Eastwood Ryde Umpiring Convenor Manual “to be used in conjunction with the Netball Australia NUDF” DUTY OF CARE Any service provider has a Duty of Care. A reasonable level of care is owed. A breach of duty of care is called negligence. Club Officials can be sued for negligence. It is important to have indemnity insurance and to minimise the risk of litigation. The following recommendations are aimed at helping you fulfil your duty of care. RECOMMENDATIONS FOR CLUB UMPIRING CONVENORS KNOW THE CAPABILITIES OF ALL YOUR UMPIRES. Ensure all umpires from your club are listed on the NSW Membership List (see "Umpire Insurance" below) Ensure umpires are aware of the Physiotherapist on Duty and Injury Book, AND who to contact about insurance if they have an injury. Ensure umpires are competent to do the games to which you allocate them (see "Recommended Minimum Umpire Standard for Game Allocation"). Provide a senior umpire to mentor new and inexperienced umpires. At the very least, provide new and young umpires with a SUPPORT person. Educate umpires about warming up before a game and warming down afterwards (see "Umpire Exercises"). Educate umpires about the importance of drinking water when umpiring. Be aware of umpires’ physical ailments e.g. sore knees, asthma, shin splints, injuries, heart conditions, anorexia nervosa, and 40-Hour Famine participant. Be aware of every umpire's other umpiring and playing commitments to ensure they don't suffer fatigue and burn out. Tell umpires what to do if they have any problems during a game i.e. send for the Umpire on Duty or stop the game and get the Umpire Duty themselves. Ensure parents and spectators don't bring dogs, bikes, roller blades, scooters etc. to netball grounds during competition games. NB: Any person participating in the "40 Hour Famine" MUST NOT play or umpire netball. POST-PADDING OF GOAL POSTS Umpires, likewise, have a Duty of Care to the Players. No game should start unless the Post-Padding is present and correctly attached to the goal posts (the team named first on the Fixtures should get the padding). UMPIRE INSURANCE Eastwood Ryde Umpiring Convenor Manual “to be used in conjunction with the Netball Australia NUDF” All Umpires should be covered for insurance in the likelihood of an accident or injury. For an Umpire to be covered the Netball NSW Insurance they must be registered with ERNA and entered on the Club Membership List. Umpires who are players at ERNA or another Netball Association affiliated with Netball NSW are already registered and on a Membership List. However, if your Umpire is a nonplayer or plays at an Association that is NOT affiliated with Netball NSW (e.g. at an Indoor Netball facility) then you MUST register that umpire as a Non-Player. WHAT AN UMPIRE WEARS Contact your Club Secretary or the other Authorised Person to complete the registration at ERNA Registration, Additional Registration or any week of Competition (except week 1). The Rules of Netball state that an umpire should be dressed in clothing that is preferably white or cream and wear sports footwear. The more professional an umpire appears, the more seriously the players will take them as a Game Official. Therefore, umpires should wear white/cream including white underwear, socks, shoes and hats. For Finals Series ALL UMPIRES MUST WEAR WHITE. Umpires may wear white shorts at ERNA. However, ERNA expects ALL Representative Umpires to wear correct uniform as specified by the Rules (i.e. white skirt for women, white shorts for men). White tracksuits are permissible in inclement weather. At ERNA Umpires are permitted to wear club uniforms; however, this can be problematic when umpires are umpiring for other clubs and end up umpiring their own club’s teams. The ERNA Umpiring Committee sells white ERNA umpiring shirts and white Umpiring tracksuits at the Umpiring Table for a reasonable price. As part of an on-going major sponsorship arrangement with Top Ryde City all umpires MUST wear a BLACK PATCH with the sponsor’s logo on it. This patch must be pinned or velcroed at each TOP CORNER so the patch hangs straight. Umpires are encouraged to sew the fuzzy side of Velcro to their umpiring shirt backs to attach the patches.
