Off-road driving: the Norwegian experience
Off-road driving in Norway has increased remarkably and there has been a large gap between
law intentions and reality. Thus, a revision of the act on off-road driving was initiated in 2007 by the
Directorate for Nature Management. The aim of the revision was to reduce the amount of motorised
driving on uncultivated land and along water courses, and consequently to protect the natural
environment and the possibilities to experience peace and silence in nature.
The challenge has been to find the right balance between protection and use. The conclusion was
made that motor traffic should be permitted where the benefits for society outweigh the costs and
disadvantages (such as damage to the environment, and lack of peace and silence). This means
approval for useful purposes and for the transportation of goods and equipment, and disapproval
