2006091071 Sunrise Powerlink Project

Sunrise Powerlink is a 500 kilovolt (kV) and 240kV transmission line that SDG&E
will build, operate, and maintain in San Diego and Imperial counties, California.
The line will extend for approximately 117 miles between an existing SDG&E
substation south of El Centro in Imperial County to an existing SDG&E substation
on the northeast edge of Miramar Marine Air Station in San Diego County.
Construction is project to begin in the fall of 2010 and continue for approximately
30 months. The construction phase of the Project will entail establishment of 443
towers and poles, a new substation, permanent access roads, maintenance areas
at structure sites, and permanent tower staging access areas for helicopters.
Project activities would permanently remove approximately 7.21 acres of
barefoot-banded gecko habitat. Temporary impacts would occur on approximately
1.41 acres of habitat. The project is expected to result in the incidental take of
barefoot-banded gecko, a species designated as threatened under the California
Endangered Species Act (CESA). The Department of Fish and Game (DFG) is
issuing an incidental take permit. DFG also serves as a responsible agency under
the California Environmental Quality Act. Minor Amendment No. 2 extends the
time allowed to finalize mitigation lands transfer by an additional 18 months.
2009121012 Rose Creek Watershed Invasive Plant Control Program

The proposed project would allow for the systematic control of invasive non-native
vegetation within portions of the Rose Creek watershed (RCW). The work would
be performed throughout the upper and lower canyon of the watershed but outside
the boundaries of the MCAS Miramar Air Station and outside of the jurisdiction of
the Coastal Commission. Control of invasive of non-native vegetation would be
conducted using both mechanical and hand methods depending on site access
and topography. Specific individual projects would be conducted in phases as
funding becomes available. Site specific biological and historical surveys would be
conducted prior to the implementation of the specific projects and would require
subsequent review.

The California Department of Public Health (Department) as the Responsible
Agency, will be issuing a water supply permit to big Bear Lake DWR for the
construction of new and replacement water system facilities (pipeline and wells) to
serve residents in its service area. It is the intent of the project to replace water
distribution facilities in order to meet the flow requirements and to increase water
production to meet for flow requirements and to increase water production to meet
peal day demand requirement of existing of future connections.

in Convict Creek within the Reserve property; grinding and reconstruction of the
