisition Implementation Policies and Procedures<br />
1. Put into place an overall administrative structure for the vetting,<br />
cataloging, analysis, and review <strong>of</strong> proposed land purchases and<br />
acquisitions.<br />
2. Acquire land for the use <strong>of</strong> the Tribe that is in the best interests <strong>of</strong> the<br />
Tribe, and that follows the guidelines and ideals for land development laid<br />
out in this document.<br />
3. Follow, and adapt if necessary, this procedure when considering the<br />
purchase or acquisition <strong>of</strong> land for the Tribe.<br />
i. Interested party, either buyer, staff that proposes (i.e. Tribal<br />
Department) or seller submits standard package <strong>of</strong> information to<br />
Tribal Administration; Code number established.<br />
ii. Property package is catalogued and released to staff for<br />
administrative vetting; this results in the…<br />
iii. Preliminary Report from <strong>Plan</strong>ning/Environmental Services/GIS<br />
Departments.<br />
iv. Report is reviewed administratively, and parcel is authorized for<br />
Model Analysis and Recommendation.<br />
v. The <strong>Land</strong> Development Model Analysis and Recommendation<br />
Report is forwarded to Tribal Council for review.<br />
vi. Tribal Council utilizes a Development Matrix consisting <strong>of</strong>:<br />
1. Development Model Report (Potential/Limitations)<br />
2. Citizen Input from <strong>LTBB</strong> <strong>Master</strong> <strong>Land</strong> <strong>Use</strong> <strong>Plan</strong><br />
3. Budget Distribution or Funding Availability<br />
4. Past <strong>Land</strong> Acquisition Practices and <strong>Land</strong> Base Restoration<br />
<strong>Plan</strong> Inventory<br />
