THE SCORING INSTRUCTIONS<br />
The pass/fail and scorable questions arise in three different Parts:<br />
(I) Essential Requirements for Qualification<br />
(II) Organizational Structure, History, Performance, and Compliance with Civil and<br />
Criminal Laws<br />
(III) Compliance with occupational safety and health laws and other labor legislation<br />
Not all questions in the questionnaire are scorable; some questions simply ask for information<br />
about the contractor firm’s structure, officers and history. The question numbers in this<br />
document are the numbers used in the questionnaire. Thus, there are a few breaks in the<br />
numerical sequence.<br />
THE SCORES NEEDED FOR PREQUALIFICATION<br />
To prequalify, a Bidder would be required to have a passing grade within each of the two large<br />
categories referred to above, plus satisfy the pass/fail questions.<br />
For Part I, “Essential Requirements for Qualification,” the Bidder is subject to a pass/fail metric.<br />
Improper answers will lead to immediate disqualification.<br />
For Part II, “Organizational Structure, History, Performance, and Compliance with Civil and Criminal<br />
Laws,” we recommend use of a passing score of 57 on this portion of the questionnaire (of a<br />
maximum score of 76 on this portion of the questionnaire).<br />
For Part III, “Compliance with Occupational Safety and Health Laws and Other Labor Legislation,”<br />
we recommend use of a passing score of 53 on this portion of the questionnaire (of a maximum score<br />
of 75 points on this portion of the questionnaire).<br />
