Examining the individual 429 counties (map 2.1) in more detail shows that the percentage of
individuals with at least one negative indicator varies from region to region. While in Northrhine-
Westphalia (NRW) an average of 9.4 individuals shows at least one negative indicator, the individual
NRW counties also have percentages of below four percent or above ten percent. This
shows that although the percentage of individuals with one negative indicator is above average
on federal state level, there are counties in Northrhine-Westphalia that are significantly below the
national average. Similar differences can be seen on the map of Germany for other counties as
well. In Bayern and Baden-Württemberg, the percentage of individuals with one national indicator
is significantly below the overall national average. But in these states, too, there are counties
where the percentage of individuals with at least one negative indicator is above ten percent.
