The proposed project consists <strong>of</strong> a Tentative Subdivision Map, Lot Line<br />

Adjustment, Coastal Development Permit, <strong>and</strong> Use Permit to divide two parcels<br />

totaling 5.5 acres (APNs 056-<strong>15</strong>0-010 <strong>and</strong> 056-<strong>15</strong>0-120) into a small development<br />

with 12 residential lots <strong>and</strong> one commercial lot. The proposed project includes a<br />

private road that will extend from Church Street to direct connection to Highway 1.<br />

An emergency access gate on the private road will separate the proposed<br />

commercial use from local residential traffic. The project also includes various<br />

infrastructure improvements <strong>and</strong> connections including water system<br />

improvements to increase capacity <strong>and</strong> pressure, sewer improvements along<br />

Church Street, l<strong>and</strong>scaping, <strong>and</strong> new fire hydrants.<br />

The proposed project is the City's Capital Improvement Program (CIP) budget for<br />

fiscal years <strong>2012</strong>/13-2016/17, which identifies proposed capital improvements <strong>and</strong><br />

preliminary budgets for projects throughout the City over a five-year period.<br />

Capital improvements include a range <strong>of</strong> public works <strong>and</strong> infrastructure projects<br />

to improve the quality <strong>of</strong> life for local residents <strong>and</strong> visitors. Proposed projects<br />

include: roadways, parks <strong>and</strong> trails, water, wastewater, drainage <strong>and</strong> community<br />

facility improvements, plus development-funded improvements throughout the City<br />

<strong>of</strong> Brentwood.<br />

<strong>2012</strong>041041 Whistlestop Levee Repair <strong>and</strong> Public Access Improvement Project<br />

The Whistlestop Levee Repair <strong>and</strong> Public Access Improvement Project (proposed<br />

project) would include two key elements: (1) replacing the existing culverts located<br />

in the Whistlestop levee with an approximately 20-foot long bridge to improve<br />

water quality, fish passage, <strong>and</strong> trail safety for recreational users in the area; <strong>and</strong><br />

(2) relocating the existing dock that extends <strong>of</strong>f the Whistlestop levee to deeper<br />

water to reduce disturbance to mudflat habitat at low tides. The proposed project<br />

would be constructed between July <strong>and</strong> October <strong>2012</strong>.<br />

<strong>2012</strong>069005 Streambed Alteration Agreement 1600-<strong>2012</strong>-022-R2 Taylor THP (2-11-020-PLU)<br />

Fish & Game #2<br />

The California Department <strong>of</strong> Fish <strong>and</strong> Game is executing Lake or Streambed<br />

Alteration Agreement number 1600-<strong>2012</strong>-022-R2, pursuant to Section 1602 <strong>of</strong> the<br />

Fish <strong>and</strong> Game Code to the project applicant, Sierra Pacific Industries. The overall<br />

project for the purposes <strong>of</strong> this agreement shall be limited to the two projects<br />

below. The Permittee shall adhere to all avoidance <strong>and</strong> minimization measures<br />

provided in the timber harvest plan (THP) that may provide more environmental<br />

protections than what is listed in the Agreement. Project 1 (THP Reference Point<br />

#3) Temporary Bridge or Culverts at Taylor Creek: A prefabricated metal bridge or<br />

five or more 6" (or greater) well castings or culverts (modified rock ford). Project 2<br />

(THP Reference Point #5) Rock Ford at Sockum Creek. This crossing shall be<br />

installed at current skid crossing location, <strong>and</strong> shall consist <strong>of</strong> placing 3-6" washed<br />

clean rock along the road for 75 feet on each side <strong>of</strong> the crossing. Rock shall be<br />

installed when crossing is dry. No vegetation shall be removed as part <strong>of</strong> the<br />

project.<br />
