FINDINGS<br />
The f<strong>in</strong>d<strong>in</strong>gs presented <strong>in</strong> this section result from our experience <strong>in</strong> the field and from<br />
<strong>in</strong>terviews conducted with various SACCO experts, wholesale lenders, apex <strong>in</strong>stitutions and<br />
donor agencies <strong>in</strong> <strong>Uganda</strong>. In many <strong>in</strong>stances, the data collected <strong>in</strong> the field were<br />
<strong>in</strong>consistent and <strong>in</strong>adequate. Generally, the f<strong>in</strong>ancial data kept by <strong>SACCOs</strong> proved <strong>to</strong> be the<br />
most unsatisfac<strong>to</strong>ry. While the f<strong>in</strong>ancial records kept by many <strong>in</strong>dividual <strong>SACCOs</strong> are<br />
<strong>in</strong>accurate and <strong>in</strong>complete, we were able <strong>to</strong> fill gaps and test conclusions by conduct<strong>in</strong>g<br />
multiple <strong>in</strong>terviews with<strong>in</strong> <strong>SACCOs</strong>, and compare records kept by the <strong>SACCOs</strong> with those<br />
<strong>of</strong> the wholesale lenders. Also, some <strong>SACCOs</strong> have consistently kept good records over<br />
several years. For this reason, the research team is confident that the f<strong>in</strong>d<strong>in</strong>gs presented <strong>in</strong><br />
this section are reasonably reliable and apply broadly <strong>to</strong> most <strong>in</strong>stitutions.<br />
The f<strong>in</strong>d<strong>in</strong>gs show that wholesale credit affects <strong>SACCOs</strong> <strong>in</strong> a variety <strong>of</strong> ways. This section<br />
will present the range <strong>of</strong> experiences observed <strong>in</strong> the field <strong>in</strong> order <strong>to</strong> provide a detailed<br />
understand<strong>in</strong>g <strong>of</strong> the effects <strong>of</strong> wholesale lend<strong>in</strong>g <strong>to</strong> <strong>SACCOs</strong>. The section also details<br />
illustrative experiences <strong>of</strong> <strong>in</strong>dividual <strong>SACCOs</strong>.<br />
The f<strong>in</strong>d<strong>in</strong>gs refer <strong>to</strong> the seven <strong>in</strong>-depth field visits conducted with Bunyaruguru SACCO,<br />
Bushenyi People’s SACCO, Buzaaya SACCO, Ikongo SACCO, Kijura SACCO, Panyimur<br />
SACCO, and ZEU SACCO. Where relevant, we <strong>in</strong>clude f<strong>in</strong>d<strong>in</strong>gs from the control group<br />
visits <strong>to</strong> Bugongi SACCO, Focused Community and Kajara People’s. Further <strong>in</strong>formation<br />
gathered <strong>in</strong> the five additional field visits <strong>to</strong> Kyamahunga SACCO, Muhame SACCO,<br />
Nyaravur SACCO, Pakwach Nam SACCO and Shuuku SACCO is presented <strong>in</strong> text boxes<br />
where relevant.<br />
GENERAL FINDINGS<br />
Introduc<strong>in</strong>g the SACCO <strong>to</strong> <strong>Wholesale</strong> <strong>Lend<strong>in</strong>g</strong><br />
In four <strong>of</strong> the seven <strong>SACCOs</strong> visited, the regional staff <strong>of</strong> the wholesale lender visited the<br />
SACCO <strong>to</strong> <strong>in</strong>troduce the concept <strong>of</strong> wholesale borrow<strong>in</strong>g <strong>to</strong> either the SACCO manager or<br />
Board <strong>of</strong> Direc<strong>to</strong>rs. The representative expla<strong>in</strong>ed the wholesale lender’s operations and<br />
<strong>in</strong>vited the SACCO <strong>to</strong> apply for a loan. Bunyaruguru SACCO’s BOD <strong>to</strong>ld us that if the<br />
wholesale lender had not visited the SACCO, they would not have considered borrow<strong>in</strong>g<br />
external funds.<br />
In the rema<strong>in</strong><strong>in</strong>g three <strong>in</strong>stances, the regional Private Sec<strong>to</strong>r Promotion Centre (PSPC)<br />
<strong>in</strong>troduced the idea <strong>of</strong> wholesale borrow<strong>in</strong>g <strong>to</strong> the SACCO management or Board <strong>of</strong><br />
Direc<strong>to</strong>rs. Each <strong>of</strong> the <strong>SACCOs</strong> we visited ma<strong>in</strong>ta<strong>in</strong>s a partnership with the PSPC and the<br />
PSPC is <strong>of</strong>ten acknowledged for help<strong>in</strong>g the SACCO form years earlier. The regional PSPCs<br />
have formed relationships with MSC <strong>to</strong> help the latter promote wholesale borrow<strong>in</strong>g among<br />
the <strong>SACCOs</strong>.<br />
