General Fund being met. Historically, General Fund personnel<br />

costs have risen in excess <strong>of</strong> infl ation and beyond what had<br />

been projected. Therefore, the infrastructure funds identifi ed<br />

in the latter part <strong>of</strong> the <strong>Plan</strong> were not programmed for specifi c<br />

projects and were instead programmed as a placeholder.<br />

While parks infrastructure and some streets maintenance are<br />

addressed by the special funding mentioned above, reduced<br />

transfers from the General Fund have left the <strong>City</strong>’s aging<br />

administrative buildings and much <strong>of</strong> the <strong>City</strong>’s streets<br />

maintenance unfunded.<br />

This year’s budget begins to address the funding necessary to<br />

maintain the <strong>City</strong>’s infrastructure needs by allocating a total <strong>of</strong><br />

$28 million over the <strong>20</strong>-year plan for infrastructure, including<br />

nearly $13 million over the fi rst fi ve years. However, this is not<br />

nearly enough to address all <strong>of</strong> the <strong>City</strong>’s infrastructure needs,<br />

as projected increases in expenditures (particularly projected<br />

salary increases based on existing contract provisions) do not<br />

allow for full funding at this time. As a result <strong>of</strong> not being<br />

able to fully fund the infrastructure needs <strong>of</strong> the <strong>City</strong>, policymakers<br />

are likely to have diffi cult decisions to make in future<br />

years regarding allocating resources between personnel costs<br />

and <strong>City</strong> infrastructure.
