4. The success with which the people of Monastir cultivated Greek letters<br />

was due to their excellent educational organisation, their competent and<br />

irreproachable teachers, and the keen and unflagging interest of their superintendents<br />

of schools. They were proud of their schools and philanthropic<br />

institutions “which were built and maintained for centuries by the struggles<br />

of the people, not with foreign gold”. 39<br />

Article 41 of the 1869 “Regulations of the Orthodox Greek Community<br />

of the city of Bitolia” set out the qualifications required of a teacher:<br />

“When choosing teachers the following must necessarily be considered:<br />

First, whether the person is of irreproachable conduct; Second, whether<br />

they hold a diploma, in accordance with the regulations for Gymnasium<br />
