produce regular performance reports <strong>to</strong> the wholesale lender, many <strong>of</strong> the <strong>SACCOs</strong> have<br />
implemented moni<strong>to</strong>r<strong>in</strong>g and evaluation practices. Unfortunately, most <strong>SACCOs</strong> do not<br />
see the <strong>in</strong>herent value <strong>in</strong> these procedures for the enhancement <strong>of</strong> the SACCO. The<br />
ag<strong>in</strong>g <strong>of</strong> loan portfolios and provision<strong>in</strong>g for loan losses, for example, are seen as tedious<br />
or add<strong>in</strong>g further costs and not improv<strong>in</strong>g the capacity and performance <strong>of</strong> the<br />
<strong>in</strong>stitution.<br />
6) <strong>SACCOs</strong> that sensitized their members about the non-political source <strong>of</strong> the<br />
external credit and the need for the SACCO <strong>to</strong> repay the loan were more<br />
successful <strong>in</strong> ma<strong>in</strong>ta<strong>in</strong><strong>in</strong>g high repayment rates. Unfortunately, some SACCO<br />
members who did not benefit from sensitisation programmes were negatively <strong>in</strong>fluenced<br />
by government politicians who presented the external fund<strong>in</strong>g as a government grant. In<br />
the cases where <strong>SACCOs</strong> did not sensitize their members, del<strong>in</strong>quency rates <strong>in</strong>creased<br />
among the members who <strong>to</strong>ok loans from the external fund<strong>in</strong>g source.<br />
