LRO Open Risks LRO Risk: Mission Critical Event – Initial Sun Acquisition Risk ID: LROP-123* Rank Risk Statement Approach & Plan Comments/Status 5 If: LRO fails to acquire the sun before the battery is discharged Then: the mission may be lost. M Watch: Detailed reliability and mission success analysis will be applied to all mission elements, including ground operations, for this phase of the mission. The results of these analyses will be used to define mitigations that will be implemented in hardware and operational planning. In Progress: Oct 06: If we fail to acquire the sun, analysis shows that we have an additional 2 hours before battery reaches 40% State of Charge. Nominal ground contact in
LRO Open Risks LRO Risk: FAA Potential Disapproval of LR Radar Operation Risk ID: LROD-254 Rank Risk Statement Approach & Plan Comments/Status 6 If: The FAA disapproves the use of ground radar system at the laser ranging optical site, Then: The LR ground site may be non-operational. L Watch: Project is proceeding at risk with LR installation and ground radar system setup pending FAA approval. The formal FAA approval process has been initiated, FAA has returned a memo with comments to which the project will respond. Contingency: Forward observer may be used to spot aircraft in the event that the FAA disapproves use of radar. This enables laser ranging to occur without radar use. However, full ranging capability may not be achieved, and there would be a cost impact associated with hiring observer staff. If an objection letter is received, GSFC and LRO will pursue HQ approval for operation of the laser with the radar and will proceed with the operation. In Progress: Feb 08: Project proceeding at risk pending FAA approval of radar use. Project has also received approval for use of radar from GSFC Code 250 (Safety), and is pursuing approval with NASA HQ. May 08: A letter of objection from the FAA may be pending. If this letter is received, GSFC and LRO will pursue HQ approval for operation of the laser with the radar and will proceed with the operation. Ground Site open beam testing may be impacted by ~ 2 - 4 wks. July 08: Code 453 has briefed LRO and GSFC management. HQ brief pending. No objection received from FAA yet. Likelihood probably decreasing since objecting FAA personnel reportedly moved to new position. Nov 08: Code 453 met with FAA rep and inspected optical site radar. FAA indicated approval is likely, but wanted input from another FAA colleague. 2nd FAA rep visiting optical site on 11/24/08. Dec 08: Update pending based on results of optical site visit. Jan 09: GSFC Safety & Environmental Division received a verbal non-objection from the FAA for operation of the LR Ground System laser. Anticipate receipt of formal letter stating no objection prior to the launch of LRO. Risk will be closed upon receipt of letter. Feb 09: Still awaiting ‘no objection’ letter.
