PROJECT NARRATIVE<br />

This request <strong>and</strong> accompanying Official Application for Conditional Use Permit<br />
supplements those previously filed for the Reems Road Retail Centeras described herein.<br />
As contemplated in the Project Narrative (01/24/05), <strong>and</strong> as required by the <strong>City</strong> <strong>of</strong> <strong>Surprise</strong><br />
Planning <strong>and</strong> Zoning Commission Approval for the project (04122105, Stipulation I), this<br />
Application requests approval <strong>of</strong> a Conditional Use Permit for the drive through facility in<br />
Building "B" to facilitate its use as a fast food restaurant.<br />
LOCATION & PROJECT DESCRIPTION<br />
The 2.36 acre site is located at 15599 N. Reems Road, which is on the east side <strong>of</strong> Reems<br />
Road, approximately 660' north <strong>of</strong> Greenway Road. Adjacent uses include an existing one-<br />
story mini-storage facility on the north <strong>and</strong> east side <strong>of</strong> the site, vacant l<strong>and</strong> directly south<br />
<strong>of</strong> the parcel with a CVS Drug Store south <strong>of</strong> that on the NEC <strong>of</strong> Greenway <strong>and</strong> Reems<br />
Roads, <strong>and</strong> vacant property across Reems Road to the west.<br />
The project is served by two entrance drives, one at the south property line <strong>and</strong> another<br />
at the approximate mid-point <strong>of</strong> the site 200' to the north. The south entrance is positioned<br />
to be a shared drive with the parcel to the south as requested by <strong>City</strong> staff. Curb, gutter,<br />
<strong>and</strong> sidewalk along with paving to fill in from the existing constitute the necessary <strong>of</strong>f-site<br />
work.<br />
On site, the project arrangement consists <strong>of</strong> four small, garden-scale structures which will<br />
<strong>of</strong>fer needed neighborhood retail space for this area. Building "B" will be occupied by a<br />
franchise <strong>of</strong> a popular fast-food chain (Church's Chicken), further meeting the needs <strong>of</strong> the<br />
neighborhood.<br />
The structures range in size from 1,500+ to 9,500+ square feet <strong>and</strong> are positioned with the<br />
two smaller structures along the frontage (one <strong>of</strong> which is Building "B") to maintain visibility<br />
to the two rear buildings. In addition to Building "B", drive through arrangements are also<br />
incorporated for the south end <strong>of</strong> Building "D".<br />
Like the buildings, parking is also setback 35' from the Reems Road property line <strong>and</strong> is<br />
arranged in small clusters with generously-sized l<strong>and</strong>scaping isl<strong>and</strong>s to avoid the large,<br />
