Sunrise Powerlink is a 500 kilovolt (kV) <strong>and</strong> 240kV transmission line that SDG&E<br />

will build, operate, <strong>and</strong> maintain in San Diego <strong>and</strong> Imperial counties, California.<br />

The line will extend for approximately 117 miles between an existing SDG&E<br />

substation south <strong>of</strong> El Centro in Imperial County to an existing SDG&E substation<br />

on the northeast edge <strong>of</strong> Miramar Marine Air Station in San Diego County.<br />

Construction is project to begin in the fall <strong>of</strong> 2010 <strong>and</strong> continue for approximately<br />

30 months. The construction phase <strong>of</strong> the Project will entail establishment <strong>of</strong> 443<br />

towers <strong>and</strong> poles, a new substation, permanent access roads, maintenance areas<br />

at structure sites, <strong>and</strong> permanent tower staging access areas for helicopters.<br />

Project activities would permanently remove approximately 7.21 acres <strong>of</strong><br />

barefoot-b<strong>and</strong>ed gecko habitat. Temporary impacts would occur on approximately<br />

1.41 acres <strong>of</strong> habitat. The project is expected to result in the incidental take <strong>of</strong><br />

barefoot-b<strong>and</strong>ed gecko, a species designated as threatened under the California<br />

Endangered Species Act (CESA). The Department <strong>of</strong> Fish <strong>and</strong> Game (DFG) is<br />

issuing an incidental take permit. DFG also serves as a responsible agency under<br />

the California Environmental Quality Act. Minor Amendment No. 2 extends the<br />

time allowed to finalize mitigation l<strong>and</strong>s transfer by an additional 18 months.<br />

2009121012 Rose Creek Watershed Invasive Plant Control Program<br />

The proposed project would allow for the systematic control <strong>of</strong> invasive non-native<br />

vegetation within portions <strong>of</strong> the Rose Creek watershed (RCW). The work would<br />

be performed throughout the upper <strong>and</strong> lower canyon <strong>of</strong> the watershed but outside<br />

the boundaries <strong>of</strong> the MCAS Miramar Air Station <strong>and</strong> outside <strong>of</strong> the jurisdiction <strong>of</strong><br />

the Coastal Commission. Control <strong>of</strong> invasive <strong>of</strong> non-native vegetation would be<br />

conducted using both mechanical <strong>and</strong> h<strong>and</strong> methods depending on site access<br />

<strong>and</strong> topography. Specific individual projects would be conducted in phases as<br />

funding becomes available. Site specific biological <strong>and</strong> historical surveys would be<br />

conducted prior to the implementation <strong>of</strong> the specific projects <strong>and</strong> would require<br />

subsequent review.<br />

2010031102 City <strong>of</strong> Big Bear Lake Department <strong>of</strong> Water <strong>and</strong> Power, Water System Capital<br />

The California Department <strong>of</strong> Public Health (Department) as the Responsible<br />

Agency, will be issuing a water supply permit to big Bear Lake DWR for the<br />

construction <strong>of</strong> new <strong>and</strong> replacement water system facilities (pipeline <strong>and</strong> wells) to<br />

serve residents in its service area. It is the intent <strong>of</strong> the project to replace water<br />

distribution facilities in order to meet the flow requirements <strong>and</strong> to increase water<br />

production to meet for flow requirements <strong>and</strong> to increase water production to meet<br />

peal day dem<strong>and</strong> requirement <strong>of</strong> existing <strong>of</strong> future connections.<br />

The Project involves replacement <strong>of</strong> (5) existing concrete stream control structures<br />

in Convict Creek within the Reserve property; grinding <strong>and</strong> reconstruction <strong>of</strong> the<br />

entrance road <strong>and</strong> paved parking areas with installation <strong>of</strong> underground utility<br />

lines; <strong>and</strong> construction <strong>of</strong> a classroom/lecture hall building.<br />
