METHODOLOGY<br />

The study was carried out by a group <strong>of</strong> micr<strong>of</strong><strong>in</strong>ance and SACCO experts <strong>in</strong> <strong>Uganda</strong><br />

represent<strong>in</strong>g all the pr<strong>in</strong>ciple agencies work<strong>in</strong>g <strong>in</strong> SACCO promotion and support, under the<br />

direction <strong>of</strong> a Steer<strong>in</strong>g Committee made up <strong>of</strong> AMFIU, CCA, DFID, FSDU, GTZ/SIDA,<br />

MSC, <strong>Rural</strong> SPEED, SUFFICE, UCA, and UCSCU. Alexandra Fiorillo, a graduate student<br />

at Columbia University, served as Pr<strong>in</strong>cipal Researcher and secretary <strong>to</strong> the committee,<br />

coord<strong>in</strong>ated the field research and <strong>to</strong>ok part <strong>in</strong> all field missions, and drafted the f<strong>in</strong>al report.<br />

FSDU housed the secretariat and hosted Steer<strong>in</strong>g Committee meet<strong>in</strong>gs. Committee members<br />

hired a local consultant <strong>to</strong> conduct focus group discussions with SACCO members.<br />

The study consisted <strong>of</strong> the follow<strong>in</strong>g components:<br />

! a literature review <strong>of</strong> comparable studies conducted elsewhere and other relevant<br />

documents;<br />

! <strong>in</strong>terviews with wholesale lenders, SACCO support organizations, apex <strong>in</strong>stitutions<br />

and other relevant stakeholders;<br />

! <strong>in</strong>-depth field visits <strong>to</strong> eight <strong>SACCOs</strong> that have borrowed external funds from<br />

wholesale lenders 2 ;<br />

! field visits <strong>to</strong> three <strong>SACCOs</strong> that have not borrowed external funds from wholesale<br />

lenders;<br />

! field visits <strong>to</strong> five <strong>SACCOs</strong> that have borrowed external funds but otherwise fell<br />

outside <strong>of</strong> the study’s parameters; and,<br />

! analysis <strong>of</strong> data collected from the 16 <strong>SACCOs</strong> for the preparation <strong>of</strong> a f<strong>in</strong>al report<br />

and presentation <strong>of</strong> the f<strong>in</strong>d<strong>in</strong>gs.<br />

PREPARATIONS<br />

The Pr<strong>in</strong>cipal Researcher carried out an <strong>in</strong>itial literature review and prelim<strong>in</strong>ary <strong>in</strong>terviews<br />

with stakeholders dur<strong>in</strong>g the first two weeks. Also dur<strong>in</strong>g that time, the SC created two task<br />

forces <strong>to</strong> conduct the SACCO Selection and design the Data Collection <strong>in</strong>struments. The SC<br />

supported and guided both task forces dur<strong>in</strong>g SC meet<strong>in</strong>gs and <strong>in</strong>formal meet<strong>in</strong>gs<br />

throughout the course <strong>of</strong> the study.<br />

SACCO SELECTION<br />

The sampl<strong>in</strong>g method used <strong>in</strong> this study was chosen <strong>to</strong> allow for certa<strong>in</strong> desired geographic<br />

representations and <strong>to</strong> avoid any bias <strong>in</strong> the selection process, while allow<strong>in</strong>g the research<br />

team <strong>to</strong> control, as much as possible, for differences <strong>in</strong> geographic regions and SACCO<br />

membership size. The sample was limited by certa<strong>in</strong> constra<strong>in</strong>ts <strong>in</strong>clud<strong>in</strong>g the necessary<br />

small sample size limit due <strong>to</strong> logistical difficulties <strong>in</strong>clud<strong>in</strong>g the f<strong>in</strong>ancial budget and time<br />

availability and the <strong>in</strong>adequacy <strong>of</strong> quantitative data <strong>of</strong> <strong>SACCOs</strong>.<br />

<strong>SACCOs</strong> <strong>to</strong> be studied were chosen randomly from a list prepared by MSC after<br />

stratification for geographic region and membership size. Eight <strong>SACCOs</strong> that have<br />

borrowed external funds from MSC were selected for <strong>in</strong>-depth field visits. These <strong>SACCOs</strong><br />

were selected based on a set <strong>of</strong> criteria developed and approved by the SC. The <strong>SACCOs</strong><br />
