Availability of Draft Basic Assessment Report for Public Comment
Description of photovoltaic (PV) energy facilities near De Aar: Mulilo Renewable Energy (Pty) Ltd (Mulilo)
proposes to construct a PV facility which will consist of a photovoltaic component and associated support
infrastructure to generate up to 19 MW through the photovoltaic effect. The proposed facility would occupy
approximately 64 ha and would feed into the National Eskom grid. Associated infrastructure would include,
amongst others, fences, road upgrades, transmission lines and possibly a water pipeline.
Location of PV facilities near De Aar: Annex Du Plessis Dam farm (Remainder of Farm 179)
The proposed PV energy facility triggers the following listed activities in terms of National Environment
Management Act (NEMA) (No. 107 of 1998): Government Notice (GN) No. 544 Activity No.1, 10, 11 and 13. As
such authorisation from the competent environmental authority, namely the Department of Environmental Affairs
(DEA), via the Environmental Impact Assessment (EIA) process (GN No. R543 of 18 June 2010) is necessary.
Aurecon South Africa (Pty) Ltd (Aurecon) has been appointed by Mulilo to undertake the above-mentioned EIA
processes. Notice is hereby given of the commencement of a public participation process in terms of the NEMA
EIA Regulations 2010. The applications for the above-mentioned project have been submitted to the competent
authority (DEA) in terms of these Regulations.
The Draft Basic Assessment Report of the above-mentioned project have been lodged at the De Aar Public Library
(Station Street) and at the Emthanjeni Municipality (Voortrekker Street) (contact person: Mrs C. Kloppers). The report
is also available for download from Aurecon’s website (http://www.aurecongroup.com- indicate “Current Location” as
“South Africa” and click on the “Public Participation” link) from 2 March 2012 till 16 April 2012. To register as an

goedkeuring van die bekwame owerheid, naamlik die Department van Omgewingssake (DOS), in terme van die
Omgewingsinvloedbepalingsproses (GN Nr. R543 van 18 Junie 2010) verlang.
Aurecon South Africa (Pty) Ltd (Aurecon) is aangestel deur Mulilo om die bo-genoemde BIB proses te hanteer.
Kennis word hiermee gegee van die begin van die publieke deelname proses in terme van die WNOB OIB

lesers nadat die Provinsiale Lees-Kompetisie vir
die Noord-Kaap op 15 Februarie ten einde
geloop het.
Me Glenda Maseti van die Distriksbiblioteek
op De Aar is nog meer opgewonde omdat sy kan
sien ’n duidelike leeskultuur is by plaasskole
aan die ontwikkel en die Houer-biblioteke se
jong lesers het ook met groot entoesiasme aan
die kompetisie deelgeneem.
Sy berig dat die wenners deurgestuur is na die
Provinsiale Hoofkantoor van die Biblioteekdienste
in die Noord-Kaap in Kimberley.
Hierdie leeskompetisie is ’n inisiatief van mnr

Daar is altesaam vyf distrikte in die Noord-
Kaap wat aan die kompetisie deelgeneem het.
In ons streek het die hoofde van biblioteke
verantwoordelikheid aanvaar om die leeskompetisies
by die verskillende biblioteke glad te laat
verloop.
Biblioteke in ons omgewing op Petrusville
(insluitend Vanderkloof en Philipstown), Hopetown,
Phandulwazi en Libra op De Aar, De Aar,
Vosburg, Britstown, Richmond en Colesberg het
aan die kompetisie deelgeneem.
Me Maseti van die Distriksbiblioteek is baie
opgewonde en dankbaar dat die “Houer”-biblioteke
naby plaasskole ook soos Pampoenpoort,
Hutchinson, Keurtjieskloof en Melton World
ook deelgeneem het.
Die kompetisie is vir 2011/2012 en lesers het
al verlede jaar Junie begin lees. Die kategorie
vir die jaar sal wees Graad 1 en by hulle moet
elke biblioteekaresse/aris sy/hy eie oordeel
gebruik al moet hulle ’n opsomming van ’n reël
of twee doen. Dan is daar ook Graad 2 tot 3,
Graad 4 tot 5 en Graad 6 tot 7.
Altesaam is 83 wenners aangewys wie se
name na hoofkantoor deurgestuur is en hierdie
jong lesers wag nou angstig op die uitslag.

Description of photovoltaic (PV) energy facilities near De Aar: Mulilo Renewable
Energy (Pty) Ltd (Mulilo) proposes to construct a PV facility which will consist of a photovoltaic
component and associated support infrastructure to generate up to 19 MW through
the photovoltaic effect. The proposed facility would occupy approximately 64 ha and would
feed into the National Eskom grid. Associated infrastructure would include, amongst others,
fences, road upgrades, transmission lines and possibly a water pipeline.

The Draft Basic Assessment Report of the above-mentioned project have been lodged at
the De Aar Public Library (Station Street) and at the Emthanjeni Municipality (Voortrekker

DE AAR — Hompie Kedompie Kleuterskool
het Woensdag 15 Februarie hul jaarlikse atletiekbyeenkoms
gehou. Kleuters, personeel,
ouers en ondersteuners het almal die geleentheid
aangegryp om hul atletiese vaardighede ten
toon te stel.
Die kleuters het nie net teen hulle klasmaats
in hul onderskeie ouderdomsgroepe deelgeneem
nie, maar ook teen kleuters van Hanover Hause
en Wonderkids.
Opwinding het tydens pouse geheers vir die
groot sports wat voorgelê het. Kragte is opgebou
deur te smul aan heerlike boerworsrolletjies,
kolwyntjies, skyfies en yskoue koeldranke.
Na die breuk het lawwe boeresports gevolg.
Oupas, oumas, ouers en kleuters het almal soos
een man hulle staal tydens die items gewys.
Items soos aartappel-, boontjiesak-, driebeen-
en sakresies is aangebied. In sommige items
moes kleuters verbete aan hul pa’s se nekke vasklou,
terwyl hulle oor die wentstreep ge-abba is.
Die byeenkoms was ’n reuse sukses! Die
hoogtepunt was egter kleuters wat met breë
glimlagte oor ’n enkel lyn na ouers genael het,
om dié aand ’n herinnering vir ewig te maak.

above-mentioned EIA processes. Notice is hereby given of the commencement of a public
participation process in terms of the NEMA EIA Regulations 2010. The applications for the

Beskrywing van fotovoltaïese (FV) energie fasiliteite naby De Aar: Mulilo Renewable Energy (Pty) Ltd
(Mulilo) beoog om ‘n fotovoltaïese son krag aanleg op te rig met ‘n kapasiteit van 19 MW. Die
voorgestelde aanleg sal ‘n area van ongeveer 64 ha beslaan en die elektrisiteit sal inskakel by die
Nasionale kragnetwerk van Eskom. Bykomende infrastruktuur sluit in die omheining van die aanleg,
opgradering van paaie, konstruksie van transmissielyne, geboue, sonkrag meetstasie, verspreidings
substasie, stormwater infrastruktuur asook ‘n moontlike waterpyplyn.
Ligging: Annex Du Plessis Dam plaas Nr. 179 (Restant)
Die beoogde FV energie projek het die volgende gelyste aktiwiteite in terme van WNOB (Nr. 107 van 1998) tot
betrekking: GN 544 Aktiwiteit Nr.1(i) en 10 en GN 546 Aktiwiteit Nr. 4 (ii). As sulks is goedkeuring van die bekwame
owerheid, naamlik die Department van Omgewingssake (DOS), in terme van die Omgewingsinvloedbepalingsproses (GN
Nr. R543 van 18 Junie 2010).
Aurecon South Africa (Pty) Ltd (Aurecon) is aangestel deur Mulilo om die bo-genoemde OIB proses te hanteer. Kennis
word hiermee gegee van die begin van die publieke deelname proses in terme van die WNOB OIB Regulasies 2010. Die
aansoek is ingedien by die bekwame owerheid (DOS) in terme van hierdie Regulasies.e
