Subject: Revised policy for ad hoc concession for Single Super Phosphate (SSP) <strong>Fertilizer</strong> w.e.f. 1 st October 2009regarding,<br />

Madam/Sir,<br />

In continuation <strong>of</strong> this <strong>Department</strong>s letter <strong>of</strong> even no. dated 10 th august 2009 conveying continuation <strong>of</strong><br />

revised Concession Scheme for SSP fertilizer for three (3) months w.e.f 1 st July 2009 up to 30th September 2009,<br />

I am directed to convey that the Government have decided to implement a revised policy for ad hoc subsidy for<br />

SSP w.e.f 1 st October 2009, as per the following terms and conditions.<br />

2. In place <strong>of</strong> the existing all India MRP <strong>of</strong> Rs. 3400 per MT for Powdered SSP, Government <strong>of</strong> India has decided<br />

to leave the selling price <strong>of</strong> SSP open w.e.f 1 st October 2009. accordingly, the selling price <strong>of</strong> Granulated and<br />

boronated SSP will also be open.<br />

3. Government will provide an ad hoc concession <strong>of</strong> Rs. 2000 per MT for Powdered, Granulated and boronated<br />

SSP w.e.f 1 st October 2009.<br />

4. ‘On account’ Payment <strong>of</strong> 85% for sales w.e.f 1 st October 2009 will be made on the basis <strong>of</strong> the claim submitted<br />

by the eligible manufactures/marketers <strong>of</strong> SSP in Pr<strong>of</strong>orma ‘a’ & ‘C’ certified by their statutory auditor on<br />

sale <strong>of</strong> Powdered, Granulated and boronated SSP in the district <strong>of</strong> the State. The ‘On account’ payment is<br />

contingent on the manufacturers/marketers certifying that ‘Quality Certified’ stamp (quality as per FCO) has<br />

been put on each bag <strong>of</strong> SSP released in the market and also certification <strong>of</strong> quality <strong>of</strong> SSP as per the FCO<br />

at the point <strong>of</strong> production by the State in which the production unit is located. The balance payment will be<br />

made after certification <strong>of</strong> sales <strong>of</strong> SSP is received from the State Government concerned (State in which<br />

sales has taken place) certifying quantity <strong>of</strong> SSP sold w.e.f 1 st October 2009 as well as its quality as per FCO as<br />

per Pr<strong>of</strong>orma ‘b’. The State Governments are also required to mention that the bags <strong>of</strong> SSP sold in the State<br />

contained the stamp ‘Quality Certified’.<br />

5. The responsibility <strong>of</strong> regulation and maintaining quality <strong>of</strong> SSP produced and sold in the States as per<br />

the specifications <strong>of</strong> the FCO is <strong>of</strong> the State Governments. The State in which the SSP units are located is<br />

required to inspect and certify the quality <strong>of</strong> SSP at the point <strong>of</strong> production in their States for enabling the<br />

manufacturers/marketers <strong>of</strong> SSP to claim On account subsidy. The manufacturers/marketers are also required<br />

to certify to the <strong>Department</strong> that bags <strong>of</strong> SSP have been released in the market with stamp ‘Quality Certified’.<br />

The State Government concerned, in which sale <strong>of</strong> SSP has taken place, is required to certify quantity <strong>of</strong> sales<br />

<strong>of</strong> SSP as well as its quality as per FCO for final settlement <strong>of</strong> the claim for subsidy. The <strong>Department</strong> would<br />

continue to monitor the quality and other details as at present through the inspection conducted by the<br />

Project Development India ltd (PDIl, a PSU under the <strong>Department</strong> <strong>of</strong> <strong>Fertilizer</strong>s).<br />

6. ad hoc concession for SSP w.e.f 1 st October 2009 will be provided to those eligible SSP units only, which have<br />

either annual capacity utilization <strong>of</strong> at least 50% or annual production <strong>of</strong> 40,000 MT <strong>of</strong> SSP. For the purpose
