KEY PERFORMANCE INDICATORS FOR UMPIRE DEVELOPMENT PROGRAMME<br />
PRE-REQUISITES:<br />
Current Section 1 Theory Exam PASS (70% or more)<br />
MENTORING: Attend all of the Level 1 Umpire Education Course.<br />
Attend at least 4 of the 5 practical sessions (however, perfect<br />
attendance is greatly encouraged)<br />
Match Responsibilities:<br />
Meets the other umpire. Recognises the need to conduct pre-game checks.<br />
Voice & Manner: Should be loud and pleasant.<br />
Whistle: Should be loud.<br />
Dress: Dresses appropriately according to <strong>ERNA</strong> rules.<br />
Fitness: Can concentrate adequately for a full game.<br />
Positioning: Knows which half and side-line to umpire.<br />
Can position for basic throw-ins i.e., side-line and defence along<br />
goal line.<br />
Control: The umpire must be competent at controlling an 11 yr old game.<br />
Terminology: Decisions can be understood by the players.<br />
Decisions: Can blow whistle for goals, centres, start and re-start of play and<br />
ball out of court.<br />
Can conduct a Throw In.<br />
Penalises some infringements including:<br />
• Some obvious stepping<br />
• Some obstruction of attempted goal<br />
• Some contact (toss-ups acceptable)<br />
Resume: A Trainee Umpire must be able to competently control an 11<br />
year old game and penalise some obvious infringements. They<br />
understand the very basics of umpiring.<br />
